When using historical or analogous data, the offeror shall describe why the pricing is comparable to the proposed program. The BOEs shall include reasons and justification for any adjustments made to programmatic, technical and actual price data for the historical pricing. The offeror shall document the basis for any adjustments applied to the historical data, such as complexity factors and normalization methods, to reflect the characteristics of the proposed pricing. Any inconsistency, whether real or apparent, between promised performance and the proposed Price shall be explained in the BOE. For example, if the intended use of new and innovative procedures, processes or tools is the basis for an abnormally low Price, the nature of these innovative efforts and their impact on Price shall be explained and fully justified.
