CONSOLIDATED QUESTIONS FOR POSTING

9/8/10

1. Exhibit 15 contains Patrol Vehicle Requirements. What is meant by the third vehicle- *Other?

Ogden – Same as the other two vehicles.

2. Exhibit 15- to accurately price in vehicle costs to include gasoline and maintenance, what is the estimated monthly/annual patrol mileage based on historical data for Vehicles 1 and 2?

Ogden – Approx. 3100 miles each vehicle per month.

3. Attachment 2, Post Assignment Records, lists an on-site Supervisor (Captain). This position is not listed in Exhibit 2, Post Location and Productive Hours. Is this position the same as the Project Manager?

Ogden - Yes

4. Attachment 2, Post Assignment Records, Post 17 Scowcroft Bldg Interior/Exterior Patrol, lists post hours as 24 hours per day/5 days per week. Exhibit 2, Post Location and Productive Hours, indicates this post as 21.5 hours per day. Please clarify!

Ogden – 21.5 hours per day / 5 days per week

5. Exhibit 2, Post Location and Production Hours, utilized 52 weeks (364 days) in calculating post annual hours. Attachment 2 correctly used 365 days.

Ogden – 365 days

6. Q&A 2.2- Does the 7 minutes refer to average walk time only per Ogden post since Q&A 2.3 states that “The IRS is not requiring a formal muster” at Ogden? In other words, please verify guard mount not required at Ogden.

Ogden – No formal “daily muster” of the guards.

7. The solicitation CLIN’s for Emergency/Additional Guard Services to be used on an as needed basis asks for an hourly rate. However underneath it has blanks for both Guard I and Guard II in dollars per hour. Do you want billing rates listed in the Guard I and Guard II blanks for the appropriate pay level, and then a “blended” billing rate in the Unit Price Column that encompasses both? How should this CLIN be addressed?

Guard I position has been eliminated. Only the Guard II position applies. The pricing schedule has been revised and shows the Guard I and Guard II deleted.

8. Exhibit 19, Federal Holidays List, lists ten (10) holidays for each year and the contractor is directed to verify the dates and coverage required. However, Attachment 4 for Ogden, Utah contains Wage Determination2005-2531, Revision 10, that lists eleven (11) holidays and includes Good Friday, which is not listed in Exhibit 19. Please verify that for pay purposes the contractor must pay these eleven (11) holidays from the Wage Determination, but the manning requirements for Good Friday may vary for Good Friday.

Ogden – Only 10 Holidays

9. Attachment 2, Guard Post Assignment Records shows Post 1 as the On-Site Supervisor (Captain) working from 0800-1600 weekdays, 2080 hours per year. There is no corresponding post in Exhibit 2, Post location and productive hours listing. Please verify that this Post 1 On-Site Supervisor must be manned and is separate from Post 2, the 24 hour Shift Supervision post.

Ogden – Post #1 is applicable & Post # 2 covers Swing Shift & weekends

10. It appears the Exhibit 2 Post listing utilizes a 52 week year in calculating annual hours for each post (i.e. 24 hours a day, seven days a week = 24 hrs x 7 days/week x 52 weeks = 8,736 hours) while the Guard Post Assignment Records utilize a 365 day year in calculating annual hours for each post (i.e. 24 hours x 365 days = 8,760 hours) Which methodology do you want us to use in our rate calculations to insure you get an “apples to apples” comparison?

Ogden – 8,760

11. The contractor is responsible for providing relief for mandatory Dept of Labor rest breaks and lunch periods. Exhibit 2 shows the Twin Rivers guard (Post 34), Scowcroft Building guard (Post 17), Dossier Building (Post 36) and the ARKA Utility Rover (Post 8a) all as “NO” under the Relief Required Building. Yet all these same posts in Attachment 2 state “Will not leave post unless he/she is properly relieved”. Please clarify whether these posts require a separate relief officer, or are they self-relieving?

Ogden – no relief required, these are “roving” Posts.

