Questions and Answers #8 submitted in response to RFP W15QKN-21-R-0034
54. With regards to the GFP for both M120A1 and M121 Mortar Systems (CLINs 0001 thru 0014 and 0046-0056), Section C of the solicitation states “Obtain as GFP, inspect, and kit all BII; DS Tools; Sight Unit, M67; and AAL items for kind, count and condition prior to assembling into complete weapon systems, components, and spares.” We have the following question:
We would like USG to clarify the intention of the term “inspection” as it related to kinds, count, and condition prior to assembly. For example, the M120A1 BII Kit will be provided as GFP.
Once the BII is received by the awardee, is it the intention for the awardee to inspect each component of the BII per the drawing and QAP prior to use? Or is the intention of word “inspect” simply visual count and condition? Will AIE/MSE be required for GFP items?
A: Inspection associated with GFP items provided to the Offeror is a kind, count, and condition inspection. AIE/MSE will not be required for inspection of GFP items.
55. With regards to packaging, will the BII, DS and AAL items being supplied as GFP already be packaged IAW their respective SPIs? Or will GFP need to be repackaged after kind, count, and condition verification?
A: BII, DS Tool Kits, and AAL items supplied as GFP for System CLINs (0001-0014) will already be packaged IAW respective SPIs. System Level SPIs require packaging of some GFP items into larger system packaging.
The Offeror is required to package individual BII and DS Tool items supplied as GFP for Kitting CLINS (0051-0056) accord to the kit SPIs.
56. With regards to packaging, request USG advise how the M1101/M1102 Trailer will be packaged when shipped to the awardee as GFP? Will the item be in a wood crate? We need this information in order to estimate labor hours for unpacking and storing this item.
A: The M1101/M1102 Trailer will not be in packaging. It will be in a ready-to-move condition.
57. With regards to 12901012 QAP, STM-1 on Page 5 of 5 states “First Article Sample shall be subjected to Government firing or simulation testing.” There is no instruction in MIL-DLT- 13931 for testing the Blast Attenuation Assembly and the solicitation is also silent on testing.
Request that USG please confirm if fire testing is required on 12901012, BAD and if yes, please provide information on whether the contractor or USG will complete the testing. If contractor, please provide further information on testing requirement.
A: Live fire testing is not required for the Blast Attenuation Device. USG will update the QAP to reflect the requirement.
58. Question #22 USG Answer states “ The Blast Attenuation Device (BAD), 12901012, is to be included in the packaging for the overall M121 Mortar System, 12900890.”
New Question #1:
Drawing No. 12900890 is for the 120mm Light Mortar M121, Carrier MountedAssembly. Per USG answer to question #22 SPI AM12900890 will only be inclusive of Drawing Nos. 12901012, 9356182, 12901195, 12901000, and 12901321.
Attachment 0009/ Table 2 is for the M121 120mm Carrier Mounted MortarSystem, BII, DS Tool Kits, and AAL. Is there a separate SPI for the M121 System that is inclusive of packaging details for all items listed on Table 2 of Attachment 0009 that can be provided to offerors; i.e the following items are also not referenced on SPI for 12900890:

Without an accurate description of how the System is package together, it seems to be impossible for potential new offerors to accurately cost CLINs 0008-0014 which could give an unfair advantage to the incumbent.
A. An updated SPI was previously uploaded as L21K1026 NOR 1 CMO APPROVED_SPI for M121 Mortar System that adds the BAD to the included items in the M121 System outer box and updates the outer box size. BII and DS Tools are already part of the M121 http://209.200.67.149/aosafety.com/shooters/products/pas_05.htm http://209.200.67.149/aosafety.com/shooters/products/pas_05.htm http://209.200.67.149/aosafety.com/shooters/products/pas_05.htm http://209.200.67.149/aosafety.com/shooters/products/pas_05.htm
SPI (note 4) and are packaged with the system. The AAL items are not contained in the M121 System outer box, but are required to be shipped with the M121 System in their own box or boxes.
New Question #2:

Is there a separate SPI for the M120A1 System that is inclusive of packaging details for all items listed on Table 1 of Attachment 0009? Do the GFP items need to be repackaged/ labeled? How do all items of the System get packaged together? We understand that the 120mm MSK gets assembled onto the Cargo Trailer, but there are no details for how the other GFP items are packaged as a system. Without an accurate description of how the system is package together, it seems to be impossible for potential new offerors to accurately cost CLINs 0001-0007 which could give an unfair advantage to the incumbent.
A. The AAL items are not contained in the M120A1 System outer box, but are shipped with the M120A1 System in their own box or boxes. The AAL items will be received as GFP and packaged IAW their respective SPIs. BII and DS Tools are part of the M120A1 SPI (note 2) and are required to be packaged with the system.
