About this file

This is an action items tracking spreadsheet for the University of New Hampshire (UNH) Boiler Plant replacement project, documenting design decisions and technical requirements across 55 action items. The project involves replacing major boiler equipment and associated systems at UNH's combined heat and power plant. Key scope elements include installation of new boilers (including Boiler #4 integration), combustion air pathway resolution, equipment layout optimization, fuel system modifications to accommodate landfill gas selection capabilities, electrical infrastructure upgrades (34.5kV primary cables, 1.5MVA transformer, 480V switchboards), a new exterior natural gas-fired generator (800kW minimum), fire protection system installation (100% new across 9,800 SF), catwalk and stair replacements, control room updates with new user interface, and condensate return system review. The project addresses existing conditions including a 52,000-gallon fuel oil tank, EPDM roof material, LED lighting systems, and an existing oil-water separator, with provisions for asbestos remediation ($150k allowance) and concrete repair ($30k allowance) as needed on a time-and-materials basis.

Supporting infrastructure and operational scope includes updates to the electrical switchgear, automatic transfer switch replacement (two 1,200A units estimated at $400k), steam/natural gas/propane/fuel oil metering systems, makeup water provisions (currently 8,000 gallons per day raw water), chemical delivery systems via totes, compressed air system retention, eye wash/shower station additions near softeners, and permanent rigging provisions for large equipment. The project excludes hydrogen provisions, liquid propane storage, mercury heat recovery, roof access stairs (covered under separate Nline project), and boiler operator licensing compliance for New Hampshire. Design considerations emphasize modular construction for feed water pump skids, compliance with existing air permit requirements without SCR or ammonia injection, noise levels equivalent to or lower than current equipment, and coordination with Unitil natural gas delivery without booster requirements. Commissioning and third-party inspections will be managed directly by UNH rather than the contractor, with engineering drawings for existing electrical, fire alarm, and other systems to be gathered during the design phase.

Register Design Action Items UNH - Boiler Replacement

ID #TitleReferenceDate RequestedCurrent Owner (BIC)RequestorDescriptionResponsible PartyDue DateImportanceStatusRemarks
Heat Recovery / EconomizerCan this incorporate feed water preheating?Likely does not make sense because of low run hours per year. But cost estimate says actual equipment is only $80k, which is not very expensive. Piping, pumps, and complexity are expensive.
Combustion Air PathwayHow does combustion air currently get to the induced draft fans?Fans are drawing in room air and the building is currently leaky. AEI had a calculation saying that it was improbable that the building was sufficiently leaky. Further research is required. Industrial blower door test may be required during the detailed design.
Combustion Air LouversAEI design included existing windows becoming nearly 100% combustion air louvers.Suggest we keep the existing pathway or add an MAU. Louver solution requires they be within 12" of the floor, which they are not. Would also be a significant negative aesthetic impact.
Make Up WaterWhat is the current return rates vs. raw water?8,000 gallons of raw water makeup per day, which is less than 10%. Excellent system that does not need obvious improvements.
Equipment LayoutAn efficient equipment layout could make maintenance slightly harder now, but give more room for laydown and/or future projectsFuture could include electric boilers, steam heat pumps, or air to water heat pumps to reduce steam consumption and duct firing.
Landfill gasDoes this project include scope regarding landfill gas.Boilers run on landfill gas, which is a lower BTU fuel, but it is cleaned of siloxanes and other impurities. There are contracts for the quality, which UNH can provide. Currently all boilers must run the same fuel. Piping should run back to the selection point allowing each boiler to fuel select. The split is in the main room above turbine 1.
Unitil Natural Gas PressureAny concerns about the Unitil delivery pressure? No Booster required
Liquid PropaneCost estimate references 6" Liquid Propane; I assume this is Landfill Gas (LFG)?No Liquid propane.
Hydrogen blend"green hydrogen' is controversial: the petrochemical industry believes it to be part of the future energy economy and with little progress over the last decade most believe the thermodynamics and constructability are economical unfeasibilityNo provisions planned for hydrogen.
Black Start CapabilitiesCan you current Clever Brooks black start? Without Natural gas?I believe these need a propane storage to have true black start fuel oil capabilities, but that could just be an option for how to order.

Natural gas is considered a reliable fuel supply and using Natural Gas to ignite the fuel oil is considered acceptable. No propane.

Nomenclature: Diesel vs. No 2 Fuel OilNo 2 Fuel oil. Normally called just "fuel oil".
Existing fuel oil tank sizeExisting tank is 52,000 gallons, single tank. System is considered sufficiently reliable and does not need bypass or direct truck hookups.
Existing landfill gas, utility gas, oil linesAny scope for these three services beyond minimal reconfiguration? No additional provisions for bypassing the existing tank and running these directly off of delivery trucks.

Equipment is not end of life.

