Q10. Reference PWS paragraph 1.1 and 5.3.36. The 10 hours a day for the 11-day unit training cycle appears to exceed the five day a week schedule outlined in paragraph 1.1. Are offerors required to provide the staffing to support the 10-hour days, as outlined at paragraph 5.3.36? If so, does the 11-day unit training cycle include continuous support throughout the week and weekends of the 11-day unit training cycle? If not, what days of the 11-day unit training cycle require 10-hours of support?
ANSWER: This staffing applies to the Construction phase and some training cycles during the course of a training year. The Offerors Management plan should address a staff plan that staggers personnel support over a 10 hour period and could include weekends. An employee would not be expected to work more than 40 hours during a work week. The may be asked to work weekends and up to 10 hours per day, again NTE 40 hours in a work week. The management plan would provide oversight to ensure adequate coverage is assigned and to ensure employees do not exceed daily and/or weekly hour limits.

Model, and it appears there are currently hourly employees on this contract. What is the applicable even or odd SCA Wage Determination (WD) Schedule that applies to this contract today?
ANSWER: Offeror should refer to the Department of Labor Wage Determination (WD)
Schedule that applies to the Labor categories listed by the Government. Updated Wage
Determination has been incorporated in Amendment. Reference Revision 20 und Wage
Determination # 2005-2545.
Q15. Reference page 80 of 88 of the RFP on Statement of Equivalent Rates for Federal Hires.
The equivalent rate information identifies five labor categories but has no other information such as equivalent Job Series/Title/MOS information or equivalent GS Equivalent information. Will the Government please complete this clause?
ANSWER: Offeror should refer to the minimum education requirements and relevant years of experience along using these equivalent Job Series/Title/MOS information.
Program Manager would be equivalent to OPM GS-0301
Senior Training Specialists would be equivalent to MOS 92F or 92L they would also have the equivalent to the US Army Instructor Additional Skill Identifier (ASI) code 8
92F Instructor/Training Specialist would be equivalent to MOS 92L and have equivalent to
US Army ASI code 8

Q16. Reference PWS paragraph 1.6.7 and the Contract Pricing Model. Paragraph 1.6.7 states there is a requirement for two (2) each Logistics Analyst I personnel, yet the Contract Pricing
Model only reflects one (1). Will the Government clarify which is correct? If the Contract
Pricing Model is incorrect will the Government provide a revised pricing model?
ANSWER: PWS 1.6.7 is incorrect. The requirement is for 1 Logistics Analyst I. Duty location would be FORSCOM HQ G-4 @ FT Bragg, NC. For pricing model refer to
Department of Labor Wage Determination (WD) Schedule that applies Logistics Analyst I or equivalent OPM series GS-0346.
Q17. Reference PWS paragraph 5.3.36 and the Contract Pricing Model. The 1940 hours in the
Contract Pricing Model appear to be inadequate to provide personnel throughout the year and also to support 10 hours a day for the 11-day unit training cycles for each FPTM rotation at Fort
Pickett. Are the 1940 hours specified for the Training Specialist considered adequate to meet the
PWS requirements?
ANSWER: See response for Question # 10. The construction phase is a two week period of time. The offerors role during that time would be of manager and subject matter expert.
The offeror would need to stage all needed equipment so that it is readily available to the units. The offeror would provide technical advice and provide advice during planning. The
Government would provide units to construct the IPDS. Engineer assets would be provided by the Government as well. 1940 hours would be adequate to oversee the project for an entire Fiscal year.
Q18. Reference the Contract Pricing Model. When the Government states that “…no changes to the labor category mix …” is to be done, is the Government saying the CME column values are not to be changed?
ANSWER: Yes, the CME values must remain as stated. No changes to the labor categories or numbers will be considered
Q19. Reference PWS paragraph 1.6.7 on security requirements. This paragraph specifies the two
Logistics Analysts must have a Secret clearance but does not specify which positions or labor categories make up the other two required Secret clearances. What other positions on the staffing require Secret clearances?
ANSWER: PWS 1.6.7 is incorrect. One Logistics Analyst would require security clearance along with the Training Specialist that is assigned to the JTX module. Only those two personnel are required to obtain a secret clearance. Currently, the site does have both positions filled with personnel who have the clearance required.
Q20. Reference PWS paragraph 1.6.11.1. Does a Fuel Handler/Hazardous Cargo Course already exist? If not, this would require course development hours, but at present there are no hours allocated for course development. The application of the Service Contract Labor Standards
(SCLS) prohibits contractors from assigning work to one labor category that is defined in another. For example, assigning Training Specialists to develop training when a Training
Development labor category exists. Contractors may be fined by DoL for violations of this provision. Which labor category under the Contract Pricing Model does the Government envision developing this course? Will the Government add a Training Developer to the PWS?
ANSWER: No, the Government will not add a Training Developer to the PWS. The requirements that are needed to provide the fuel handler course fall within the knowledge base of a trained MOS 92F. If the offeror provides the required personnel that meet the minimum education and experience levels they would have someone who can instruct the course. The Government would provide the Program of Instruction (POI) that is to be followed to the offeror.
Q21. Reference PWS paragraph 5.3.29. Does the Certification Program for IPDS Training already exist? If not, this would require developmental hours as this task is to develop the program but at present there appear to be no hours allocated for the development of this program.
The application of the Service Contract Labor Standards (SCLS) prohibits contractors from assigning work to one labor category that is defined in another. For example, assigning Training
Specialists to develop training when a Training Development labor category exists. Contractors may be fined by DoL for violations of this provision. Which labor category under the Contract
Pricing Model does the Government envision developing this certification program?
ANSWER: The certification requirements that are needed for IPDS Training fall within the knowledge base of a trained MOS 92F. The Program of Instruction (POI) would be provided to the offeror. The Government will not add a labor category to the Contract
Pricing Model for this requirement.
Q22. Reference pg 73 of the Solicitation: The Solicitation indicates that FAR 52.222-41 (Service
Contract Labor Standards) applies, but the Government did not assign a DoL Wage

