About this file
This document is a feasibility study prepared by Reaveley Engineers for GSBS Architects, focusing on seismic upgrades for Building 525 at the University of Utah. The study evaluates three retrofit options for the West and East Ancillary Buildings, MRI Addition, and Radiology Addition, which were constructed between 1979 and 1992. The primary goal is to improve the buildings' seismic performance to meet Risk Category IV standards for Immediate Occupancy (BSE-1E) and Life Safety (BSE-2E) performance levels. The proposed retrofit strategies include concrete jacketing, carbon fiber reinforcement, interconnecting buildings, widening drift joints, and adding shear walls and buckling restrained braced frames.
The cost estimates for each option were prepared by Construction Control Corporation, with total escalated costs ranging from $704,455 to $2,037,665 as of 2023. The estimates cover structural work only and do not include patient/staff relocation costs or associated demolition, architectural, and mechanical replacements. Option 1 involves connecting the buildings, which would reduce seismic force demand but require strengthening the East Ancillary Building. Option 2 focuses on widening building separation joints and modifying moment frame connections. Option 3 proposes adding shear walls and braced frames to stiffen the buildings while maintaining existing connections. The non-structural impact varies from medium to high across options, with potential disruptions to hospital operations, ceiling systems, and floor layouts.

EXECUTIVE SUMMARY
Scope and Purpose
The purpose of this report is to evaluate the feasibility of structural rehabilitation methods to correct the structural deficiencies identified in previous reports (See UU Project #70240 for detailed reports). This study evaluates the ability of the seismic force resisting system to achieve a Risk Category IV performance level. Structural elements that do not achieve the performance levels associated with this Risk Category
IV structures are label as deficient.
This feasibility study evaluates two retrofit schemes for the East and West Building and three schemes for the MRI and Radiology additions. Each rehabilitation strategy has been developed to a conceptual level with plans, elevations, and details to inform construction cost estimates.

BACKGROUND
Reaveley Engineers was engaged by GSBS Architects to perform a seismic evaluation of Building 525 on the University of Utah campus. The results of that evaluation are documented in a report dated
February 3, 2020 (University of Utah Project Number 70240). The current effort is to perform a feasibility study to identify specific seismic retrofit options that address the deficiencies discovered in the prior evaluation. This report presents those conceptual retrofit options and provides an estimate of probable cost for each option considering only structural elements in the cost model.
Prior analysis found several structural elements do not meet the desired seismic performance objective.
Building deficiencies are listed in the table below. Structural elements not achieving the desired performance levels are deficient. The figure below shows the four areas of Building 525 that were included in the previous evaluation.

DESIGN METHODOLOGY AND PERFORMANCE CRITERIA
Conceptual seismic upgrade scenarios were designed per ASCE 41-17 Seismic Evaluation and Retrofit of
Existing Buildings following the Nonlinear Static Analysis procedure, also known as a pushover analysis.
Building 525 is a Risk Category IV building according to 2018 IBC and the performance objectives corresponding to the with Risk Category IV structures is shown in the following table.
Hazard Level Performance Level Sxs Sx1
BSE-1E Immediate Occupancy 0.403g 0.213g
BSE-2E Life Safety 1.019g 0.625g
Table 1 – Performance Objective used in the Design of Upgrade Scenarios
The purpose of this dual performance objective is to ensure the building will continue to support the community’s needs in the event of small to moderate earthquake and will also protect life safety during and after large earthquake.
Safety factors were used in the evaluation in accordance with the provisions of ASCE 41. Safety factors vary by element type and failure mechanism. Brittle failure mechanisms have higher safety factors than ductile yielding mechanisms. A knowledge factor of 1.0 has been used for this analysis.
PERFORMANCE CRITERIA DEFINITIONS
Immediate Occupancy
The structure remains safe to occupy and essentially retains its pre-earthquake strength and stiffness but may not function, negligible structural damage and minor non-structural damage, limited interruption to building operations, losses < 15% of value.
Life Safety
The structure has significant structural damage to components but retains a margin against the onset of partial or total collapse, some injuries may occur, extensive non-structural damage, building not safe to occupy until repaired, losses < 30% of value.

