Questions and Answers received in regards to Solicitation W15QKN-17-R-1057 for
Petroleum Training Requirement
Q1. Amendment 0002. This amendment provided a DD254 which is blank providing proposers no information of contract security requirements associated with the provisions of a DD254.
Does the Government intend to provide a completed DD254?
ANSWER: A completed DD254 will be provided at time of award.
Q2. 1.6.11 Key Personnel: The follow personnel are considered key personnel by the government: Program Manager and Senior Training Specialist and have a minimum of 20 and 15 years respectively of related experience in IPDS/Fuel Operations. The program manager or alternate shall be available between 7:30 a.m. to 4:30 p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. All personnel assigned to this contract place of performance shall be at the government provided facilities and any replacements shall be approved by the government. Because the PM is Part Time (810 hours), will the Government please clarify the requirement for the PM to be located at
Government site between the hours of 0730 to 1630?
ANSWER: The Program Manager (PM) hours will be 810 hours. PWS 1.6.11 states that an alternate for the Program Manager shall be named. The alternate shall be able to fulfill the PM’s duties when the PM is not available. It also states that the PM shall be available between 7:30 a.m. and 4:30 p.m. The Offerors Management plan shall provide a schedule that will outline the
PM’s availability. When the PM is not available the alternate shall fulfill the duties of the PM.
Q3. Labor Category Matrix, Labor Categories tab. Within the description for the Program
Manager, the fifth sentence states “Program Manager shall be available to travel up to 30% of the time.” The PM position is allocated 810 hours annually to accomplish the PM requirements.
The average “man-year” established within the Labor Category Matrix is 1,940 hours. Is the PM required to be available to travel for 30% of 1,940 hours or for 30% of 810 hours annually?
ANSWER: The PM should be available for travel 30% of the 810 hours.
Q4. 1.6.11.3 Maintenance Management: Contractor shall repair, overhaul, and rebuild non-
ECS provided commercial and military equipment at the Direct Support or General Support level, and IAW 7th SUS BDE directives (as coordinated), to ensure equipment operability and readiness to support training. Will the Government please provide a listing of the non-ECS military and commercial equipment as the requirement is for the contractor to repair, overhaul and rebuild?
ANSWER: All Non ECS equipment listed on the Property book shall be monitored by the
Offeror. The Offeror shall notify the Government when a piece of equipment is need of service or repair. When equipment cannot be serviced by the ECS the Government will coordinate with the Offeror to have that item repaired. In some cases the Other Direct Cost (ODC) funding will allow for a commercial vendor to repair the equipment. The Offeror is responsible for requesting the repair, tracking ODC dollar amounts, and recording the maintenance performed.
Q5. 1.6.1 Quality Control: The contractor shall deliver four copies of the QCP to the KO, and the COR/ACOR by mail within 30 days after contract award. Four copies of the QCP shall be submitted to KO, COR/ACOR within 5 working days when changes are made thereafter. Will the Government please clarify if this is a deliverable that should be included in the “Technical
Exhibit 2 – Deliverables Schedule”?
ANSWER: Yes, the Quality Control Plan (QCP) should be included in the Technical Exhibit 2
Deliverables Schedule
Q6. 7.2 Attachment 2/Technical Exhibit 2 – Deliverables Schedule. The “# of Copies” column states “3 copies; 1 copy to the Contracting Officer and 2copies to the Program Manager and COR. The “Submit To” column 80TH TRNG CMD,6700 Strathmore Road, N. Chesterfield, VA213237 ATTN: Liquid Logistics COR And US Army Forces Command G-4 ATTN: AFLG-
SMC (Liquid Logistics) US Army Forces Command G-4 ATTN: AFLG-SMC (Liquid Logistics)
4700 Knox Street, Fort Bragg, NC 28310-5000. Will the Government please clarify where the reports are to be provided?
ANSWER: 3 copies shall be provided. 1 copy to the Offerors PM. 1 copy to the COR assigned to the contract. Currently, the COR is with the 80TH TRNG CMD, ATTN: Liquid Logistics, 6700
Strathmore Rd., Richmond, VA 23237. 1 copy to FORSCOM G4.
Q7. 7.2 Attachment 2/Technical Exhibit 2 – Deliverables Schedule. The “Medium/Format” column states “Hard copy paper and Electronic Copy by Email to assigned COR”. Will the
Government please clarify whether reports are to be provided in electronic media through email or both hard copy and electronic media?
ANSWER: The Offeror shall provide a hardcopy and email copy of the reports.
Q8. Issue: Formula error/inconsistency in Option Period 2 and 6-month Option: In Option Period
2 and the 6-Month Option, the calculation in cells H43 and H44, and H60 and H61 do not include the CME value (column E43, E44, E 60, and E61). As a result, the calculated price is incorrect. Request the Government update and reissue the Contract Pricing Model.
ANSWER: The formula has been corrected on the matrix spreadsheet.
Q9. Issue: The Price in the 6-month Option is a full-year value when the FAR states it should be one-half of a full-year value. The total amount in cell H67 represents a full-year. Per FAR
52.217-8, the potential award value is one-half a full-year value. Request the Government modify the formula to divide the sum by 2, thereby arriving at an amount consistent with the
FAR.
