Questions and Answers #5 submitted in response to RFP W15QKN-21-R-0034
19. Section C.3.6 of the RFP states, “The contractor shall utilize the Governments accountability systems including Logistic Modernization Program (LMP) and Defense Property Accountability System (DPAS) systems for the production, storage, and inventory control tasks.” However, Section C.3.6.1 of the RFP states, “Upon notification by the Contracting Officer, the contractor shall utilize the Governments specified inventory accounting systems such as LMP and DPAS for all GFM under the contractors supervision to enable the Government to properly account for, inventory manage, and transfer these items when necessary.” Is the Contractor required to use both LMP and DPAS or can they use one or the other?
A: The Offeror must use an approved Government property accountability system. The Government will specify which accountability system to use after contract award.
20. The RFP uses the term "Cannon, 120mm, M298'' in several parts of section L and M, while the M298 is associated with the "Barrel Assembly, M298" Dwg 12901195. There is a "Cannon Tube" Dwg 12577299; therefore, we want to clarify if it is the intent of the USG, that the RFP is actually asking for the Barrel Assembly, M298, when referring to the Cannon, 120mm, M298 in Section L & M. Please advise.
A: The deliverable item to the Government is “Barrel Assembly, M298”, Drawing 12901195. “Cannon, 120mm, M298” in Section L&M refers to “Barrel Assembly, M298”, Dwg 12901195. “Cannon Tube”, Dwg 12577299 is a component of Dwg 12901195.
21. Sections 8 and 9 of Standard Form 33 do not specify a depository location to delivery proposals. Would the Government provide the exact FedEx delivery address and hand carry location(s) for submitting our proposal and specific instructions for arranging a hand delivery of proposal materials to the contracting officer or his/her designated representative?
A: L.2.2 All questions concerning this procurement, either technical or contractual must be submitted in writing to the Contracting Officer. No direct discussion between the technical representative and a prospective Offeror shall be conducted. Questions and proposals shall be submitted to the following point of contact:
Army Contracting Command New Jersey CCNJ-CA, Bldg. 10 ATTN: Amy Kirzow Telephone: (973)724-4032 Picatinny Arsenal, NJ 07806-5000 E-mail: amy.e.kirzow.civ@mail.mil

A:
1. The Blast Attenuating Device (BAD), 12901012, is to be included in the packaging for the overall M121 Mortar System, 12900890
2. Unit Pack Weight for the M121 Mortar System will be increased to 678lbs
3. Unit Pack Size for the M121 Mortar System will be increased to 73.5” x 59.5” x 31.5”
23. On attachment 0009, under Table 1 is the 120mm Mortar Stowage Kit (MSK) M326. There are three different part numbers under the Part/Dwg # column, 13016345, 13016184, and 13016183, however there is only one NSN: 2590-01-551-7979. NSN: 2590-01-551-7979 is for P/N 13016183 only.
Is the offeror to supply ALL three parts, 13016345, 13016184, and 13016183? Or only P/N 13016183? If all three parts, 13016345, 13016184, and 13016183 are to be supplied by the offeror, please advise where on Attachment 0001 – Price Matrix is the offeror to input pricing under?
A: Yes, the offeror is to supply all three parts. The costs for all three parts should be included under the M326 MSK CLINs 0027 – 0032.
24. It is requested that the USG give consideration to allowing the delivery schedule for the First Article for the major subassemblies (M191 Bipod, M326 MSK, BAD) be modified to 18 months.
Our rationale for this request is as follows:
- The stated delivery requirements do not take into account the lead time for raw materials that have recently become extraordinary long.
- Granting this modification has no effect on the delivery timing of the M120A1 or M121 systems.
- Maintaining the current delivery requirements provides an unfair advantage to incumbent suppliers that have raw materials in stock.
A: The request to modify the First Article Test delivery schedule for the M191 bipod, M326 MSK and BAD will not be granted and remains as stated in RFP.
25. Per USG response to Questions 11 and 12, procurement and installation of the ammo racks are a requirement. Please confirm if this cost is to be included in our price for CLINs 0003 – 0007 and CLINs 0010 – 0014 as part of M120A1/M121 Production.
A: The ammo racks are part of the Mortar Stowage Kit (MSK) and the cost should only apply to M120A1 system CLINs (0001-0007) and MSK CLINs (0027-0032). The Mortar Stowage Kit is included with the M120A1 system, but is not part of the M121 system (CLINs 0010-0014).
26. CLINs 0003 – 0007 and CLINs 0010 – 0014 are required to include the cost for Staging as part of M120A1/M121 Production. The USG asks for a standalone price for Staging. Is it permissible for Offerors to quote CLINs 0046 – 0050 as NSP?
A: Staging is included as part of the M120A1/M121 system CLINs 0003-0007 and 0010- 0014 where the Offeror is producing all items of the system. The standalone Staging CLINs 0046-0050 are to allow for an option where some or all of the components of the M120A1/M121 systems are provided as GFP and the Offeror is responsible only for Staging functions. These CLINs must be priced separately. Please read the CLIN narratives for more details.
27. While not specifically mentioned as a requirement it is implied that Kitting is to be included in our price for CLINs 0003 – 0007 and CLINs 0010 – 0014 as part of M120A1/M121 Production. Assuming this is correct, is it permissible for Offerors to quote CLINs 0052 – 0056 as NSP?
A. Kitting for CLINs 0051-0056 does not apply to kitting for the M120A1/M121 systems. It applies only to Basic Issue Items and Direct Support Tool Kits where the USG provides the individual components to the Offeror as GFP to package and kit. Please read the CLIN narratives for more details.
28. Is it the USG’s intent for Offerors to provide an all inclusive price for First Article in CLINs 0001 and 0008? Specifically, this would cover individual First Articles for the major subassemblies (M9A1 Baseplate, M191 Bipod, M298 Barrel Assembly, Blast Attenuator Device, M326 Mortar Stowage Kit, as applicable).
A: Yes, however each component of the complete 120mm Mortar System will require its own FAT for product acceptance. (i.e. M9A1 Baseplate FAT CLIN 0021)
29. Drawing 13016381 depicts the installation of a BII Box onto the M1101/2 trailer. Please advise if this box is being provided as part of the BII GFP or if the contractor is responsible for procuring and installing it.
A: The BII Box is not being supplied as GFP. The contractor is responsible for procuring and installation.
30. The Barrel Assembly M298 SPI step 6E calls for "CONTAINER: PER DRAWING AM12577298 PGS.7-9": SPI and drawing appear to be missing.
A: The current SPI is referencing the SPI for the obsolete Cannon, 12577298. The dimensions for the box should be the same. An attachment entitled “12577298PD pages7- 9_SPI for M298 Barrel Assy” will be uploaded and available on request.
31. On attachment 12900890PD Rev_B SPI for M21 Mortar System the 120MM LIGHT
MORTAR, M121, CARRIER MOUNTED ASSEMBLY
- Page one states 12900890 with SPI No. AM12900890 BUT page 2 and 3 of are from a different SPI all together - 12901293 AM 12901293 which is the other towed assembly. Have these two SPI’s been placed in the correct document?
A: There was an error in the SPI and the SPIs for the two systems, M121 and M120A1 were combined. The following summary provided (in previous question #22) should address any concerns:
32. Can the Government provide QAP 13016184?
A: The drawing is included on the uploaded TDP but the QAP was missing. The QAP for 13016184 will be uploaded as attachment “13016184QS RevA_QAP for M326 MSK Installation” and available upon request.
