DEPARTMENT OF VETERANS AFFAIRS
DETROIT DOMICILIARY & RECOVERY CENTER
Request for Lease Proposals (RLP) No. VA-101-16-R-0143 RLP Amendment No. 1
1. INITIAL OFFER DUE DATE
The initial offer due date on the cover page of RLP No. VA-101-16-R-0143 is hereby changed to April 15, 2019, at 4:00 p.m. EST.
2. RLP 3.08 TURNKEY PRICING WITH DESIGN INTENT DRAWINGS PRIOR TO AWARD (OCT
2017), SUBPARAGRAPH A
Is deleted in its entirety and replaced with the following:
“A. In order to obtain competitive pricing and to establish a firm price for the construction of TIs for this facility prior to lease award, The Government has structured this procurement to require offerors to include Turnkey Pricing for tenant improvements with Initial Offers. The basis for the Turnkey Pricing will be design that the offeror develops in response to the RLP specifications and attachments together with direct interaction and feedback from the Government through the mechanism of a Design Intent Drawing (DID) Workshop (design charrette). Because it is the intent of the LCO to award on initial offers, the DID Workshops will take place prior to the submission of Initial Offers.
The Government will conduct one DID Workshop with each offeror. It is the objective of the Government that at the conclusion of the DID Workshop, the offeror will have an LCO-approved design from which its DID package and fixed price for TI construction can be finalized for submission with the Initial Offer as a lump sum to be paid at space acceptance.
Offerors should not finalize pricing until DIDs are approved in writing by the LCO. The Government reserves the right to make no-cost tradeoffs in the tenant improvements after award. No costs associated with the Building shell or building-specific security shall be included in the TI pricing.
To maximize the value of the time that the Government team and each offeror have together, the Government team will review each DID package in advance of the workshop to familiarize themselves with the design. Offerors shall submit an initial full set of DIDs (“Initial DIDs”) for that purpose, as defined in subparagraph B, to the Government by February 18, 2019, at 4:00 p.m. EST. The Initial DIDs should demonstrate an offeror’s understanding of the Government’s requirement by incorporating the information provided in this RLP and its Appendixes. Only those offerors who submit a full set of Initial DIDs, as determined by the LCO, by the deadline shall be eligible to participate in a DID Workshop with the Government.
The Government estimates that it will conduct DID Workshops with offerors during the week of February 25, 2019; however, the Government reserves the right to adjust the date of DID Workshops at its sole discretion.”
