About this file

This document is a clarification response from the South Dakota Board of Regents addressing questions submitted by Sodexo regarding the dining service operations RFP for six public universities and two university centers. The South Dakota Board of Regents is seeking a food service contractor to manage comprehensive dining operations, catering, and retail services at Black Hills State University (Spearfish and Rapid City), Dakota State University, Northern State University, South Dakota State University, South Dakota School of Mines & Technology, University of South Dakota (Vermillion and Sioux Falls), with operations commencing July 1, 2027. The document provides clarifications on vending revenue, meal plan participation numbers, board day assumptions for financial modeling, and custodial square footage across all participating institutions. Proposals are due October 16, 2026 at 2:00 PM CST, with a mandatory pre-proposal conference on August 31, 2026 via Zoom and campus site visits scheduled July 28 through August 6, 2026. The initial contract term is five years with options to renew for four additional one-year periods. Contract award is anticipated April 12-23, 2027, with finalist interviews scheduled November 9-19, 2026.

The clarification document specifies corrected meal plan participation data for Black Hills State University, including updated numbers for Swarm 19 (78 total plans), Jacket 10 (962 total plans), Hive 5 (223 total plans), 40 Block (135 total plans), and 20 Block (27 total plans). It establishes board day assumptions for proposal development across institutions, ranging from 220 to 224 board days annually. The document delineates custodial responsibilities between institutions and the food service contractor, indicating that contractors typically manage operational cleaning and food service area maintenance while institutions handle routine facility custodial services and building maintenance. Additionally, the document clarifies that the SDBOR RFP Submittal Form in Appendix J, not Appendix H, should serve as the required proposal cover sheet, correcting an error in the original RFP documentation.

NSU –

Custodial responsibilities are shared between the institution and the food service contractor to ensure dining and service areas are maintained in a clean, safe, and sanitary condition.

The food service contractor is responsible for operational cleaning and service-related custodial tasks within dining and retail operations. This includes ongoing monitoring and removal of trash and recyclables during operating hours, cleaning and sanitizing dining tables, service counters, serving lines, beverage stations, and food service equipment, routine cleanup of spills and debris generated during operations, and end-of-service cleanup within contractor-operated facilities. The contractor is also responsible for maintaining the cleanliness and presentation of dining venues, retail dining locations, concession operations, and food service areas within shared-use facilities throughout service periods.

The institution is responsible for facility custodial services and building maintenance, including routine mopping and floor care, general cleaning of dining rooms, student union and common seating areas, retail dining locations, athletic venues, concession areas, and shared-use facilities. The institution also provides routine maintenance and repair of food service equipment and facilities.

Successful operations depend on a collaborative approach between the institution and the contractor. While the institution is responsible for routine equipment maintenance and repairs, the contractor is expected to be a good steward for all equipment and facilities, ensuring equipment is properly operated, cleaned, and cared for routinely. Contractor staff are expected to promptly report maintenance concerns, equipment issues, or repair needs and work cooperatively with institutional staff to maximize equipment life, reliability, and operational effectiveness.

This shared-responsibility model ensures that both parties contribute to maintaining high standards of cleanliness, safety, customer service, and facility stewardship across dining and foodservice operations.

6. Proposal Transmittal Form / Cover Sheet Clarification

Page 6 of the RFP directs respondents to submit the Proposal Transmittal Form as the proposal cover sheet and references Appendix H. However, Appendix H contains the Current SDBOR & Contractor Technology Checklists, while Appendix J contains the RFP Submittal Form. Could you please clarify which document is intended to serve as the required Proposal Transmittal Form and proposal cover sheet?

The document included in Appendix J is the SDBOR RFP Submittal form that should be included as the cover sheet with the proposals. Page 6 incorrectly references Appendix H instead of Appendix J and has been included as a correction in the RFP Amendment #2.
