About this file

This statement of work and pre-solicitation notice seek offers for an electro-optical/infrared video surveillance system for Bell UH-1HII/UH-1ST and Sikorsky UH-60 helicopters. The Department of State Bureau for International Narcotics and Law Enforcement Office of Aviation requires these systems to provide real-time surveillance video from aircraft to ground stations in Central and South America. Offerors should provide prototypes for installation and testing on aircraft in Florida by February 2022, with production unit installations in Central and South America thereafter. The statement of work details technical requirements for the sensor system, aircraft integration, data links, training, warranties, and program management. Offerors should monitor the pre-solicitation notice for a draft RFP seeking non-recurring engineering, sensor kits, installations, training, and multi-year maintenance plans for aircraft in Costa Rica and Peru. Questions are due by November 8, 2021 in preparation for future solicitation.

EO/IR VIDEO SURVEILLANCE SYSTEM FOR THE

BELL UH-1HII/UH-1ST and SIKORSKY UH/HH-60 A/L HELICOPTERS

STATEMENT OF WORK

February 2, 2022

1. BACKGROUND

A. Currently INL/A has no capability for providing on scene video of any critical situation to decision makers either in the RSO or DoS Air Wing Tactical Operations Center (TOC). An EO/IR video surveillance system with data link capability can fulfill this critical shortfall in capability. INL/A has an urgent requirement for UH-1HII/UH-1ST and UH/HH-60 A/L aircraft to be modified for EO/IR sensors (A kits), and sensor packages (B Kits) for deployment to provide real time data/imagery to fixed and mobile ground stations in Central and South America.

B. INL/A rotary wing aircraft perform a variety of security and counternarcotic related missions.

I. Intelligence, Surveillance and Reconnaissance (ISR). In support of nighttime air and sea interdiction operations, the flight crew will have the capability to locate, identify, and classify illicit transport operations from a safe distance. During airborne operation, threat/target locations can be observed and relayed to support ground and maritime interdiction forces.

II. Overland Operations. Troop transport in support of interdiction operations is one of the primary mission areas of INL supported aircraft. Conducting insertions and extraction operations in a nighttime low light environment will greatly enhance the operational effectiveness and increase the element of surprise. An EO/IR UH-1HII/UH-1ST and UH/HH-60 A/L aircraft will be able to locate any possible threats, identify smuggling routes and sanitize the immediate environment around the LZ. Surveillance and recording of activities can be conducted from 500 meters and beyond per current host nation agreements.

III. Embassy Support. INL/A UH-1HII/UH-1ST and UH/HH-60 A/L aircraft may be used for support to Embassy operations to provide surveillance and reconnaissance that provides critical details of attack/threat situations in real time.

C. Secondary missions.

I. Search and Rescue (SAR). EO-IR equipped UH-1HII/UH-1ST and UH/HH-60 A/L aircraft could be used for opportune search and rescue, providing a significant increase over current capabilities.

2. SCOPE

The scope of this project is to provide an EO/IR capability for INL/A UH-1HII/UH-1ST and UH/HH-60 A/L aircraft currently operating in Central and South America. The contractor will perform all actions to accomplish this task. Additional contractor effort will include but not be limited to aircraft capability and system analysis, system development, design, procurement, aircraft modification, testing and evaluation, airworthiness certification, operator and maintenance technician training, continued airworthiness plan, production of a technical data package and follow-on logistics support, technical assistance, and maintenance support as required.

3. OBJECTIVES

At the completion of this effort, the USG in Central and South America will have the capability to view real-time, all-weather, day or night, EO/IR HD/SDI surveillance video from INL/A rotary wing aircraft.

4. REQUIREMENTS

A. The contractor will provide project management support for the design, development, integration, testing, and installation of the aircraft kits, sensor packages and associated systems. The contractor shall complete first article installation and testing at the INL/A facility in Melbourne FL. The contractor will complete the EOIR installation of the remaining aircraft to in Central and South America.

B. The contractor will manage government property in accordance with appropriate FAR clauses.

C. Written progress reports will be provided at least monthly, delivered within 5 business days of the first day of the month. Progress may be reported weekly via telecom or email until first article testing and installation are complete.

D. Written progress reports will be provided at least monthly, delivered within 5 business days of the first day of the month on all warranty work.

E. The Contractor shall provide a copy of the project schedule and updates as they happen, monthly at a minimum. If the contractor uses MS Project, the update should include the .mpp file.

F. Existing wiring and controls should be used to the maximum extent possible, but if newer technology could result in better performance/reliability or lower life cycle cost then other options will be considered.

G. The contractor will propose solutions for line of sight (primary) as well as beyond line-of-sight communications capability (via satellite or commercial cell tower IP network).

H. Development, Engineering, Modification, Installation, Test and Evaluation, Training will be proposed by the contractor.

I. Cockpit video interface will be included.

J. Operator Station / Control Panel is expected to reside aft of the cockpit with an operator seated behind the pilots. Any operator station or console should consider crash survivability requirements per aircraft manufacturer specifications.

K. System shall be compatible with the existing aircraft hard points, data interfaces, aircraft weight and balance limitations, and use currently available on‐board power sources.

L. The EO/IR video surveillance system (B Kit) and any associated sensor operator equipment shall be easily installed and interchangeable between all R/W aircraft within 2 hours for changing mission requirements, even at night, utilizing flashlights, simple tools and on the ramp (not in a hangar).

M. The vendor provided EO/IR system controls and display shall be Day / Night Unaided capable and night vision goggle compatible.

N. The EO/IR video surveillance system must integrate with the R/W aircraft to minimize mission impacts associated with stability, aerodynamics and drag, airframe and aircraft performance limitations, center of gravity, increased weight reducing payload and range, aircraft and surveillance system vibration, ground clearance, and cabin and occupant space.

O. The proposed system must be designed for helicopter operations in extreme temperature changes and unprepared landing zones per MIL-STD 810G requirements.
