EHRM-0001
VA has a requirement for Project Management, Planning, Strategy, and Pre-IOC Build to Support the Electronic Health Record Modernization. The attached Task Performance Work Statement (PWS) describes this effort. The award of this Request for Task Execution Plan (RTEP) is subject to the receipt of funds.
THIS REQUEST IS NOT AN AUTHORIZATION TO START WORK.
A. Please adhere to the following timelines:
1. Submit a Task Execution Plan (TEP) via email at Michael.Levchenko@va.gov and Matthew.Truex@va.gov by Close of Business on Friday, October 13, 2017.
B. Instructions:
1. TEPS shall be submitted in accordance with the Basic Contract PWS, paragraph 9.3.2.
a. There is no page limitation for the Technical Volume. In the Technical Volume, the Offerors shall propose a detailed technical approach that addresses all of the following:
1) A detailed description of the Offeror’s approach to TO1 PWS task 5.3, Pre-IOC Build Planning and Strategy, to include subtask 5.3.1, Pre-IOC Build Infrastructure Software and Maintenance.
2) A detailed description of the Offeror’s approach to TO1 PWS task 5.4, Enterprise Design and Build.
This is a Firm-Fixed Price type order. Price data shall be provided in accordance with the Basic Contract PWS, paragraph 9.3.2(B)(c).
IMPORTANT NOTE: If you intend to propose vendors’ services in your TEP under Other Direct Costs, please provide a breakout of their costs for labor and material to include labor categories and an estimate of types and quantities of material, as well as, subcontract type (i.e. FFP, T&M or Cost). Vendors or subcontractors shall be identified at all tiers.
b. Price Volume– The Government will evaluate price by adding the total of all line item prices, including all options. The total evaluated price will be that sum.
Offeror is NOT to submit past performance as a part of its TEP.

D. Clauses/Provisions:
FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this Task Order by written notice to the Contractor any time during the base period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 10 days before the Task Order expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended Task Order shall be considered to include this option clause.
(c) The total duration of this Task Order, including the exercise of any options under this clause, shall not exceed 24 months.
