SOUTHwest REGION - williams 5 December 2019
1.1 Scope
The former Williams Air Force Base (AFB) is listed on the National Priorities List (NPL) and has a federal facility agreement (FFA) in place. The sites included in this scope are being addressed under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process unless otherwise indicated. The closed CERCLA sites included in this scope are closed with restrictions and are included in the Five-Year Review for the former base. Institutional Controls (Declarations of Environmental Use Restrictions [DEURs] and Voluntary Environmental Mitigation Use Restrictions [VEMURs]) at the closed sites are monitored by the Arizona Department of Environmental Quality (ADEQ) and the landowner. Copies of the annual DEUR verification letters from the landowner are provided to the Air Force.
In addition to the requirements presented in this PWS, this scope includes the following:
· Well inspection and maintenance for existing wells including wells installed by others under the PFAS program. Provide an annual well inventory/inspection report.
· Installation of additional monitoring wells, if required to fully delineate plume extent.
· Completion of the partial NPL deletion process if not completed under the current contract.
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· BCT teleconferences are currently held monthly to update the technical team and regulators on site status and coordinate document review efforts.
· Currently, twice a year, face-to-face BCT meetings are held to allow for on-site status updates to the technical team and regulators, and to review past field efforts and present future efforts for consideration by the team.
2.6.2 Public Meetings and Hearings
· It is anticipated that RAB will be adjourned prior to the start of the period of performance.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· City of Mesa sewer permit for Class II industrial wastewater discharge from ST012 as needed (City of Mesa Discharge Permit M-5863-0122). Note semiannual reporting requirements specified by permit Part 7A.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· Institutional Controls (Declarations of Environmental Use Restrictions [DEURs] and Voluntary Environmental Mitigation Use Restrictions [VEMURs]) at the closed sites are monitored by the Arizona Department of Environmental Quality (ADEQ) and the landowner.
· Copies of the annual DEUR verification letters from the landowner are provided to the Air Force. The Air Force will provide copies of landowner annual reports to the Contractor. The reports are required by state covenants for applicable sites by respective property owners. The annual inspection report shall be provided or otherwise included in site reports by the Contractor to confirm implementation of environmental restrictions.
· When required, the Contractor shall provide supporting information and technical support to the Air Force for property owner requests to remove restrictive covenants and close out state DEURs and VEMURs.
6.15 Five-Year Reviews
· The most recent CERCLA Five-Year Review was completed in 2017. This TO includes the next two reviews due by 29 September 2021 and 29 September 2026.
· A parallel abbreviated five-year review for non-CERCLA sites will be provided to the Air Force documenting compliance with any monitoring requirements and any land-use restrictions.