ANSWER: This formula has been corrected on the matrix spreadsheet.
Q11. Issue: Spreadsheet incorporates an annual inflation increase on SCA employees. The
Contract Price Model provides a flat 3.5% increase from Base Year to Option 1 and Option 1 to
Option 2 on all labor categories. The DOL adjusts the Wage Area Determinations for inflation and any changes are only applicable if the new WD is incorporated into the contract. Will the
Government remove the 3.5% inflation from each option year and permit Offerors to request price increases for those labor categories where they desire to apply an inflation rate?
ANSWER: Yes, the Government will remove the 3.5% Wage Determination. The Government request that the Offeror use the current DOL WD and clearly state that in their proposal.
Q12. Issue: Government-provided formula in 6-month Option is not based on Option Period 2 rates. According to FAR 52.217-8, the pricing for the 6-month Option is equal to one-half of the last Option Period. The Contract Pricing Model is building these rates using full-year values with the intent, we assume, of dividing the total in half; however, the Price values in cells H58 through H63 are less than the same amounts in Option Period 2. This is because the 3.5% is added in calculating the rate for Option 2 but not included in calculating the same rates for the 6-month Option. We recommend the Government program the values in cells H58-H63 to be equal to the values in H41-H46. This would ensure an accurate amount when later dividing the full-year costs by two.
ANSWER: The formulas for the 6 month option period have all been corrected on the matrix spreadsheet.
Q13. Issue: Entering an overhead percentage in Column G forces the resulting computation to exceed the NTE number. In the Pricing Model as provided by the Government, cell G49 provides for a 3% OVHD on top of a base cost of $32,136.75 (cell D49). The total when multiplied is $33,100.85 (cell H49), which exceeds the NTE amount called out on page 46, item
# 2003 of the Solicitation. Is it the Government’s intent that for pricing purposes the total values in the travel and ODC cells in the Contract Pricing Model exceed the prescribed NTE amounts?
ANSWER:
Q14. Issue: Formula for Cell H 64 is blank. Cell H64 does not include a subtotal of labor costs.
Request the Government provide this formula.
ANSWER: The formula has been entered in Cell H 64.
Q15. Issue Cell H69 is blank. Cell H69 does not include a formula to calculate total cost.
Request the Government add this formula.
ANSWER:
Q16. Issue: Labor hours for positions exceed full-time annual hours. Labor hours for several
FTE exceed a full-time employee’s annual hours yet the guidance received in the Q&As says
Offerors may not change the CME value, the Labor Categories, or the qualifications; this appears to leave open the option to change the hours in Column F. Are Offerors permitted to change the number of hours in Column F to stay within the 40-hour work week?
ANSWER: The Offeror is not authorized to exceed stated Labor Hours for any of the Labor
Categories. The Government is not authorized to offer overtime. The following Labor Categories and Labor Hours shall be used on the spreadsheet.
Labor Categories/Projected Hours - This should match the Labor Category Matrix spreadsheet
(1 EA) Program Manager/810 hours
(1 EA)Site Manager/SR Training Specialist/1980 hours
(8 EA) Training Specialists/1940 hours authorized for each
(2 EA) Supply Management Specialists/1940 hours authorized for each
(1 EA) Maintenance Management/1940 hours
(1 EA) Logistics Analyst I/1940 hours
The highest projected labor hour is 1980. The Site Mngr/SR Trng. Spec. has this projected total.
Over a 52 week period this averages out to be a 38.07 hour work week. The Government will provide a master schedule that the Offeror will use to formulate their management staffing plan.
During the 2-week construction phase 10 hours days, staggering of personnel reporting times, and, weekend duty may be required. The Government will validate the management plan to confirm that it meets adequate staffing levels for the training requirements.
During the Winter months November - January the student loads are reduced. This timeframe is historically used to prepare equipment for the next training season. This timeframe allows the
Offeror to utilize minimum staffing levels. When the master schedule is provided to the Offeror there will be periods of time when the Offeror can utilize minimum staffing levels. The above labor hours are adequate to meet the workload demands.
The Labor categories listed and their projected labor hours are adequate to staff and maintain the site for a training year. The Offeror is responsible for creating a management plan that does not exceed stated labor hours for each labor category. The Offeror will have flexibility to create a plan that allows for time off, holidays, and other absences as long as they can provide minimum staffing levels. The management plan shall be approved by the Government prior to implementation. Changes to the management plan shall be submitted to the Government for approval prior to implementation. The Government retains the right to disapprove a management staffing plan that does not meet minimum staffing levels.
Labor Categories/Projected Hours - This should match the Labor Category Matrix spreadsheet.
Q17. Issue: Pricing narrative. The Solicitation states that Offerors are to detail any inconsistencies. Would the Government prefer those inconsistencies be presented in an accompanying narrative or should they be detailed within the excel file containing the Contract
Pricing Model?
ANSWER: Provide the inconsistencies in an accompanying narrative.
File details come from the government source that posted it. Updated .