12. On page 29 of the solicitation, by item (9) it states that in the proposal the offeror must provide “Acknowledgement of Solicitation Amendments” Even though the postings on Fed Biz Ops on 23 JUL 10 and 18 AUG 10 were noted as Amendments #1 & #2, respectively, and the contract personnel have alluded to the issuing of amendments, is it not true that the posting on 18 AUG was, in effect, a new revised solicitation, leaving no formal Amendments to acknowledge at this time?

Procurement posted formal amendments (SF30s) in FBO on 9/2/2010.

13. On page 26 of the RFP under Proposal Preparation Instructions, VOL I Technical Proposal, it is stated at the end of the 2nd paragraph: “The following factors are qualifications, staffing plan, phase-in, past performance, transition plan and price.” Is price really supposed to be a part of the VOL I Technical Proposal?

Price has been removed.

14. Similarly, under 52.212-2 Evaluation-Commercial Items starting on page 33: just before Section A- Qualifications on page 34, it states: “The Technical Proposal shall contain the Offeror’s qualifications, plan of accomplishment, phase-in, past performance, transition plan and price information.” Then subsequently on page 38 is section “F. Price.” Since on page 26 it lists VOL II as the Business (Price) Proposal, separate from VOL I-Technical Proposal, why is price information mentioned in these two places noted above under the Technical Proposal? Is there a requirement to discuss/show the derivation of pricing in the technical proposal? Please explain.

Price has been removed from FAR 52.212-1 “Instructions”. However, “F. Price” under FAR 52.212-2 “Evaluation” will remain.

15. RE: Performance Work Statement, section 3.8, “If the Contractor retains prior officers who worked for the incumbent Contractor, the initial training is required.” Is that statement accurate?

Fresno – All existing Officers are current on training and I do not believe re-training would be necessary. All state licenses would still be valid. Training would be required for new guards only.

Ogden – new State Certification criteria to be released in Dec. 2010.

16. In reference to Fresno CA CBA (Attach 3 and 3a) it does not specify the total hours authorized for vacation or sick leave, or the holidays allowed to each employee. It does however mention in the Supplement, page 5 “The vacation, holidays, sick leave, bereavement leave, jury duty and other benefits …shall be specified in the ITPE Annual Benefit Plan.” This document is not provided.

Current CBA would be rolled over and re-negotiated at time expiration of CBA 8/31/2012.

17. It also makes reference, page 5, to the “The Company shall contribute to the ITPE Annual Benefit Fund the sum of $4.05 per hour…” Will this take the place of any authorized and otherwise paid (by the contractor) vacation?

This will not take place.

18. Exhibit 6 & 7 - Is there state mandated training for the state of Utah in addition to the 38 hours of contractor provided training and 8 hours of government provided training?

Ogden - Yes

19. Exhibit 6 & 7 - What portion of the initial 38 hours of contractor provided training and 8 hours of government provided training can be done via On the Job Training (OJT)?

Fresno – 4 hours

Ogden - None

20. Exhibit 7 - Is the 8 hours of government provided training required for initial training only, or is it required annually as well?

Fresno - Initially

Ogden - Annually

21. Exhibit 6 - Is the 3 hours of Firearm instruction inclusive of range time to perform weapons qualification?

No

22. There is a contradiction to whether the contractor or the government is responsible for the costs of government requested drug screenings. SOW Page 24 of 33 6.4.1.4 “The Contractor is responsible for all costs associated with obtaining the medical evaluation and drug screening for each contract employee, with the exception of Government Requested Drug Screenings as described below.” SOW section 6.4.6.2 GOVERNMENT REQUESTED DRUG SCREENING “The Contractor shall bear all expenses relating to drug testing for employees.”

Contractor bears all costs

23. How many weapons issue points are there at Ogden, UT?

5 issue points.

24. Are gun safes provided at each weapons issue point?

Fresno - Yes, provided by contractor Ogden – 2 safes & 3 lock boxes

25. Can guards eat while on post?

Refer to post orders

26. Exhibit 15, 3. Vehicle Requirements shows 2 vehicles 24/7, and 1 Other, but the *Other is not specified in *4. Is another vehicle required?

