Q1: According to RFP, there is only 1 CLIN for FAT of each FRPC and HE. Should we understand that this line item is to cost only for FAT of Base Year? Do you require that we also cost FAT for each option year?

A1: That is correct – CLINs 0001AA and 0003AA are only for their respective M931 and M933A1 initial FAT in accordance with 52.209‐4. Pricing for FAT for options is not required.

Q2: Could you please confirm that RFP requirements for the options are met with a production capacity of 15,000 units per month?

A2: As stated in Section F, FAR 52.211‐8, Production is anticipated to be required at a rate of 15,000 units per month. It is possible for the Government to increase the rate of delivery with Contractor acceptance through a bilateral modification to the contract after award. The Government does not plan to reduce the delivery rate below 15,000 per month, with exception of the last monthly delivery outlined in the delivery schedule.

Q3: If we understand correctly, GFM for this contract will be delivered at a minimum of 60 [days] prior to delivery. Delivery occurs after approval of all tests, including ballistic, by the USG. In the RFP, the time the USG has to provide said approval is 60 days, thus leaving no time in the schedule for any fabrication.

We suggest changing the GFM delivery to 90 days minimum prior to delivery. Would the same approval time apply for LAT’s, we can’t seem to find this approval time in the RFP?

A3: Per Section H, it is correct that GFM will be provided at a minimum of 60 days prior to delivery. This remains unchanged. In order to allow sufficient time for fabrication/production and Lot Acceptance Testing, the FAT delivery dates have been changed in Amendment 0002 in order to provide a window of at least 60 days after the receipt of GFM and FAT approval/disapproval.

Section H has also been updated in Amendment 0002 to include additional LAT information.

Approval/disapproval for LAT is 30 days after receipt of the test sample by the Government.

Q4: Can we consider that 52.232‐16 Progress payments clause apply to this requirement?

A4: Any contract financing, if applicable, is subject to approval by the PCO and would be incorporated on contract at post award. In accordance with FAR 32.502‐1, the PCO must reject those offers that are conditioned on progress payments.
