Attachment 2: Statement of Work; Page 1 shows a Spider web table that clearly indicates that qualification testing must be conducted in HOT, Ambient and COLD environments (see attached); However, on Attachment 2: Statement of Work; Page 2; Figure 1: FAT Testing Matrix, the table under the SPECIFICATION column does not indicate the prescribed requirements for an Ambient Testing environment. Does Page 1 of the SOW have precedence over Page 2 with regards to Ambient Testing? If so, will the Figure 1: FAT Testing Matrix table be amended to incorporate the Ambient environment requirements?
Ambient tests will be added to FAT testing matrix to be consistent with spider chart. Attachment 0002 has been amended and is included herein.

The Solicitation was released on February 11th without the TDP, but required follow-on document submissions in order to gain access to the TDP. Even with timely submission of the required documents to receive the TDP, the process for release of the TDP induces a significant delay before potential Offerors will receive the TDP. Is consideration being given to adjusting the submission date for proposal commensurate with the actual release of the TDP to Offerors?
Except as noted in this amendment, no further extension is anticipated at this time.

Can the complete ATP on the M17A1 be accomplished without the insertion of the explosives? If not, is it required that ATP be accomplished on the electrical components and then again perform an ATP after insertion of the explosives, or is only the leak test required after insertion of the explosives?
ATP (In Process Testing) shall be completed without insertion of explosives. The leak test can be completed before or after insertion of explosives. If chosen to be done before, it must be completed with a stem comparable to the final stem assembly.

We believe there is a discrepancy on the 11753907 drawing. We believe that Item 1 of the Parts list should be part number 11753906 (stenciled ammo case with foam) , and not 9396178 (PA108 ammo case). Please clarify.
You are correct, this shall be updated and a new drawing provided after correction. Interested parties who already received the TDP should receive the corrected drawing via secure file.

The Part Number 11753207 is listed on the Government furnished property list with no dash number. The parts list for the 11753186 that is used on the M17A1 calls out a 11753207-1 Lead cup. The parts list for the 11753142 used on the M85A1 calls out a 11753207-2 Lead cup. The differences between the -1, and -2 is the finish of the part. Does the government plan to supply both versions of the 11753207-1 and the 11753207-2's?
The government will provide raw (no coatings, P/N 8830949) lead cups. The contractor will have to anodize green for the M17A1 (11753207-1) per the drawing and irridite the lead a gold color for the M85A1 (11753207-2) per the drawing. The GFP list has been updated to correct the part number provided and is included herein..

Are there Work Instructions available for the assembly of the M17A1 and M85A1? If so, could they be made available to potential offerors?
No work instructions are available.

It was observed that on the beta.SAM site that the submission date had been moved to March 18th at 2:00 PM, but no Amendment or other documentation was available supporting the new date and time for submission of the proposal. Is this the correct date and time and will it be backed up with an amendment to the solicitation?
The date for submission was extended due in part to an issue with having the solicitation uploaded in beta.SAM. The extension has been noted in this Amendment 0001 to the solicitation.

Attachment 22: GFP for Item 14; Lead Cup; Part Number: 11753207 indicates a quantity of 35,000 each of these items as GFP. Are these items to be used in Qualification and Production? If so, have they been anodized and inspected and ready for installation of the explosive material?
Yes, they can be utilized for qualification and production. No, the items supplied as GFP need to be anodized or irridited and loaded. The GFP listing will be updated to reflect the actual P/N which will be provided, 8830949, which is in Note 4 of the 11753207 dwg. This is the blank, formed lead that has no finish or fill.

Attachment 22: GFP for Item 14; Lead Cup; Part Number: 11753207; Will the USG continue to provide this material as GFP for future orders or will the successful offeror be required qualify and supply these items on future orders?
Yes, Lead Cup will be provided as GFM but as part number 8830949 (Note 4 of the 11753207 dwg).

