Questions and Answers in Regards to Solicitation W15QKN-17-R-1057 for FORSCOM Petroleum

Training Module

Q1. Issue: The answer to Q&A #11 states “Yes, the Government will remove the 3.5% Wage

Determination. The Government request that the Offeror use the current DOL WD and clearly state that in their proposal,” yet all rows in the OYs and 6-month extension (Column H) are still inflated by 3.5%.

Will the Government revise the spreadsheet and remove the 3.5% Wage Determination?

ANSWER: Please use the 3.5% escalation rate in your calculations for the OPYs and the 6 month extension.

Q2. Issue: No answer provided on Q&A #13 regarding the overhead percentage exceeding the NTE number. Please provide answer.

ANSWER: It is the intent of the Government to keep these pricing totals fixed. The travel and ODC cells will be set by the Government. The Offeror has to request use of ODC and travel funding. The

Government will prioritize travel and ODC requests so that those amounts will not be exceeded.

Q3. Issue: No answer provided on Q&A #15. The formula was not included in H69. Please update sheet accordingly.

ANSWER: Please use the following formula for Line H69 =SUM(H23+H37+H51+H67)

Q4. Issue: Solicitation paragraph D.2.i states resumes do not count against the Technical Volume 25 page limit, but there is no mention of a resume requirement in the solicitation. Please confirm no resumes are required.

ANSWER: Resumes are required to validate education and/or relevant years of experience.

Q5. Reference paragraph 1.6.7, Security Requirements, of Amendment 0002 to the solicitation. This paragraph stipulates the contractor shall have at least four personnel with interim secret level security clearance. Following this statement, the paragraph states “At least two personnel shall maintain a Secret level security clearance afterward.” Is the Secret Level security clearance for a minimum of two or four personnel? If four, what are the other two positions in addition to the FORSCOM G4 Log Analyst and

Training Specialist assigned to the JTX Module specified at paragraph 1.6.7?

ANSWER: Two personnel are required to obtain Secret clearances. They are Logistics Analyst I position that will sit at FORSCOM G4 and the Training Specialist assigned to the JTX Module. These are the only positions that require Secret Clearance. THE PWS was corrected at the time Amendment

0002 was issued. Please reference Section 1.6.7 of PWS on Amendment 0002.
