Questions and Answers #2 submitted in response to RFP W15QKN-21-R-0034
5. RFP page 124 – Did the USG mean actual Production Capacity to be per the included chart below or for the Inventory Levels to be available per the chart?
c. Production Capacity:
i. The Offeror shall identify its production rates, including line-balancing or other means to avoid potential bottlenecks and down times in the process, to meet the minimum delivery rates identified in the table below:
| | Minimum Monthly | | Item | Delivery Rate | | M191 Bipod Assembly | 60 | | Baseplate Quickstow, Mortar M9A1 | 60 | | 120mm Mortar Stowage Kit (MSK) M326 | 50 | | Cannon, 120mm, M298 | 25 | | Blast Attenuation Device (BAD) | 50 |
ii) The Government will evaluate the Offerors proposed maximum monthly production rate for each item. Added value will be given to proposals that demonstrate in sufficient detail their ability to achieve production rates above the minimum requirement.
iii) The Government will evaluate the adequacy and feasibility of the Offerors information provided to substantiate its production capabilities. This includes documentation, and detailed listings of the prime and major/key subcontractors essential manufacturing and test facilities, equipment, tooling, and personnel. The Government will evaluate the Offerors consideration of downtime, availability, task time, and personnel capacity
A: Actual production capacity
6. Page 118 of the solicitation, Section L.4.2.2(5) references document, Appendix D. Is this document the same document as Attachment 0008?
A: The reference in Section L.4.2.2(5) to Appendix D is incorrect and will be revised to state “Attachment 0008 Past Performance Questionnaire”.
7. The 120mm TDP documents that were uploaded to SAM.gov on 6 August 2021 are not titled in a manner that can easily identified. The PDFs are number, 00, 01, 02, etc… Would the Government provide the “Open TDP.exe” application?
A: The Open TDP.exe file is included in the certified TDPs. If an offeror has problems getting Open TDP.exe to run there is a README.htm file that provides instructions. If that does not work, highlight the solicit.XML file, then right click and open with Internet Explorer (MS Edge may work as well). This will open a Table with headers for the TDPL and Drawings. Click on the Drawings and a drawing list will open. Click on the drawing numbers to open the individual files. While this will allow for the opening of a drawing list identifying the drawings by their individual numbers, the individual drawing files are identified by the numbering method mentioned in the question. If an offeror chooses to download files individually, they must rename the files themselves.
8. Can the US Government provide the specification called out in the RFQ section C.2.1.17:
MIL-M-71228(AR) Mortar, 120mm, M120/M121, Military Specification (16 Jul 1993)?
A: No, this specification will not be provided. This specification is Distribution B (Distribution authorized to U.S. Government agencies only). The TDPs contain all of the relevant information necessary to manufacture the M298 Cannon, M191 Bipod, M9A1 Baseplate, Blast Attenuation Assembly (BAD).