Air PermitsAny concerns about pollution discharge limits?Assume no SCR is required for CO and NOx. No ammonia. Stack height should be the same as the current Clever Brooks. Air modeling will be required.
Noise PermitsAny concerns about noise? These should not be louder than current equipment. No sound consultant or noise survey to document existing plant noise levels. This system should be quieter than existing.
Mercury 50 heat recoveryConfirm this project does not include mercury 50 heat recovery or otherwise provisions for future. No recovery off of the Mercury 50.
Make Up Water ChemicalsWhat is the current provisions for delivery of chemicals? Are any changes or scope required?Site uses totes pumped into the onsite barrels. No concerns with the loading dock or material handling. Existing water and chemical approach is sufficient. Not that much blowdown and raw water, so it's not a major concern. Raw water is sufficient and an updated analysis is not required.
Drawing sheet size?24x36, 30x42, or 36x48?Larger fits more scope but smaller is easier to print and move around. Best to match prior projects. 30x42
Asbestos, Lead, PCB'sKnown locations and scope? Cost estimate had $150k for asbestos. There may be gaps in the old plant, but insulation has been remediated, windows were reglazed. Contractors would manage and complete the scope of work on a T&M basis for anything discovered. But this should not constitute a project delay.
Stairs to Roof scopeCost estimate had $35k including dog house? This scope is being covered in the Nline project and is not part of boiler scope.
CatwalksCost estimate has $60k.Allowance? Seems light if we have moderate work and improvements. Many catwalks will need to come out to allow for boiler demolition and new boilers. Then new catwalks will be required. Existing stairs are steep and should be replaced with more appropriate stairs.
Police and Fire coverageAre there challenges with traffic details and fire watches?Standard site requirements. No excessive police details or fire watches beyond standard construction best practices.
Compressed AirExisting system is sufficient and ETR.
Compressed Air DemolitionDemolish antique air compressor and inactive receivers?Retain 'museum piece' if we don't need the space. Confirm receivers, all should be active.
Eye Wash/ShowerExisting are ETR. Add a new one near the softeners
Existing roof material & warrantyCost estimate assumes PVC, which is typically white. Confirm EPDM?Confirmed that it is EPDM. Repaired/replaced a few years ago.
Modular ConstructionAny preference for or against modular constructionFeed water pump skids are a common system to utilize modular construction. Other components could also reduce total on site labor (and schedule) requirements. Site has no preference.
Permanent RiggingAny requirements for monorails, pick points, jib cranes?Yes, follow best practices for large valves and equipment.
Control Room & Engineering StationsAre we changing any of the BOP spaces?Updating User Interface (UI) for better integration (new boilers including #4 to be integrated to control room), update some finishes, adding AC (TBD), electrical switchgear (yes), etc.
Boiler Operator RequirementsNH does not have a boiler license requirement. Does UNH have specific requirements? Also, current boiler operation is from the control panel in front of the boilers but the Clever Brooks is in auto. Any requirements for this project?ClosedConfirmed that we do not need a new control room. No specific staffing needs for the construction project.
Common SpacesAny new sinks, bathrooms, showers? Water chemistry testing? No new locations. Update fixtures
PermittingAny special permits? NHDES, noise, etc.Title V air permit will need to be updated. Owner's item, UNH will hire existing consultant. MEP Engineer and Contractor to coordinate.
ArchitectureRepair to any bricks, replacement of boarded up windows, etc.Yes, reasonable repairs. Should get some vent fans to exhaust the heat.
Fire ProtectionNo existing FP.Cost estimate assumes only 3,500 SF of 9,800 SF needs rework; Will be 100% new. Closest hydrant is north of the loading dock.
Existing floor drains and sanitaryDo we have, are we adding oil water separatorsExisting oil water separator is at the fuel oil supply. Review for reuse, replacement, or modification.
Condensate ReturnsEDIEDI to further review scope
Fire AlarmScope?Minuteman is the service provider. Get drawings.
Internet & ITAny concerns or provisions?Only as required.
PhoneAny concerns or provisions? VOIP?Only as required.
InsuranceInclude or delete from MTRZurich Insurance is the existing risk agent.

Bonds? Builder's Risk? - Can resolved during the engineering phase.

Weather StationExisting PLC has air temperature sensors, ETRClosedNo Scope
Commissioning & 3rd Party InspectionsNo problem if UNH hires direct. Anything that you want the contractor to hire?ClosedUNH will hire direct.
ADAAny concerns or ADA scope? No known ADA goals/requirements
Plant LightingAssume all new?Fixtures were recently updated to LED. Retain, relocate where possible.
Exterior lightingAssume all ETR?Probably not required. To be confirmed.
Concrete repairCost estimate only has $30kRoof deck has had spalling issues where chunks have come down. On the interior over boiler #1
Electrical ScopeCost estimate included 34.5kV Primary Cables and 2000A Feeders (690ft) and 1,200A feeders (409ft) to a 1,200A and a 2,000A 480V switchboard. Also includes 1.5MVA transformer from 34.5kV to 480V. Ductbank pathway? We should gather existing electrical drawings impacting this project.

Current MCC is 4,160V but UNH is using 34kV in other locations. Consigli scope of using 34.5kV is correct.

MicrogridAny consideration for provisions or work with microgrid in this project?Battery storage is not part of the scope, but changes to the switchgear, generator backup, and potentially future provisions are in the project.
Egen requirementsEDIConsigli cost estimate had $1 MM for an egen.Existing to be replaced in kind? Size? Cost estimate was for an 800kW for an exterior generator (no location identified). Ductbank location?

Existing is not big enough to run the Boiler 4 blower. Larger egen is required. Needs to be outside and prefer natural gas fired.

ATS replacementAny changes to the ATS?Cost estimate has (2) 1,200A open transition for $400k
Video / Surveillance / ITAny additional video / Suerveillance / IT equipment required?TBD: Engineer to coordinate with UNH to determine requirements and locations both inside and outside. Assumed yes. For sure at the doors.
PLC SimulatorDoes the project need to add a software development, training, and testing simulator?Assumed that this project does not add.
MeteringSteam, natural gas, PLG, and fuel oil metersQuantity and service of each? Any existing to remain? TBD, but assume yest and capture B4 at the same time. Metering all three boilers at the same time could be acceptable if there was moderate cost savings.
Demolition ScopeAbandoned pipes in old plant and traveling away from old plant. Are we demolishing piping traveling back to turbine building and along the fire station wall? Yes, capture this scope. Could be a deduct if required.
Blow Down TankETRETR - in good working order.
Second Water SourceExisting signle water main is a single point of failure. This could be incorporated as part of the fire water. Level of seperation and locations TBD.
