About this file

This is a Vendor Affidavit regarding compliance with Florida Statutes Section 787.06(13) concerning human trafficking and labor coercion, required by Hillsborough County Public Schools (HCPS) for the Tree Trimming and Removal Services contract (RFP 26040-RFP-MST). The affidavit must be executed by an authorized officer or representative of any nongovernmental contractor entering into, renewing, or extending a contract with HCPS. The contractor certifies under penalty of perjury that the company does not engage in coercive labor practices, including the use or threat of physical force, unlawful restraint or confinement, debt bondage linked to labor, confiscation of identification documents, threats of financial harm, fraud or deception to exploit persons, or provision of controlled substances for exploitation. Electronic proposal submissions were required by March 2, 2026, at 5:00 PM Eastern Time, with a Phase 1 bidders' meeting scheduled for March 25, 2026, at 10:00 AM via Microsoft Teams.

All contractors must submit the completed affidavit with their bid proposal to demonstrate compliance with Florida human trafficking laws. The document serves as a mandatory compliance requirement alongside other certifications, including the Florida Statute 287.138 affidavit regarding prohibited foreign country associations and the Small Business Encouragement Program (SBEP) registration documentation. No pricing, budget allocation, or financial terms are addressed in the affidavit itself, as it functions solely as a certification of compliance with state labor coercion prohibitions. The estimated contract budget does not exceed $1,750,000, with an initial term and automatic renewal for up to four additional one-year periods contingent on appropriation, performance, and mutual agreement.
