Q17: Answer 14 indicated that the 30 days for providing LAT results would start upon receipt of the test samples at the testing facility. To prepare our IMS and evaluate the time available for production, how much time will be required from the time the samples are made available to DCMA until they arrive at the testing facility.

A17: “Receipt of the sample units by the government” is when the government receives the sample units at the testing facility. The length of time from the availability of sample units (from the contractor) to the receipt of sample units by the government may vary dependent upon the DCMA office and individuals assigned. This variation is based on Amendment 0002 Section H; Submission of Production LOT Samples (Government Testing) (b) The sample units shall be randomly selected from the entire lot by or in the presence of the Government Quality Assurance Representative.

Please note: Historically a 15 day span to allow for the time between the samples being ready and receipt at the testing facility is sufficient for IMS planning.

Q18: I‐120(a) says "the Contractor shall deliver 120mm [cartridges] ...by the date the applicable FAT is due in Section B to the Government at: Government Proving Ground... Please verify that unlike production where delivery is based upon Government acceptance after testing, the FAT delivery date is based upon receipt of the test items at Yuma.

A18: IAW the solicitation, FAT delivery is the date by which formal acceptance by the USG is required.

Reference E‐1, 52.246‐2, Inspection of Supplies – Fixed Price, for conduct of inspection and testing prior to acceptance.

Q19: Please clarify Answer 9. It specifically addressed graphics in written proposals, but we'd like to verify that it was also addressing graphics on slides. If slide graphics are limited to an 18 point font size it may be impractical to show images of things like ISO 9001 certifications over which we have no font size control, larger illustrations reduced to fit on a slide, etc.

A19: IAW L.3.2.3.3., for overhead images (slides), any font shall be a minimum size of 18. Graphics on slides are permitted and will not be considered font, however they must be legible.

Q20: Section L.4, Specific Proposal Instructions of the Solicitation states “The Technical oral presentation slides shall have a separate index, which contains narrative titles, which are cross‐referenced to the applicable solicitation requirement. This index shall not count against the page limitation for the oral presentation.” However, there is no mention of the Title Pages.

Question: Are the Title Pages for each of the Sub‐Factors of the Oral Presentation counted against the page limitation?

A20: IAW the solicitation (L.3.3.1.1.), the following will not count against page limitations: volume title pages, table of contents pages, cross‐referencing pages, indices, acronym lists and page dividers. The title page for each Technical Subfactor for the Oral Presentation will not count against page limitations.
