SOUTHwest REGION - george 5 December 2019
1.1 Scope
The former George Air Force Base (AFB) is located in the City of Victorville, San Bernardino County, California, approximately 70 miles northeast of Los Angeles. The former base is located in the Victor Valley portion of the Upper Mojave River Basin, on top of the Mojave River Bluffs on the west side of the Mojave River. The former base covers 5,224 acres and was officially closed on 15 December 1992.
The former George AFB is listed on the National Priorities List (NPL) and has a Federal Facility Agreement (FFA) in place. The restoration program at former George AFB is currently managed under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and California State Water Resources Control Board. Regulatory oversight is provided by the United States Environmental Protection Agency Region 9 (USEPA) and the State of California, Regional Water Quality Control Board (RWQCB), Lahontan Region. Remedial activities at CERCLA sites are being performed in accordance with the existing Records of Decision (RODs) for Operable Units (OUs) 1, and 3. Other sites include Non-CERCLA and Military Munitions Response Program (MMRP) sites. Property transfer is expected to be completed by 2024.
In addition to the requirements presented in this PWS, this scope includes the following:
· No additional base-specific inclusions.
Contractors are not responsible for the following:
· Response complete for military munitions surface clearance for MMRP Site XU400. However, LUC monitoring and Five-Year Reviews are included in this TO.
· Disposal of munition debris (MD) stored in 60, 5-gallon buckets in bunker (Building) 753.
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· The BRAC Cleanup Team (BCT) Meetings are currently held on a two to three month basis at alternating locations between Sacramento, CA and Victorville, CA.
· BCT conference calls with the regulatory agencies are currently held on a monthly basis.
· Conference calls with AFCEC are currently held on a biweekly basis.
2.6.2 Public Meetings and Hearings
· The Restoration Advisory Board (RAB) has been adjourned since 2007.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· The PBR contractor will be responsible to obtain/maintain the following permits as needed for the eight SVE systems and for the two Site CG070 monitoring wells NZ-135b/NZ-135c and P-03. The permits are listed below:
i. Mojave Desert Air Quality Management District (MDAQMD), Permit to Operate C008549 for Site ST054 (SS030), which expires 11/30/2020,
ii. MDAQMD, Permit to Operate C008547 for Site ST057 (SS030), which expires 11/30/2020,
iii. MDAQMD, Permit to Operate C009031 for Site ST067b – 250 scfm, which expires 11/30/2020,
iv. MDAQMD, Permit to Operate C010742 for Site ST067b – 500 scfm, which expires 11/30/2020,
v. County of San Bernardino, Department of Public Works, Permit No P-042009033 for monitoring wells NZ-135b/NZ-135c and P-03.
· The PBR contractor will also be responsible for maintaining the following ingress/egress easements for Air Force monitoring wells located on private property. The following is a list of monitoring wells:
i. NZ-49 and NZ-136 with the Helendale 40 LLC,
ii. NZ-50 and NZ-137 with the Camp and Julia Second Family LTD,
iii. NZ-24 easement to be established under current PBR by end of POP,
iv. NZ-36 easement to be established under current PBR by end of POP,
v. NZ-39 easement to be established under current PBR by end of POP,
vi. NZ-72 easement to be established under current PBR by end of POP,
vii. NZ-93 easement to be established under current PBR by end of POP,
viii. NZ-97 easement to be established under current PBR by end of POP,
ix. NZ-98 easement to be established under current PBR by end of POP,
x. NZ-99 easement to be established under current PBR by end of POP,
xi. NZ-101 easement to be established under current PBR by end of POP,
xii. NZ-102 easement to be established under current PBR by end of POP,
xiii. NZ-103 easement to be established under current PBR by end of POP,
xiv. NZ-105R easement to be established under current PBR by end of POP.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· No State of California executed land use covenants (LUC) exist at the former George AFB.
6.15 Five-Year Reviews
· The Final Fourth Five-Year Review was issued on 30 September 2016. The Fifth Five-Year Review will be due by 30 September 2021 and is included in this TO. The Sixth Five-Year Review due by 30 September 2026 is also included in this TO.