WEST AND EAST ANCILLARY BUILDING FINDINGS
Previous analysis of the West and East Ancillary buildings found some deficient exterior wall piers and concrete beams. Part of this evaluation included limited material testing and field verification. This was done to verify strengths of construction materials and to verify building modifications (new openings, infilled openings, etc.) that have occurred over the life of the building.
Two rehabilitation approaches have been evaluated to address deficient wall piers and coupling beams.
Deficient concrete members are proposed to be reinforced with either a new reinforced concrete jacket or a carbon fiber overlay. The retrofit aims to promote flexural hinging of concrete elements, in lieu of shear hinging in concrete elements.
Flexural hinging of concrete is a more ductile failure mechanism than shear hinging. The increase in ductility allows structural elements to deform and absorb more energy before breaking and losing strength. The retrofit measures below aim to achieve flexural hinging, improve ductility, and achieve overall building performance objectives.
CONCRETE JACKET RETROFIT
The concrete jacket retrofit involves placing a minimum of 6” of new reinforced concrete against deficient concrete walls piers and coupling beams. Prior to placing the new reinforced concrete, the existing concrete surface will have to be intetionally roughed and will have epoxy dowels installed along the length of the affected surface to promote good bond between the two layers of concrete.
This concrete can either be placed on the interior or exterior side of a deficient wall or beam. Work on the exterior of the building may be advantageous to the University to reduce distruptions to hospital functions. Work on the interior of the building will likely disrupt hospital operations in the area (dust barriers, temporary room shutdown etc.) Exterior application of concrete introduces a new aesthetic to the building such as intermittent thickened sections and troweled shotcrete finish that will be addressed from an architectural perspective in a future phase of the study.
The cost estimate in this report only considers placing concrete on the interior side of the wall. There will be some savings to apply the concrete to the exterior side of the wall due to less cost to address interior construction; however, those savings will be offset to a large degree by cost for scaffolding and costs to to enhance the exterior wall aesthetic.
CARBON FIBER RETROFIT
The Carbon fiber retrofit of deficient wall piers and coupling beams includes a significant amount of surface preparation prior to the application of carbon fiber strips around existing concrete walls and beams. Surface preparation is time extensive and must follow manufacturer recommendations to ensure proper bond between the carbon fiber and the concrete substrate.
Reaveley has been in contact with carbon fiber contractors to coordinate and assist in the retrofit design.
Typical retrofit schemes involve surface preparation, placing bonding agent, placing layers, (1) - (3) layers, of carbon fiber reinforcing over the length of the affected wall pier or beam in 2’-0” wide strips typically.

MRI AND RADIOLOGY ADDITION FINDINGS
Previous analysis found the following deficiencies of the MRI and Radiology buildings. See previous report for more detailed description of deficiencies.
1. Existing Moment Frame Panel Zones
a. Adequate to meet Life Safety Performance Objectives
b. Do not meet Immediate Occupancy Performance Objectives
2. Moment Frame Connections are Pre-Northridge type connections
a. Beams are not detailed to ensure the beam will yield prior to beam-column connection failure. Beams are susceptible to cracking prior to achieving design deformation.
3. Expansion Joint
a. The building separation joints between East Building, MRI Building, and Radiology
Building is smaller than the expected building movement in a major seismic event.
Pounding at the building interface can cause local damage and potential instability.
PROPOSED REHABILITATION STRATEGIES:
OPTION 1 - CONNECT BUILDINGS TO EAST ANCILLARY BUILDING
This proposed solution assumes the East Ancillary Building is strengthened to resist the added loads imparted by the interconnection of buildings. Rigidly interconnecting the MRI, Radiology, and East
Ancillary buildings together would require the following:
1. Connecting slab interfaces together with steel plates.
2. Interconnecting steel beams between buildings
3. Adding braced frames and/or concrete shearwalls in the MRI and Radiology Buildings
Pros:
1. Interconnection between buildings would reduce the seismic force demand placed on MRI and
Radiology buildings structural members. New forces delivered to the East Ancillary building would require additional strengthening of the East Ancillary building.
2. Existing moment frame connections are not required to be modified or strengthened.
Cons:
1. Increased strengthening of East Ancillary building would be required.
2. Interconnection of slabs could be disruptive along building interface, each side of existing joint.
Page | 8
OPTION 2 - WIDEN DRIFT JOINT
This proposed solution increases the joint dimension and modifies existing structural moment frames to achieve the desired performance objectives. This solution requires the following:
1. Increase joint between floor slabs by cutting back existing floor slab on the Radiology building at level 2. Not required at MRI Building.
2. Increase joint between roof of Radiology and MRI buildings by cutting back roof deck.
3. Repair column and beam connections moment frame connections
1. No major structural work at slab edges and building interfaces.
2. No additional strengthening of the East Ancillary building.
3. No addition of braced frames or concrete shearwalls
1. Work is required at all columns and may be intrusive and interrupt operations
2. Interconnection of slabs could be disruptive along building interface, each side of existing joint.
OPTION 3 - STRENGTHEN BUILDING WITH SHEAR WALLS/BUCKLING RESTRAINED BRACED FRAMES
This proposed method avoids modifications to existing beam-columns joints and avoids modifications to the joint between buildings by adding new structural elements to stiffen the existing building. This proposed solution requires the following:
1. Addition of new braced frames in the MRI
2. Addition of new concrete shear walls and/or Braced Frames in the Radiology building
3. Strengthening of existing foundations
1. No work along slab edges and building interfaces.
2. No modifications required at existing beam-column joints (Except at new frame locations)
3. No modification to East Ancillary building
4. Most of work is located at exterior perimeter of MRI and Radiology buildings
1. Addition of new braces or shear walls are intrusive and could interrupt operations
2. Foundation strengthening is required and could be intrusive and time extensive.
3. New shearwalls will likely interfere with current floor layouts

