Questions and Answers #10 submitted in response to RFP W15QKN-21-R-0034
60. Request for Clarification #1
L.4.4 Volume IV Factor 4: Small Business Participation
Section L.4.4.2 States “Percentages are calculated using proposed total contract price as calculated in accordance with D.4.3. This price becomes the denominator and includes first-tier subcontractors only.”
Please clarify what D.4.3 is referring to?
A: The reference to D.4.3 is incorrect and should be L.4.3 Volume III Factor 3: Price, which will be revised in a forthcoming Amendment 0003.
Section L.4.4.2 also states “For the purpose of evaluating Small Business Participation, the total contract price is determined by multiplying the unit price for a single M191 Bipod Assembly from ordering period 2, range 50-149 times 2,000 which is the estimated maximum number of
M191 120mm Bipod to be purchased on this contract.”
Section M.3.4.4 states “The total evaluated price will be computed by summing the weighted evaluated prices computed from the unit prices proposed in the Price Matrix, including the evaluated per unit rental value for Government property in the Offerors (and any subcontractors) and the price evaluation preferences for HUBZone Small Business Concerns, when applicable.”
Questions: These requirements seem to conflict with each other as to what value should be used;
we request USG please provide clarification.
A: Section L.4.4.2 is for the Small Business Participation Factor. The total contract price is for evaluation purposes only and used to determine the percentage of Small Business participation being utilized for this effort.
Section M.3.4.4 is for Price Factor and the USG will use the Offeror’s proposed unit prices provided in the Price Matrix to compute the total evaluated price.
61. Request for Clarification #2
Section M.3.4.4.a and b State “The evaluated amount for each quantity range will be multiplied by the assigned weighted percentage and summed to derive the weighted evaluated price for each item.”
Question: The solicitation does not specify these weighted percentages. Please provide.
A: The weighted percentages are not in the solicitation and will not be provided to the
Offerors. The USG will use the weighted percentages in order to determine the total evaluated price for each Offeror.
