About this file
This document presents the Small Business Encouragement Program (SBEP) participation requirements and updated contract language for Hillsborough County Public Schools (HCPS) in Tampa, Florida, applicable to the Tree Trimming and Removal Services solicitation. The SBEP, established under School Board policy 6320.02, is a gender and race-neutral program designed to identify and enable the participation of certified small local businesses in all aspects of HCPS procurement activities. The program applies to any certified small business meeting eligibility requirements established by designated certifying agencies, including the City of Tampa, City of St. Petersburg, Hillsborough County, Pinellas County, the Florida Business Council (FSMSDC), the State of Florida, and the U.S. Small Business Administration (SBA). HCPS has established a minimum reinvestment goal of 20 percent of the district's net eligible expenditures to be spent with identified certified small businesses located in the Tampa Bay area, defined as the Tampa Standard Metropolitan Statistical Area.
Bidders responding to HCPS solicitations must submit a copy of their SBEP registration certificate issued by the Office of Supplier Development with their bid submission and clearly indicate whether and how third-party vendors will be incorporated into the contract. If bidders intend to utilize OSD-registered SBEP trade partners as secondary or tertiary subcontractors, supporting documentation must be provided and becomes part of the executed contract. Prime contractors are solely responsible for all actions taken by their subcontractors and must obtain HCPS pre-approval for each subcontractor. Contractors proposing to use SBEP vendors must complete a Letter of Intent identifying all proposed SBEP subcontractors with contact information and descriptions of goods and services to be provided, along with the percentage or dollar value of the total bid to be compensated to each SBEP subcontractor. The Office of Supplier Development, located at 4901 E. Dr. Martin Luther King, Jr. Boulevard, Tampa, FL 33605, can be contacted at (813) 635-1240 or OSD@hcps.net for additional information, and a searchable directory of registered SBEP vendors is available through the OSD's SBEP Vendor Directory.

Per School Board policy 6320.02 - Supplier Development-Small Business Encouragement Program, 6320.02 - Supplier Development | Hillsborough County Public Schools, The School Board is committed to doing business with contractors, vendors, and other suppliers who reflect the growing range of small businesses in our community. It is the policy of the Board to advocate and encourage small business utilization through the Office of Supplier Development’s Small Business Encouragement Program (SBEP).
