About this file
This is a Questions and Answers document for the United States Coast Guard Ketchikan, Alaska New Carpet Installation solicitation. The document addresses three primary inquiries from potential bidders regarding SAM.gov registration requirements, carpet installation scope, and carpet type specifications. The USCG clarified that SAM.gov registration is required for any possible future contract award; that work is limited to the entire third floor/deck including all hallways only; that commercial industry standards apply as stated in the specifications; and that carpet tile is an acceptable alternative to broadloom carpet if it meets required performance and aesthetic criteria.
The underlying solicitation seeks removal and disposal of existing carpet and installation of new carpet at USCG Base Ketchikan covering the entire third floor/deck including all hallways. The anticipated award date and start of work is November 2026, contingent on funding availability, with a period of performance of 90 calendar days from contract award. Quotes must remain valid for 120 calendar days from the solicitation closing date listed in SAM.gov. Award will be made to the lowest-priced, technically acceptable, qualified contractor. Bidders must include regular and overtime labor rates for all proposed labor categories. No pre-award site walk is required. The contracting agency is the Department of Homeland Security US Coast Guard.

QUESTIONS AND ANWERS #2
QUESTIONS
1. SAM.gov Registration Is an active SAM.gov registration required to submit a bid for this project, or is registration only required prior to contract award?
2. Carpet Installation Locations On the attached Administration Building Base + Layout Maps, should new carpet be installed in all highlighted areas, or is the scope limited to the 3rd Deck only?
3. Carpet Type The provided carpet image does not indicate whether the specified product is broadloom (roll carpet) or carpet tile. Could you please confirm the desired carpet type?
1. Alternative Recommendation We would like to recommend consideration of carpet tile in lieu of broadloom carpet due to its ease of maintenance, simplified future repairs, and reduced disruption when individual sections require replacement. Would carpet tile be considered an acceptable option if it meets the required performance and aesthetic criteria?
