About this file

This document comprises questions submitted to Aramark regarding dining service operations for the University of South Dakota (USD) and the standard contract terms and conditions that will govern the resulting dining services agreement. The questions seek detailed financial and operational information about USD's current dining services, including annualized sales data across multiple payment methods (meal swipes, flex dollars, Coyote Cash, and cash/credit/debit) for various dining concepts such as Chick-fil-A, Qdoba, Starbucks, and convenience stores for fiscal years 2023 through 2025. The RFP solicits proposals for comprehensive dining service management at multiple South Dakota Board of Regents institutions, with proposals due October 16, 2026 at 2:00 PM CST. A mandatory pre-proposal conference is scheduled for August 31, 2026 via Zoom, and campus site visits are scheduled July 28 through August 6, 2026. The initial contract term runs five years with options to renew for four additional one-year periods, commencing July 1, 2027. Finalist interviews are scheduled November 9–19, 2026, with contract award anticipated April 12–23, 2027.

The financial proposal must include separate pricing per campus covering residential meal plans, facility fees, and commissions calculated as percentages of gross revenue from meal plans, catering, retail dining, convenience stores, summer conferences, and athletic concessions. Contractors must provide point-of-sale systems at no cost to universities, which retain ownership of campus credential card systems. Capital investment commitments and transition compensation for unamortized incumbent assets are required, with estimated transition costs ranging from approximately $836,000 at Black Hills State University. Current meal plan enrollment totals approximately 18,400 students annually across all SDBOR institutions, with USD enrollment data reflected in the detailed sales figures by concept and payment tender type. Evaluation criteria prioritize food quality and dining experience (45 technical points), operational expertise (40 points), and financial value (up to 100 points). Offerors must provide a minimum of five non-SDBOR references from similar-sized institutions, including at least one reference from services provided within the past two years and one where services ended within the past two years.
