About this file

This is a Performance Work Statement (PWS) and specification document for carpet removal and installation services at USCG Base Ketchikan, Alaska. The United States Coast Guard is procuring the removal and disposal of existing carpet and the furnishing and installation of new carpet for the entire third floor/deck including all hallways at Base Ketchikan. The scope of work requires contractors to provide personnel, management, supervision, materials, supplies, equipment, tools, transportation, and other necessary items to complete the project. The contract is a single line item (CLIN 0001) with a quantity of one project, and award will be made to the lowest priced, technically acceptable, and qualified contractor. The period of performance is 90 calendar days from the date of signed government contract award, with an anticipated award date and start of services in November 2026, contingent upon the Coast Guard securing proper funding.

Contractors' quotes must remain valid for 120 calendar days from the solicitation closing date listed in SAM. The PWS explicitly states that no pre-award site walk is planned or required due to the straightforward nature of the project. Contractors are required to include regular and overtime rates for all proposed labor categories in their responses. Proposal submission is completely voluntary, and the contract award is contingent upon the United States Coast Guard securing proper funding. The solicitation encourages contractors to assess work requirements and recommend revisions that would provide cost savings to both the contractor and the government.