COST ESTIMATE
SCOPE
Construction Control Corporation developed the following estimates of probable cost. Details of the estimates are included in Appendix B.
SCOPE
Structural elements are included in the cost and impact to non-structural elements is not included. For instance, removal and replacement of ceilings, interior, and exterior finishes to install concrete walls is excluded, but the cost of the concrete, formwork and reinforcement is included.
SUMMARY
East and West Building
Retrofit Options Estimate of Probable Cost Non-Structural Impact
#1 – Concrete Jacketing $1,573,104 High (Medium if exterior installation)
#2 – Carbon Fiber $3,393,621 High
MRI and Radiology Buildings
Retrofit Options Estimate of Probable Cost Non-Structural Impact
#1 – Connect Buildings $760,289 Medium
#2 – Widen Drift Joint $704,455 Medium
#3 – Reinforce Buildings $2,037,665 High
Non-structural Impact
All seismic retrofit options will disrupt the use of the space where the work is being performed and will require the removal and replacement of non-structural elements. The amount of disruption depends on factors such as materials (placing concrete or installing steel elements), construction methods (welding, cutting, drilling, grinding), the size of the area required to perform the work, noise, and the potential for dust/debris. In each case, University policies will be followed for containment and cleanliness. The levels of non-structural impact are intended to provide general descriptions for comparison among the options.
Low Impact: Structural elements can be installed with isolated impact on non-structural systems (may require phasing to reduce impact). Room size areas are disrupted.
Medium Impact: Interior or exterior non-structural elements must be removed to install structural elements
(all work performed from either interior or exterior). Some structural elements require removal of exterior veneer. Larger areas are disrupted compared to “Low Impact”.
High Impact: Non-structural elements at interior and exterior are required to be removed to install structural elements. Larger areas are disrupted compared to “Medium Impact”.

INTERCONNECT EXISTING MRI BUILDING, RADIOLOGY BUILDING, AND EAST ANCILLARY BUILDINGS
TOGETHER. NEW STEEL BRACED FRAMES MAY BE REQUIRED.
PROS:
1. TAKE ADVANTACE OF EAST ANCILLARY BUILDING STRENGTHENING. ADDITIONAL STRENGTHENING OF EAST BUILDING WOULD BE REQUIRED, BUT WOULD ELIMINATE THE NEED TO MODIFY EXISTING BEAM-
COLUMN CONNECTIONS.
2. NO FOUNDATION STRENGTHENING
3. NEW STRUCTURAL BRACES WOULD BE LOCATED AT EXTERIOR PERIMETER OF THE BUILDING
CONS:
1. REQUIRE ADDITIONAL STRENGTHENING OF BLDG 525. FORCE INCREASE OF APPROXIMATELY 20%.
2. INTERCONNECTION OF FLOOR SLAB, ROOF DECK, AND COLLECTOR BEAMS IS POTENTIALLY DISRUPTIVE
ON EACH SIDE OF BUILDING JOINT.

SF311SCALE:SF311 1/8" = 1'-0"
A1 MRI FLOOR FRAMING PLAN
SCALE:SF311 1/8" = 1'-0"
A3 MRI ROOF FRAMING PLAN
OPTION 2:
WIDEN BUILDING SEPARATION JOINT. MODIFY EXISTING MOMENT FRAME
CONNECTIONS
ROOF DECK EDGE TO BE CUT BACK 8" - 1'-2" TO PROVIDE ADQUATE JOINT
DIMENSION AND PREVENT BUILDINGS FROM POUNDING IN MAJOR SEISMIC
EVENT.
EXISTING MOMENT FRAME CONNECTIONS IN MRI AND RADIOLOGY BUILDINGS
WOULD REQUIRE MODIFICATION TO MEET CURRENT CODE REQUIREMENTS.
PROS:
1. WORK IS LIMITED TO ROOF FRAMING ONLY. MODIFYING JOINT BETWEEN
BUILDINGS AND MOMENT FRAME BEAM TO COLUMN CONNECTIONS.
2. NO FLOOR OR FOUNDATION WORK
CONS:
1. EACH COLUMN REQUIRES MODIFICAITON WITH 26 BEAM TO COLUMN
CONNECTIONS. APPROXIMATELY 8' x 8' AREA AROUND COLUMNS WOULD
NEED TO BE PARTITIONED OFF TO PERFORM WORK.
2. SLAB AND ROOF DECK MODIFICATIONS COULD BE DISRUPTIVE.
3. MOMENT FRAME BRACING WILL NEED TO BE ADDED IN IDENTIFIED
LOCATIONS