Labor Standard, as this effort is, must incorporate Paid Sick Leave. Please clarify whether Paid
Sick Leave (FAR 52.222-46) applies in this Solicitation.
ANSWER: Yes, the Government will adhere to the DoL standards with respect to Service
Contracts and Paid Sick Leave but the contractor is responsible for using their sick leave.
Q26. Pages 41-46 of the Solicitation use Not to Exceed (NTE) amounts for Travel and ODCs.
The pricing template provided by the Government for this RFP uses the NTE in cell column D and an additive Contractor Overhead rate in column G. Whatever rate we input in Column G increases the total cost for travel and ODC in excess of the NTE value. Which value does the
Government want us to input into the blocks on pages 41-46, the calculated value in excess of the NTE amount or the NTE value written on pages 41-46?
ANSWER: 26. Government will set the NTE amounts and monitor their execution for
Travel and ODC. Travel and ODC requests will be submitted through the COR for approval. The Offeror will receive Government approval prior to travel. The Offeror will receive Government approval prior to using ODC funding.
Q27. Reference PWS paragraph 1.6.7. The last sentence of this paragraph states there is an attached DD254. We did not see an attached DD254. Will the Government provide the DD254 or at least a draft DD254 as part of this solicitation?

Q28. Reference: Para 1.1 states 0730-1630, 8 hours per day, Mon-Fri while the Contract Pricing
Model, indicated 1940 hours per year and Para 5.3.36 states that 10 hour per day for an 11 day unit training cycle. Are the hours for Para 5.3.36 not included, is there overtime hours allotted for this?
ANSWER: The Hours listed in PWS 5.3.36 are for the 2 week Construction phase and could apply to a few other peak training periods. Whenever increased hours are needed the
Offeror would be notified in advance. The Government is not authorized to pay overtime for these periods. The Offerors Management plan should address a staff plan that staggers personnel support over a 10 hour period and could include weekends. An employee would not be expected to work more than 40 hours during a work week and program managers should staff their personnel to meet any peak training requirements ie: construction phase of IPDS. The employee may be asked to work weekends and up to 10 hours per day, again
NTE 40 hours in a work week. The management plan would provide written plan to ensure adequate coverage is assigned and to ensure employees do not exceed daily and/or weekly hour limits. The Government would provide the training times, locations, and number of students needed to prepare a staffing plan.
Q29. Reference: Para 1.6.7 Indicates 4 Logistics Analyst I. On the Pricing Model it only indicates 1 Logistics Analyst. Can you please clarify the number of LA I required?
ANSWER: The PWS is incorrect. There is one requirement for a Logistics Analyst. Duty location would be FORSCOM G-4 HQ @ FT Bragg, NC.
Q30. Reference: Para 5.3.18 indicates a FORSCOM COR. Is there going to be a COR at
FORSCOM?
ANSWER: The Government will work in conjunction with the Contracting Officer to assign CORs as needed.
Q31. Reference: Para 5.4.1 state that the contractor shall provide engineering and technical services to review/monitor proposed IPDS designs or modifications. What type of engineering services are required to fulfill this requirement?
ANSWER: Technical experience to read plans and advised on work that should be done to correct deficiencies or resolve issues with the piece of equipment. The Offeror is not expected to complete the engineering work. The Government will coordinate for upgrades and/or modifications to equipment. If offeror provides personnel that meet minimum education and experience levels by labor category this will fulfill the requirement.
