Questions and Answers #7 submitted in response to RFP W15QKN-21-R-0034
46. Section A/ #8 : Watervliet Arsenal states “ Watervliet Arsenal (WVA) is the current Mortar Cannon producer and will continue to produce the 120mm M298 Cannon, in accordance with the Arsenal Act (10 U.S.C. Section 4532). The Mortar Cannons may be provided as Government Furnished Property (GFP) or purchased on this contract under CLINs 0040 0046.”
Can USG provide contact information for the POC at Watervliet that potential offerors can contact for M298 Cannon pricing?
Can USG provide historical pricing for the M298 Cannon Assembly?
A:
Watervliet Arsenal POC:
Wayne Baumgartner Industrial Specialist / Program Manager Wayne.M.Baumgartner.civ@mail.mil Office: (518) 266-4326
No historical pricing will be provided. Per question 16, The USG expects the Offeror to have a production source (internal or external) for the 120mm M298 Cannons.
47. In response to Question 28, the USG has answered that yes, that CLINs 1 and 8 is to include the cost for FATs for the major subassemblies. Therefore, in the event the USG executes CLINs 1 and 8, the USG will end up paying twice for baseplate, bipod, barrel assembly FATs. And further, if for example, the USG additionally executes CLIN 21, the USG will end up paying 3x for the baseplate FAT. Is this what is intended?
A: The CLIN pricing is needed since there is an unknown about which FAT CLIN may be exercised first. If a USG approved FAT for an item is still valid (per TDP), no additional FAT will be required and only production CLINs will be exercised.
48. Section L.2.3.1(c) says, As a requirement under the 120mm Mortar Weapon System solicitation, all Offerors must submit Reps/Certs data into the System for Award Management (S.A.M.) https://www.sam.gov and provide one (1) hard copy and one (1) electronic copy (on CD) submitted as an .XPS file. Can we submit this information in PDF instead of an .XPS file?
A: You may submit the information in PDF, in accordance with Section L.2.3.1(b), “Alternatively, files may be provided in Portable Document Format (.pdf).”
49. After reading C.3.6 through C.3.7 I have concluded that we are to work through the LMP system to “pull” inventory as we require to meet schedules. So will it be up to us how much inventory we have to store or does the USG have numbers predetermined?
mailto:Wayne.M.Baumgartner.civ@mail.mil
A: Offeror will store the production inventory and associated GFE necessary to meet the contract requirements.
50. Page 4 No. 8 of the SOW states that the mortar cannon may be provided as GFP; as the offeror how would we make a request for the USG to provide the cannons?
A: The Offeror must present a contract production source for M298 cannons. The USG is maintaining flexibility for completion of 120mm Mortar Systems (either utilizing GFP or contract production). If the cannon is provided as GFP it will be as part of system staging CLINs 0046-0050 or 0058-0062, which will be added as part of Amendment 0002.
51. Will live fire testing be required for the life of the contract or only for first article test?
A: Live fire testing is conducted in accordance with the TDP for both FAT and production lot acceptance.
52. What is the government established rate for testing?
A: The proving grounds (Aberdeen Proving Grounds/Yuma Proving Grounds) can provide Government established cost rates to the Offeror. If the question is about the level of testing required, it is defined in the TDP.
53. Revision to the response for #33 from Questions and Answers #6:
The page count requirements as the wording, Paragraph L.3.3.1, is a bit confusing in the solicitation when it speaks to required attachments. Can you please confirm if an attachment IS a required part of the RFP, that it will NOT count against the page limitations?
Paragraph L.3.3.1 ….. “Annexes, documentation and attachments that are submitted bythe Offeror, which are not required as part of the RFP, will count against the page limitations……The following will not count against page limitations: volume title pages, table of contents pages, cross-referencing pages, indices, acronym lists and page dividers (used to separate proposal sections).”
The revision is captured in Amendment 0002 and the response is as follows:
FROM:
A: Annexes, documentation and attachments that are required by the RFP will not count against the page limitation.
TO:
A: Annexes, documentation and attachments that are submitted by the Offeror will count against the page limitations.
