Asbestos Survey Report - Waxahachie City Hall
This is an asbestos survey report prepared by Vantage Environmental Services, LP for the City of Waxahachie, Texas, dated July 17, 2024. The survey was conducted at Waxahachie City Hall located at 401 S. Rogers Street to identify asbestos-containing materials (ACM) that would be impacted during planned renovation and demolition activities. The inspection was performed from July 5-10, 2024 by Francois Mahop, a Texas Department of State Health Services licensed asbestos consultant. A total of 117 bulk samples of suspect asbestos-containing materials were collected using a utility knife or coring tool with reduced fiber release protocols. The samples were submitted to Cates Laboratories, Inc., an NVLAP-accredited laboratory, for analysis using Polarized Light Microscopy (PLM) according to EPA methodology.
The survey results identified two samples confirmed to contain regulated amounts of asbestos and four samples identified as containing asbestos. The analytical results, sample location drawings, chain of custody documentation, and consultant licenses are provided in the report appendices. This survey supports the City of Waxahachie's related interior demolition and abatement project solicitation for the three-story commercial building at the same address. The inspection assessed materials with respect to friability, accessibility, condition, damage potential, and relation to ventilation systems to provide comprehensive guidance for the planned renovation and demolition work.

ASBESTOS SURVEY
Waxahachie, Texas
1.0 GENERAL OVERVIEW
Vantage Environmental Services, LP (Vantage) conducted an asbestos survey of Waxahachie City Hall located at 401 S. Rogers Street in Waxahachie, Texas. The purpose of this project was to provide bulk sample collection and analysis of the suspect asbestos-containing materials (ACM) that would be impacted during renovation and/or demolition activities at the above referenced facility. The survey included collection of the minimum number of samples required by the Texas Department of State Health Services for the determination of asbestos content in building materials.
The materials sampled were assessed with respect to friability, accessibility, condition, damage potential and relation to the ventilation system. The inspection was performed at the request of Mr.
Dean Tubbs of Vidaurri Management Group, LLC.
2.0 PROJECT DESCRIPTION
The purpose of this survey was to provide bulk sampling of suspect asbestos containing materials within Waxahachie City Hall located at 401 S. Rogers Street in Waxahachie, Texas. A portion of the building will be renovated, and a portion will be demolished. The survey was conducted to support renovation and demolition plans provided by the Client.
3.0 FIELD INVESTIGATION
The survey was conducted on July 5, 2024 through July 10, 2024 by Francois Mahop, a Texas Department of State Health Services licensed asbestos consultant. The survey included observation of areas that may contain asbestos, and sampling of suspected asbestos-containing materials which would be impacted during renovation and/or demolition activities in the areas identified by the client.
The bulk samples were collected by the inspector using a utility knife or coring tool. Bulk samples were collected in a manner which reduced the potential for fiber release and exposure, using amended water and personal protective equipment where necessary. After recovery, samples were assigned a field number and placed in a sealed container. The samples were submitted to Cates Laboratories, Inc. for analysis. This laboratory is a successful participant in the National Institute of Standards and Technology National Voluntary Laboratory Accreditation Program (NVLAP).
The samples were analyzed for asbestos content using Polarized Light Microscopy (PLM) according to Environmental Protection Agencies (EPA) "Interim Method for the Determination of Asbestos in Bulk Insulation Samples". This technique characterizes the material’s refractive indices, fiber morphology, birefringence, extinction angle, sign of elongation and dispersion staining colors to detect asbestos. The percentage of asbestos was determined by visual estimation.
4.0 RESULTS
One hundred seventeen (117) samples of suspect asbestos containing materials (ACM) were obtained and analyzed for asbestos content. Two (2) of the samples collected were confirmed to contain regulated amounts of asbestos.
Four (4) of the samples collected were identified as containing <1% asbestos using PLM analysis.
As per state regulations, these 4 samples were then analyzed via the Point Count Method and through this method were confimed to contain less than 1% asbestos.
The following table summarizes the materials identified to contain asbestos. The analytical results for the samples analyzed are presented in Appendix A. The specific locations of samples collected are presented on the Sample Location Drawings in Appendix B.

5.0 CONCLUSIONS and RECOMMENDATIONS
In summary, ACM was identified in the flooring materials located throughout the 3rd floor. These materials were in good condition and assessed as non-friable on the day of the inspection. If the facility is to be renovated and the scheduled activity will affect the integrity of the identified ACM, then these materials must be abated.
If renovation or demolition activities affect or disturb other suspect asbestos containing materials not sampled as part of this survey, then these materials must be analyzed for asbestos content or presumed to contain asbestos and abated. The abatement must be performed by a state licensed asbestos abatement contractor.
There are five response actions recognized for the control of an asbestos-related hazard: removal, enclosure, encapsulation, encasement, and operations and maintenance. None of these alternatives offer a universal solution, but all are applicable in certain cases. An integrated approach of immediate action, interim controls, and planned removal is the most cost-effective means of limiting the liability exposure of the Client. This approach also accomplishes the eventual removal of all asbestos-containing materials at the most opportune time from a financial standpoint.
The remainder of our recommendations are discussed below:
• It is recommended that the employees be made aware of the presence of the asbestos containing materials in their work area. The survey report should be adequate documentation for achieving this purpose.
• During renovation of the building, if the discussed asbestos-containing materials are to be disturbed by construction activities, their removal must be undertaken by a licensed asbestos contractor.
• An Operations and Maintenance (O&M) program should be instituted as an interim control measure to maintain the asbestos-containing materials in good condition.
This program should remain in effect until major renovations or demolition require removal, or until the materials change in condition. The program includes a one-time training class for your personnel who work adjacent to asbestos-containing materials.
• OSHA Hazard Communication Standards require notification and training of employees about asbestos, as well as other hazardous materials.
• An annual re-surveillance, which includes periodic air monitoring and a visual re-inspection assessment of the asbestos-containing materials. The purpose of which is to maintain your workplace in an asbestos hazard free manner.
It is important to note that state and federal regulations require notification prior to any demolition or renovation activities that may impact the condition of ACM in a building that affords public access or occupancy. Current regulations require that the abatement of friable and/or potentially friable ACM be performed by a licensed asbestos abatement contractor using proper engineering controls.
These activities must be performed in accordance with the Texas Asbestos Health Protection Rules and the National Emissions Standard for Hazardous Air Pollutants (NESHAP). These regulations are enforced by the Texas Department of State Health Services. Additionally, regulations for worker protection will apply.
This report describes only the conditions present at the time of our survey, in the areas surveyed.
Destructive sampling was not performed for access into wall cavities or other inaccessible areas.
We appreciate the opportunity to provide these services to The City of Waxahachie. Please feel free to contact us at (214) 561-8690 should you have any questions associated with this report.
Sincerely, Kristi Warrington Managing Partner

These samples were analyzed by layers. The overall percent asbestos for the sample is reported when relevant. The EPA considers a material to be asbestos containing only if it contains greater than one percent asbestos by Calibrated Visual Area Estimation (CVAE). EPA regulations also indicate that Regulated Asbestos Containing
Materials (RACM) – materials that are friable or may become friable – be further analyzed by point counting when the results indicate less than ten percent asbestos by CVAE. CatesLab utilizes CVAE on a routine basis and does not include point counting unless specifically requested by the client. The results may not be reproduced