Ogden – Yes - Mid to Full-size truck

27. Exhibit 1 & 2 “Walk Time – Fifteen-minute breaks for each 8 hours worked and walk time to posts shall be the responsibility of the Contractor and not the Government.” At the Ogden, UT site where there is not a CBA, Fair Labor Standards Act does not require paid breaks, and Utah state labor law does not mandate a paid break for either rest or meals, is a paid break a requirement of the IRS and this contract?

Fresno – Must provide.

Ogden - No

28. Page 35 of 64 of the solicitation, A. Qualifications “the offeror shall provide…evidence that the proposed Contract Manager (Corporate Management Oversight) is trained and has sufficient experience…” Page 38 of 64 of the solicitation, Section E. Transition Period. The chart shows: Person Performing the Function of Project Manager On-site Supervisor (should read Contract Manager) Onsite Supervisor and Project Manager are the same

29. SOW section 6.2.1 Contract Manager “The contractor shall furnish a Contract Manager that meets the qualifications set forth herein” Please clarify if Project Manager and Contract Manager are interchangeable terms, or if these are separate positions on this contract.

These are separate positions. There will be a non-uniformed Project Manager /Site Supervisor onsite daily. The Contract Manager will be non-uniformed and will be shared between the two sites. Time allotted to each will be based on need.

30. Is a Contract Manager required at each of the two locations, Fresno, CA and Ogden, UT?

This position works between the two sites.

31. Is the On-site Supervisor from Page 38 of 64 of the solicitation, E. Transition Period Chart the same as the shift supervisor post from Exhibit 2?

Ogden – Post #1- Onsite Supervisor (Captain) is not to be confused with Post #2 Shift Supervisor.

32. SOW section 4.11.2 “The contractor shall be responsible for parking fees and/or arrangements for security officers at certain downtown posts where parking is not available.” Is free parking available at all locations on this contract? If not, could you provide an estimate of parking fees incurred in the past year by the current contractor?

At this time the parking is free on IRS space. However, in the event we do not have enough parking for our employees – the free parking would be withdrawn. I cannot determine what the city rates would be – research for parking rates through city.

33. SOW section 6.4.1.3 Medical examinations are valid for a period of 3 years from the date of issuance. Please provide a list of when each employee’s medical examination will expire.

All must have medicals at time of award.

34. Please clarify if resumes of Shift Supervisors is required, there is contradiction between the Proposal instructions and the statement of work. Page 35 of 64 of the solicitation, A. Qualifications “A Key Personnel Resume will also be provided for the proposed Supervisor(s).” SOW section 6.2.2 SUPERVISORS states “A Key Personnel Resume shall be completed for each supervisor within 7 workdays after award of the contract…”

Supervisory positions will be selected after award of contract and approved by COTR. Program Manager and Contract Manager must be included in proposal.

35. If Shift Supervisor resumes are required, are they including in the 50 page count limitation?

Shift Supervisor resumes are not required with the proposal.

36. Page 35 of 64 of the solicitations states “A Key Personnel Resume will be required for the offeror for Company executives, personnel referred to elsewhere as the contract manager or corporate management oversight.” Please clarify if resumes are required for both Contract Manager position and other/all Company Executives, or if the Contract Manager is the company executive.

The executives must be submitted along with the Project Manger and Contract Manager.

37. How many unfilled FTE open positions are there in Fresno?

10 at this time

38. How many unfilled FTE open positions are there in Ogden?

None

39. What is the average time from submittal of security clearance paperwork to granting of security clearance and approval to work on the contract?

4 months approximately

40. In the PWS 6.2.2.5 Administrative Duties: In summary it states that the Administrative Duties shall not be performed by an on-site supervisor or guard. Can this be changed to shift supervisor, since we interpret the on-site supervisor as the Project Manager?

Administrative duties shall be done by the Project Manager, Contract Manager or Administrative Assistant.

41. The definitions and/or descriptions for supervisory positions (Contract Manager, On-Site Supervisor, and Shift Supervisor) are ambitious. By reading the PWS, the Post Orders, and the Exhibits the duties of the supervisory positions cross over each other as they are referenced. Can the definitions or job descriptions be given a little more clarification.

