About this file

This is a Fresh Ideas Information & Data Request document from the South Dakota Board of Regents (SDBOR) regarding a comprehensive dining service operations procurement for six public universities and two university centers. The RFP solicits proposals for food service management operations across Black Hills State University, Dakota State University, Northern State University, South Dakota State University, South Dakota School of Mines & Technology, and University of South Dakota, plus two university centers. Respondents may propose for one or multiple campuses and must submit separate campus-specific proposals. The mandatory pre-proposal conference is scheduled for August 31, 2026, at 1:00 PM CST via Zoom, with campus site visits occurring July 28 through August 6, 2026. Proposals are due October 16, 2026, at 2:00 PM CST. Finalist interviews are scheduled November 9-19, 2026, with potential best and final offers November 23 through December 4, 2026. Contract award is anticipated April 12-23, 2027, with operations commencing July 1, 2027. The initial contract term is five years with options to renew for four additional one-year periods, subject to annual review and satisfactory performance.

The document specifically addresses the treatment of unamortized Board of Regents investment buyouts that must be payoff as part of transition costs, ranging from $300,039.11 at BHSU to $578,785.99 at SDSU, with implementation date assumptions of July 1, 2027. Financial proposals must include separate pricing per campus covering residential meal plans, facility fees, and commissions as percentages of gross revenue. The RFP requires that any proposed investment, including payoff of existing unamortized investment balances, be fully recovered within the initial five-year contract term through June 30, 2032, with no amortization permitted beyond that date. Current meal plan enrollment totals approximately 18,400 students annually. Proposals are scored on technical criteria (up to 140 points) prioritizing food quality and dining experience, operational expertise, and financial value (up to 100 points). Offerors must provide a minimum of five non-SDBOR references from similar-sized institutions. All questions and communications must be directed to Jessica Preister, AVP for Business Services & Auxiliary Financial Operations at the University of South Dakota.

FRESH IDEAS INFORMATION & DATA REQUEST

SDBOR RFP – GENERAL

1. How will the unamortized investment buyout identified as Board of Regents be allocated if schools award contracts to different contractors?

The unamortized Board of Regents investment buyout amounts have been allocated to each institution and are shown below. These amounts reflect the estimated payoff balance, assuming a July 1, 2027, implementation date.

BHSU: $300,039.11

DSU: $377,264.35

NSU: $213,476.28

SDSMT: $392,369.05

SDSU: $578,785.99

USD: $493,857.22

Respondents should include the payoff of the applicable outstanding investment balance(s) in their proposal for any institution they propose to serve. Should the implementation date change, the payoff amounts will be adjusted accordingly based on the remaining unamortized balance at the time of transition.

2. The RFP requires investments to be fully amortized within the initial five-year contract term (through

2032). However, the amortization schedules provided for the current vendor investment extend through 2034. Can the required buyout and any proposed investment be amortized beyond 2032?

No. While portions of the current vendor investment extend beyond 2032, the Board's intent for this procurement is that any proposed investment, including the payoff of existing unamortized investment balances, be fully recovered within the initial five-year contract term. Respondents should structure their proposals accordingly and should not assume amortization beyond June 30, 2032.
