SOUTHwest REGION - norton 5 December 2019
1.1 Scope
The former Norton AFB is listed on the National Priorities List (NPL) and has a Federal Facility Agreement (FFA) in place. A Preliminary Closeout Report was prepared by the United States Environmental Protection Agency (USEPA) in 2006. Records of Decision (RODs) have been signed for all Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites included in this task order and Last Remedy in Place (LRIP) has been achieved for the base.
The sites included in this task order are being addressed following the CERCLA and/or Resource Conservation and Recovery Act (RCRA) processes. One CERCLA site (CG097) has achieved remedial action objectives as specified in the ROD. This contract includes the Remedial Action Completion Report and well decommissioning. One CERCLA site (LF002) is a capped landfill with ongoing post-closure maintenance, active landfill gas venting and landfill gas compliance monitoring. LF002 groundwater monitoring wells are dry and would only be sampled if water is present during annual water level measurements. The Local Redevelopment Authority (LRA) maintains the asphalt cap. The Industrial Waste Line (IWL), an Interim Status RCRA Facility, was closed in-place and applicable RCRA restrictions were included in the transfer deed. Sites WT007, SA017 and DP024 are CERCLA sites that are part of the IWL RCRA Facility and each had applicable RCRA restrictions included in the transfer deeds. WT007 was closed as a CERCLA no further action site as remedial actions were completed in 2004. For SA017, the Air Force has been unsuccessful in achieving site closure without restrictions, thus a Record of Decision Amendment is in process to change the remedy from unlimited use/unrestricted exposure (UU/UE) closure to response complete with institutional land use controls. Also for Site DP024 (AOC-33), which is managed under both RCRA and CERCLA, the Air Force has been unsuccessful in achieving site closure. The Air Force is pursuing a change in remedy from UU/UE closure to response complete with institutional land use controls. An annual inspection and letter report are required to confirm implementation of the RCRA restrictions for the IWL and sites WT007, SA017 and DP024. All other sites included in this task order have achieved Response Complete (RC) with institutional controls (ICs) and Five-Year Reviews as the only remaining requirements. Implementation of approved recommendations from the Fifth Five Year Review (2020) is to be included in this contract.
In addition to the requirements presented in this PWS, this scope includes the following:
· Contractor is responsible for decommissioning wells that are already approved for decommissioning and are listed in Table 2-2 of the Basewide Groundwater Monitoring 2017 Annual Report, Former Norton Air Force Base, available on the reference website (refer to Table 1D, Alternative Endpoints).
· Upon approval of SC for Site CG097, contractor is responsible for assisting the Air Force with NPL delisting.
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· BRAC Cleanup Team (BCT) meetings are currently conducted annually at the former Norton AFB. Periodic technical meetings are conducted as needed by teleconference.
2.6.2 Public Meetings and Hearings
· The RAB has been adjourned and no other public meetings are currently scheduled.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· Base-specific requirements include renewal and annual inspection fees for off-base well permits (P-21992063 and Permit P-21993034) for the San Bernardino County Department of Public Works until which time the wells are decommissioned and LF002 landfill permit fees for the San Bernardino County Department of Public Health.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· The Contractor shall conduct annual inspections and reviews to confirm compliance with all CERCLA and non-CERCLA environmental restrictions associated with the sites. Where possible, the Contractor shall obtain and provide copies to the Air Force of annual reporting required by state covenants for applicable sites by respective property owners. An annual inspection report shall be provided or otherwise included in site reports by the Contractor to confirm implementation of environmental restrictions.
· An annual inspection and letter report are required to confirm implementation of the RCRA deed restrictions for the IWL and sites WT007, SA017, and DP024. The IWL is not listed as a separate site for the purpose of this contract.
· The Contractor shall provide supporting information and technical support to the Air Force for property owner requests to remove RCRA restrictive covenants.
6.15 Five-Year Reviews
· Current PBR contractor is completing the Fifth Five-Year Review due September 2020. This TO includes preparation of the Sixth and Seventh Five-Year Review Reports for Norton AFB due September 2025 and September 2030.