Attachment 6: NDA: The comment section of the NDA states "Recipient shall not disclose the Data to any third party, which includes any subcontractors, except if that disclosure directly relates to the express purpose above. In the case of a third party disclosure, Recipient shall notify and receive written approval from ACC-NJ" is deleted. Based upon that deletion is it the USG's intention that potential offerors have their third party subcontractors submit NDA documents to the ACC-NJ and get approval prior to releasing the TDP to those subcontractors? If so, will the USG be granting an extension to the submission date to accommodate the necessary time to process all the 30+ NDA submissions from all subcontractors?
Subcontractors will submit NDAs to the potential Prime Contractor. Only the potential Prime Contractor need submit an NDA to the Government. The Prime shall make NDAs and recipients available to the Government if requested or if a breach occurs. Except as noted in this amendment, no extension to the proposal receipt is anticipated at this time.

Section C; Paragraph 3.11.5 Transmittal of Controlled Unclassified Information (CUI) states that "CUI is a Department of Defense term that is used to collectively describe all information to which access or distribution limitations have been applied in accordance with applicable national laws or regulations. CUI is official government information that is unclassified, but that has been determined by designated officials to be exempt from public disclosure under the Freedom of Information Act (FOIA) (Title 5 U.S.C. Section 522) as amended. All CUI that is transmitted between the Government and Contractor shall be done via encrypted channels. Material can be provided via US postal service, or electronically via a file encryption platform such as Encryption Wizard (free software download at spi.dod.mil), or the U.S. Army Research Laboratory (ARL) Safe Access File Exchange (SAFE) found at Caution-https://safe.arl.army.mil /). Is it the USG's intention that the Offeror/Contractor be required to flow these CUI requirements down to their subcontractors i.e. must the Contractor exchange information and data with their subcontractors only via encrypted channels?
Potential Prime Contractor may exchange information with their Subcontractors via hardcopy delivery or electronic exchange via encrypted channels. Also, reference DFARS Clause 52.204-7012 “Safeguarding Covered Defense Information and Cyber Incident Reporting” it is incumbent on the contractor to protect Covered Defense Information, which includes CUI, and include the clause in subcontracts that involve covered defense information.

Will the USG adjust the submission date commensurate with the release of the missing technical data items and providing answers to questions?
Except as noted in this amendment, no extension is anticipated at this time.

Can the proposal offerings be hand delivered? If so, please provide the delivery location
Yes. Hand delivery can be completed by dropping proposals at 10 Phipps Rd, Picatinny Arsenal, Picatinny NJ. You will have to notify the PCO and Specialist of your intent to drop off proposal information and you will be met at the Main entrance to Building 10. Personnel delivering proposals by hand, must register for access to Picatinny Arsenal Visitor Control

After review of the SOW and the TDP it is not clear whether the Qualification Testing is to be accomplished in whole or part with or without the explosives installed. Is Qual testing to be executed with explosives loaded in the M17A1 Receivers?
Qualification testing (FAT) shall be completed with the explosives loaded. All in process functional tests (board level, and final assembly level) shall be completed without explosives installed.

Does Qualification Testing require destruction of the M17A1 Receiver via detonation of the explosives?
FAT and LAT testing identified requires detonation of unit (destruction). LAT is on a sample of units, whereas during FAT all units are detonated.

The following drawings reference QAP Drawing # 13048815. The characteristic symbology in these drawings reference a "O" for sampling size. This sample size marking is represented in QAP drawing 11753725.

* 11753952 Which QAP drawing is correct with regards to sampling size? Is it possible to have the drawings corrected or issue a notice of correction?

No notice of correction needed, “0” on the dwgs mean 100 % inspection

The following parts have been discontinued by the manufacturer and there are no alternative F3 options:

Does the USG plan to provide these parts as Government Furnished Materials to support FAT and Production? If so, will there be sufficient quantities to support production over the duration of the five-year IDIQ contract period of performance? If the USG does not plan to provide these parts as GFM, does the Government have approved alternative parts?

An updated drawing has been sent to the contractors who have submitted requests for TDPs with NDAs that includes an approved alternate part.
