About this file

This is a questions and answers document addressing clarifications for a Request for Proposals (RFP) issued by the South Dakota Board of Regents (SDBOR) for dining service operations across six public universities and two university centers. The RFP seeks comprehensive food service management including meal plan operations, catering services, alcohol service management, nutrition and wellness programs, technology and point-of-sale (POS) systems, and sustainability initiatives. The contract encompasses Black Hills State University (Spearfish), Dakota State University (Madison), Northern State University (Aberdeen), South Dakota State University (Brookings), South Dakota School of Mines & Technology (Rapid City), and University of South Dakota (Vermillion), plus USD-Sioux Falls and BHSU-Rapid City centers. Proposals are due October 16, 2026 at 2:00 PM CST, with a mandatory pre-proposal conference scheduled for August 31, 2026 at 1:00 PM CST via Zoom and campus site visits July 28 through August 6, 2026. Finalist interviews are scheduled November 9-19, 2026, with contract award anticipated April 12-23, 2027. The initial contract term is five years with options to renew for four additional one-year periods, subject to annual review and satisfactory performance, commencing July 1, 2027.

Proposers must submit separate campus-specific proposals and clearly identify their proposed meal-plan pricing methodology, including detail rates, commissions, fees, revenue-sharing arrangements, and retained revenue components; all pricing must include applicable sales tax presented as the final price charged to students. Financial proposals must include separate pricing per campus covering residential meal plans, facility fees, and commissions as percentages of gross revenue from meal plans, catering, retail dining, convenience stores, summer conferences, and athletic concessions. Contractor-provided POS systems must be offered at no cost to universities, which retain ownership of campus credential card systems; the university's current POS provider is Transact Illumina, which is owned and managed by the university. Proposers should describe and value-add services, financial contributions, scholarships, capital commitments, sponsorships, or other benefits being proposed; the institutions currently benefit from various vendor-supported programs but will not disclose information regarding contributions, scholarships, sponsorships, capital investments, donations, or in-kind support provided under the current agreement. Current meal plan enrollment totals approximately 18,400 students annually, ranging from 1,071 at Northern State to 8,333 at SDSU. Capital investment commitments and transition compensation for unamortized incumbent assets are required, with estimated transition costs ranging from approximately $836,000 at BHSU. Evaluation prioritizes food quality and dining experience (45 technical points), operational expertise (40 points), and financial value (up to 100 points), with proposals scored on technical criteria (up to 140 points) and financial criteria (up to 100 points).
