It also provides 4 example forwarding modeling scenarios. | 171 | 1. Section L, Paragraph 3.4 (c) states that the Offeror is not allowed to submit questionnaires on behalf of POCs/References. In our effort to avoid putting an additional burden on our Government clients and to ensure the appropriate level of response to this solicitation, can Paragraph 3.4 (c) requirement be amended to allow Offerors to submit the previously filled out/existing PPQs to satisfy this solicitation requirement? | 8-Apr-20 | Section L | PPQs are to be submitted IAW Section L. | 4-Jun-20 | |
| 172 | 1. Due to the unknown effects of the COVID-19 pandemic the country is currently facing, contractors are often seeing prime contractors and subcontractors incorporating additional cost in the form of contingency to attempt to manage this unknown risk. As a result, overall pricing may be artificially inflated without being directly tied to an appropriately quantifiable, known risk. In order to keep bid costs down and within budgets and to better manage and allocate this risk, will the Government please consider adding provisions (e.g., FAR 16.203 Economic Price Adjustment) or language to the RFP allowing for the potential recovery for cost and schedule impact arising or related to the COVID-19 pandemic and outside the control of the contractor? The recovery could be via requests for equitable adjustment or issued as a modification to the contract, which will allow for negotiated costs and time impacts after award regarding COVID-19 pandemic impact. These modifications would be based upon actual, reasonably incurred costs to ensure the Government is only subject to actual impacts instead of unknown impacts in the form of an inflated bid price. | 8-Apr-20 | General | Solicitation remains as is. | 4-Jun-20 | |
| 173 | 1. With the rapidly developing situation due to COVID-19, which causes limited staff availability and virtual proposal preparations, would the Government please consider a two-week extension from the April 24 submission deadline to ensure Government receives fully responsive, compliant quality proposals? | 8-Apr-20 | General | Proposal deadline is now 15 June 2020. | 4-Jun-20 |
