PERFORMANCE WORK STATEMENT

1. GENERAL: This is a non-personnel services contract to provide United States Army Petroleum Training Center (USAPTC), Inland Petroleum Distribution System (IPDS) and Petroleum Operational Training. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform United States Army Petroleum Training Center (USAPTC), Inland Petroleum Distribution System (IPDS) and Petroleum Operational Training as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. The contractor shall provide staff personnel on site as specified in their proposals at the training facilities five days a week 7:30 a.m. to 4:30 p.m., Monday thru Friday. The following exceptions apply, Federal holidays, when the government facility is closed for administrative reasons, or per approved training schedule requirements (requires schedule change proposal to be sent to Contracting Officer Representative (COR) for approval). Requests for schedule change to meet training schedule requirements at a minimum must provide list of employee’s whose schedule will change, proposed date/hours/location of duty, and written description of duties to be performed along with justification why the work cannot be performed during normal duty days/hours.

Submit at least 3 days prior to COR who will provide written response approving or denying the request.

1.2 Background: The IPDS equipment located at FT Pickett, Virginia consist of two training modules, FORSCOM Petroleum Training Module (FPTM) and the Joint Training Exercise Module (JTX). These modules were established to provide petroleum and engineer units with realistic, hands-on training for the installation, operation, maintenance, disassembly, cleaning and storing of the major components of the IPDS. Primarily, the IPDS is used to connect with the US Navy Offshore Petroleum Discharge System (OPDS). The FORSCOM DCS G4 has overall management responsibility for the JTX and FPTM modules, maintenance management and storage. Additionally, 92L, (Petroleum Laboratory Specialist) Laboratory training/mobile training and Fuel Supply System Point (FSSP) to sustain pipeline terminal, ground or aviation (hot refueling operations) units requiring training at the USAPTC or unit designated home stations. MTT/training should also focus on fuel accountability and PMCS/pre-operational checks.

The 80TH TNG CMD is the FORSCOM Executing Agent. FORSCOM provides caretaker funds for contractor support and maintenance of this equipment.

The FPTM was established to provide a readily available training package of IPDS pipeline and associated equipment to conduct annual training of both active duty and reserve units at Fort Pickett, VA.

Primarily, the FPTM operation cycle begins in November with the Pre-Camp Conference and ends with the contractor’s Final Training Report submitted at the end of December in the following year. Typically, there are approximately 27 Reserve and Active Duty pipeline and terminal operating companies or battalions, and two engineer companies involved in the training cycles. National Guard units (Engineer and Quartermaster) may train on the FPTM as directed by FORSCOM or the 80TH TNG CMD. The annual training cycle for the FPTM consists of the first units installing the pipeline and the final units doing the disassembly. The Pipeline and Terminal Operating Companies accomplish training on the operational and tested FPTM pipeline. Fabric tanks and other equipment are both installed and disassembled by each QM unit. Additional training may focus on FSSP training.

The IPDS JTX Module was established to provide a readily available package of IPDS pipeline and associated equipment that could be pulled for worldwide training and contingency deployments without incurring the high cost of pulling a similar package of pipeline equipment from depot storage. It also provides petroleum and engineer units with realistic, hands-on training for the installation, operation, maintenance, disassembly, cleaning, and storing of the major components of the IPDS. The primary purpose of the JTX IPDS is used to connect with the US Navy Offshore Petroleum Discharge System (OPDS). The JTX Module can be employed in sub-set configurations suitable for varying training goals and exercise scenarios such as the Quartermaster Liquid Logistics Exercise (QLLEX), or other approved training exercises. Exercise funds will be used to deploy the JTX Module in support of Army/Joint exercises or for contingency operations. FORSCOM G4 will approve the deployment and support requirements of the JTX Module.

The FPTM consists of 24 miles of pipeline, four Pump Stations (eight 800 GPM pumps), two Fuel Units (2.5 million gallons of storage), one Pipeline Connection Assembly (PLCA) used to connect the pipeline to storage terminals, one Pipeline Support Equipment (PSE) consisting of various pipeline support items such as valves, gap crossings and two Suspension Bridges (200 foot gaps). There are 137 20-foot ISO containers of FPTM equipment. The JTX is a slice of the Operational Project Stocks and serves as an immediately deployable set of IPDS for use on worldwide Joint Training Exercises or contingency operations as required. It consists of four 5-mile pipeline sets, two pump stations, one PLCA, one PSE, and two Fuel Units. There are 122 20-foot ISO containers of JTX equipment.
