SUPPLY, INSTALL AND TEST AN EO/IR VIDEO SURVEILLANCE SYSTEM FOR THE

BELL UH-1HII/UH-1ST and SIKORSKY UH-60 M/L HELICOPTERS

STATEMENT OF WORK

1. BACKGROUND

A. Currently INL/A has no capability for providing on scene video of any critical situation to decision makers either in the RSO or DoS Air Wing Tactical Operations Center (TOC). An EO/IR video surveillance system with data link capability can fulfill this critical shortfall in capability. INL/A has an urgent requirement for UH-1HII/UH-1ST and UH-60 M/L aircraft to be modified for EO/IR sensors (A kits), and sensor packages (B Kits) for deployment to provide real time data/imagery to fixed and mobile ground stations in Central and South America.

B. INL/A rotary wing aircraft perform a variety of security and counternarcotic related missions.

I. Intelligence, Surveillance and Reconnaissance (ISR). In support of nighttime air and sea interdiction operations, the flight crew will have the capability to locate, identify, and classify illicit transport operations from a safe distance. During airborne operation, threat/target locations can be observed and relayed to support ground and maritime interdiction forces.

II. Overland Operations. Troop transport in support of interdiction operations is one of the primary mission areas of INL supported aircraft. Conducting insertions and extraction operations in a nighttime low light environment will greatly enhance the operational effectiveness and increase the element of surprise. An EO/IR UH-1HII/UH-1ST and UH-60 A/L aircraft will be able to locate any possible threats, identify smuggling routes and sanitize the immediate environment around the LZ. Surveillance and recording of activities can be conducted from a distance of 500 meters and beyond per current host nation agreements.

III. Hyperspectral cameras may be used to identify and classify vegetation and illicit crops for counternarcotic operations.

IV. Embassy Support. INL/A UH-1HII/UH-1ST and UH-60 A/L aircraft may be used for support to Embassy operations to provide surveillance and reconnaissance of convoy routes, RSO operations, and can provide critical details of attack/threat situations in real time.

V.

C. Secondary missions.

I. Search and Rescue (SAR). EO-IR equipped UH-1HII/UH-1ST and UH-60 A/L aircraft could be used for opportune search and rescue, providing a significant increase over current capabilities. The employment of the Infrared (IR) feature of an EO/IR
