Q12: According the RFP, the quantity ranges go up to a maximum of 230 000 for FRPC and 50 000 for HE.

Estimated quantities as per RFP are 963 728 for FRPC (43k base + 230k x 4 options) and 237 800 for HE (38k base + 50k x 4 options). Meaning that the estimated quantities are equivalent to maximum quantity. The maximum contract value being $205M, might it be possible that the Government would be ordering quantities in higher ranges?

A12: While each Option includes the quantity ranges indicated in Section B, there is no maximum contract quantity. Options will be exercised in accordance with Section I, 52.217‐7.

Q13: Should we assume that the yearly prices that will be offered must be valid for the following periods:

Base year: 12 months from the date of contract award; and OP1: 12 months from the end of Base year; and OP2 : 12 months from the end of OP1; and OP3 : 12 months from the end of OP2; and OP4 : 12 months from the end of OP3.

A13: OP (Ordering Periods) are not applicable to this Base with Option contract. Prices should be provided in accordance with the solicitation requirements, terms, and conditions. Option periods are defined at Section I, 52.217‐7.

Q14: Reference Solicitation Amendment 0002, Section H (f), refers to “within 30 days after receipt of the sample units by the government.”

Question: Does “receipt” refer to notification to the USG that the samples are available for shipment, receipt by the testing facility or some other event? There is typically about 15 days between the samples being ready and receipt at the testing facility.

A14: “Receipt of the sample units by the government” is when the government receives the sample units at the testing facility.

Q15: Reference TDPL 1347988 and Amendment 0002 with ECP R18J2027, the ECP is written against Rev F of 12983039, but the TDPL and the TDP provided show Rev E of that drawing. Based on the ECP “From condition”, Rev F apparently changed the Note 2 material callout and added the acronym “BGN”.

Question: Can the USG clarify the meaning of “BGN”? Can Rev F be provided so that we can evaluate whether any other changes were made in that revision?

A15: In accordance with ECP R18J2027, provided in Amendment 0001, Rev F applies. There was a typo on the NOR when approved, however the drawing has the correct nomenclature of “BHN.”

Q16: Reference drawings 12957029 Rev J, 12577511Rev N, 12983040 Rev M, 13013454 Rev G, 12977141 Rev P, DTL 12983040 w/Amd 2, DTL 13013454A w/Amd 2, DTL 12977141A w/Amd 4, which show the Obturating Ring installed and tested at the cartridge level.

Question: Would it be acceptable to install and test the Obturating Ring prior to explosive fill if the fill process provides adequate controls to ensure that explosive residue is not present in the Obturating Ring groove or on the Obturating Ring?

A16: No deviation is authorized and all solicitation requirements, terms, and conditions remain unchanged.
