About this file
This document is an Apprenticeship Utilization Certification form from the State of Colorado's Office of the State Architect, specifically for the University of Colorado Boulder. The form is designed for public projects valued at $1 million or more, requiring documentation that subcontractors in trades such as Mechanical, Sheet Metal, Fire Suppression, Sprinkler Fitting, Plumbing, and Electrical participate in registered apprenticeship programs. The certification mandates that participating firms must have a proven record of graduating at least fifteen percent of their apprentices over three of the past five years.
The certification process involves the General Contractor providing supporting documentation from the United States Department of Labor's Office of Apprenticeship to verify the subcontractors' apprenticeship program qualifications. The contracting agency is required to make this documentation publicly available within 30 days of submission. If a subcontractor is found to have willfully falsified documentation or misrepresented their qualifications, the General Contractor may be required to terminate the subcontractor's contract, and the State may initiate debarment proceedings. This requirement stems from Colorado Revised Statute § 24-92-115 and Senate Bill 19-196, aimed at ensuring quality apprenticeship training and workforce development in public construction projects.
