About this file
This document contains questions and responses regarding Amendment 0004 to solicitation number W15QKN-20-R-0021 from the United States Army for the production and delivery of the Receiver Radio Firing Device, Nonelectric Blasting Cap Actuating M17A1 and the Trainer, Receiver, Radio Firing Device, Non-explosive M85A1.
The responses clarify that offerors should fill out the pricing schedule in Amendment 0004 and can resubmit other parts of their proposal if desired. Quantities will be ordered in multiples of six for the M17A1 and two for the M85A1. Each M17A1 and M85A1 assembly must be priced individually for logistics purposes. Weights for evaluating total price based on quantity ranges will not be provided.

Questions & Responses from Amendment 0004 under W15QKN-20-R-0021 Remote Activated Munitions Systems (RAMS) M17A1 & M85A1 Trainer
1. QUESTION: Since Offerors had already submitted their Volume 5: Solicitation with executed SF33 and filled in Section B pricing information, are offerors required to re-edit all of those SF33 forms from the original Solicitation and the Amendments 0001-0003 or are offerors only required to simply fill out the new SF30 of Amendment 0004 with its new descriptions of the CLINS?
Answer: The Government’s intent was offerors fill out the new SF30 Section B Schedule of Amendment 0004 with its new descriptions of the CLINS in lieu of the original Section B.
Offerors are reminded that any pricing narrative submitted in Volume II Pricing should reflect the information in Section B. However, since the Request for Proposal (RFP) was reopened and the submission date extended, Offerors may re-submit all or part of their proposal if they so choose. Any submissions will be treated as the original proposal as the evaluation phase had not commenced before reopening the RFP.
2. QUESTION: Amendment 0004 states: In accordance with Statement of Work (SOW) section C.3.0, for each six (6) individual production units of the M17A1 Receiver delivered, the contractor shall deliver twelve (12) Explosive Lead Assembly (Drawing # 11753186), Six (6) Antenna Wire (Drawing # 11753951) and Six (6) Instruction sheet (Drawing #11753910). Within the TDP, Drawing #11753910 states: NSN: 1375-01-600-4645MP47 Nomenclature:
RECEIVER, RADIO FIRING DEVICE: NON-ELECTRIC BLASTING CAP ACTUATING, M17A1
CONSISTING OF THE FOLLOWING ITEMS COMPOSED OF:
6 - ASSEMBLY, RECEIVER, RADIO FIRING DEVICE: NON-ELECTRIC BLASTING CAP
ACTUATING, M17A1;
12 - EXPLOSIVE LEAD ASSEMBLY;
6 - INSTRUCTION SHEET, M17A1;
1 - PACKING AND MARKING FOR WIREBOUND AND FIBERBOARD BOX FOR PA108
AMMUNITION CONTAINER FOR M17A1/M85A1 SYSTEMS;
1 - PACKING AND MARKING FOR CONTAINER, AMMUNITION, PA108 FOR RECEIVER,
RADIO FIRING DEVICE: M17A1;
6 - ANTENNA WIRE;
1 - UNITIZATION PROCEDURES FOR BOXED AMMUNITION AND COMPONENTS ON 4-
WAY ENTRY PALLETS;
1 -CONTAINER, AMMUNITION, PA108 ASSEMBLY. The SOW reference in Amendment 0004 does not include the 1 each – PA108 Ammunition Container Assembly while the referenced Drawing #11753910 does include that it is part of the M17A1 Kit. Is it the USG’s intention that the PA108 not be included?
Answer: Section 3.0 is a restatement of the NSN description. The TDP Drawing #11753910 is correct and unit prices for the M17A1 and M85A1 should include the PA108 Ammunition Container Assembly.
3. QUESTION: In the Solicitation’s: 1) Section B, 2) Paragraph C.3.0, 3) Paragraph C.3.1.7, 4) Paragraph C.3.1.8, 4) Paragraph C.3.1.8.1, 5) Paragraph C.3.1.9, 6) C.3.1.11, 7) Section F, 8) Section I, 9) Drawing #11753910 and 10) Drawing #11753956, the M17A1 in terms of “assemblies”, “units”, and “kits”, with KITS being defined as containing six units or assemblies in the case of the M17A1 and two units or assemblies in the case of the M85A1, plus additional items AND the PA108 container. Coupled with Amendment 0004 statement of The Government intends that quantities for production units will be stated in multiples of six (6) for the M17A1 or two (2) for the M85A1 on all delivery orders. If the USG intends to procure quantities of assemblies/units commensurate with a Kit, why is Section B formatted for pricing at the assembly or unit level, as Offerors will have to calculate the price at the Kit-level (with all the additional contents plus PA108) and then subdivide by 6 or 2 (M17A1 or M85A1, respectively), in order to determine a unit price?
Note: If the USG modifies Section B from an ASSEMBLY to defining a UNIT as being a KIT, this would eliminate the breaks in the range pricing being offered.
Answer: For the purposes of the unit prices and delivery for the M17A1 and M85A1, each
ASSEMBLY, RECEIVER, RADIO FIRING DEVICE: NON-ELECTRIC BLASTING CAP
ACTUATING, M17A1 and ASSEMBLY, TRAINER, RECEIVER, RADIO FIRING DEVICE: NON- EXPLOSIVE, M85A1 must be defined as “Each” and cannot be defined as a KIT or SYSTEM.
This is due to logistics and receiving procedures at the depot level, where each Radio Firing Device must be accounted for as a single unit as part of their hazardous handling procedures. It is the Government’s intent that Section B is formatted as pricing at the assembly or unit level for these logistics purposes. It is incumbent on each offeror to determine how they will develop prices for the units/assemblies to meet these Government requirements.
4. QUESTION: Section M.3.3 indicates that the USG has assigned weights for the different quantity ranges by which a Total Evaluated Price can be calculated. Will the USG provide those weights?
Answer: No, the Government will not provide assigned weights for quantity ranges. The assigned weights are considered source selection sensitive information pursuant to FAR 2.101 and 3.104.
