The Contractor shall provide personnel and facilities to support the above audits.
C.3.3.8.3 The Contractor shall be available to support an annual Government Critical Characteristic and Quality Management System___________
Audit.
C.3.3.9 Control of Critical Characteristics:_____________________________________________
C.3.3.9.1 The Technical Data Packages (TDPs) contained within this solicitation contain references to defects that may occur in the___________ manufacturing process. There may be varying degrees of defects within the manufacturing process as delineated in the TDP. Some of these defects are classified as "critical." Defects classified as critical have been determined to have the potential to cause either death or serious injury to users or friendly forces, to cause serious environmental damage, to cause serious financial loss, or to cause a potential for mission failure. As a result, special quality assurance provisions apply. If the TDP for an item contains references to critical defects, then the requirements contained in Solicitation W15QKN-19-R-0003, Section J Attachment "Contract Quality
Requirements" and DD Form 1423 (A012) apply. The requirements for the Control of Critical Characteristics shall apply to the Contractor and extend to all suppliers having processes that may contain Critical Characteristics or any materials/processes affecting Critical
Characteristics. When a critical defect is found, a Critical Safety Item, Characteristic and Critical Defect Report (A013) identifying components, assemblies and processes with one or more critical characteristics, that if not conforming to the design data or quality requirements would result in an unsafe condition, is required.
C.3.3.10 Process Capability, Control & Improvement (PCCI):___________________________________________________________
C.3.3.10.1 After contract award, the Contractor shall implement a Process Control System in accordance with a Government approved____________
Process Control Plan (PCP). The PCP shall be submitted to the Government for review per DD Form 1423 (A014) requirements.
Characteristics listed in paragraph (g) of the PCCI requirements have been selected by the Government as characteristics for process control (CFPC). All PCCI requirements found in Section J Attachment "Contract Quality Requirements" of this solicitation/contract shall apply to these characteristics including, but not limited to: a process flow chart, Process Failure Modes and Effects Analysis (PFMEA), process capability studies, and Measurement System Analysis (MSA), all of which are to be documented in the PCP. The Contractor shall review only those processes and operations that affect the characteristics identified by the Government as CFPCs. PCCI requirements apply whether the product is produced at the prime Contractor facility or subcontractor/vendor facility and shall flow down as far as necessary. For all Government selected CFPCs, the Contractor shall review processes and operations under the control of the prime
Contractor and those under the control of subcontractor or vendor facilities.
C.3.3.10.2 Guidance for developing the required PCP can be found at____________ http://www.ardec.army.mil/organizations/QESA/_files/PCCI_Review_Guide_Rev-1.pdf
C.3.3.11 Inspection Systems: The Contractor shall utilize state-of-the-art inspection systems (i.e., Digital Radiography, Ultrasonic,_______________________________
AAIE, etc.) for the high explosive fill, obturator assembly, and other processes where necessary.