Contract Manager – oversees contract and has the authority to make decisions at a Corporate level. The Contract Manager will be responsible to oversee and visit both sites as necessary.

Project Manager – is onsite and manages the day-to-day operational issues. Non-uniformed. He can act for the Contract Manager is his/her absence. Has managerial oversight for all shift Supervisors and guards. Each site will have it’s own Project Manager.

42. Is the CM required to be located at one site or the other?

The CM should be on one site or the other providing oversight to the Program Managers and should spend time at both locations.

43. Is an Administrative Aide and Project Manager required at both locations?

Yes

44. Vehicles – for Fresno, it does not state that the vehicle have an overhead light bar & spot light, however, it Ogden vehicle does have this requirement. Does the Fresno vehicle have the same requirement?

YES

45. Is there a preference or requirement for the size/capacity of the truck required for the Fresno vehicle?

NO size requirement only preference of mid-full size truck.

46. Ogden does not specific a truck.for vehicles 1 & 2- Is there a preference or requirement for the vehicles at Ogden?

Ogden - Mid to Full-size truck.

47. Exhibit 14 2. States that the Fresno vehicle have a minimum of ten (10) fire extinguishers but does not specify the size. The Ogden vehicle requires one (1) 10-15 pound fire extinguisher. Does Fresno vehicle actually require ten (10) fire extinguishers, or just one (1) 10-15 pound fire extinguisher?

TYPO – need one only – same as Ogden

48. In addition to the Medical Examination, are officers required to undergo any type of physical fitness or agility test for suitability?

Not at this time.

49. Are officers required to wear concealable body armor/vest, and if so is it a part of the standard issued gear.

Fresno – NO

Ogden - No

50. Does the IRS restrict the use of Contractor-issued intermediate weapons such as batons, pepper spray, handcuffs, etc.?

Fresno – gear should follow guidelines in PWS.

Ogden – Guidelines stated in the PWS.

51. Will the new contractor be responsible for the transition training of retained incumbents from the .38 cal to the 9mm. If so is the goal to do this during the transition? If FPS standards are to be met before startup does that include incumbents?

Yes

52. Are companies bidding required to poses a facility clearance?.

No

53. For pricing purposes can you provide the number of buildings where weapons are stored and the total number of clearing barrels. What are the requirements for temporary facilities such as Tulare?

Fresno - 5 sites with safes and clearing barrels.

Ogden – 5 barrels / weapons stored in 5 buildings.

54. Are the clearing barrels the property of the IRS or the Contractor?

Ogden - IRS

Fresno – they are IRS property and would remain.

55. Post information is provided in the Post Assignment Records, however, can you identify if any posts are manned by multiple Officers simultaneously?

Fresno – 4B Line 7 and Post 7 Line 12 and 13, are double coverage.

Ogden – Posts # 4 & 5 and Posts # 11 & 12

56. Fresno Post Onsite Supervisor (Captain) - is this post in addition to the Contract Manager?

No, this is the Project Manager. The post order will need to be updated to reflect this and reflect that this position is unarmed.

57. Under the first paragraph of the RFP “Requirements” it states the transition period will be 5 (five) days prior to the end of the current contractor’s contract. Presuming a new contractor is selected, that contractor would have to provide all uniforms, weapons, vehicles and duty gear in 5 calendar days. Is IRS authorizing “pre-award” contact by any “finalists” in the proposal process with the Union (at Fresno) and individual officers (Ogden), as it will take a number of days to simply obtain sizing information from incumbent employees, and place orders with uniform and equipment vendors and several days to obtain delivery. Additionally, vehicles require modification to meet RFP requirements; will the prevailing contractor be allowed to begin service with vehicles that are not fully outfitted to contract specifications, since purchasing fully outfitted vehicles prior to contract award is beyond the means of 8(a) contractors to do on a speculative basis? In view of the above, is 5 (five) days a realistic transition period?

Yes, we believe that 5 days is realistic for the transition period. Once an award is made then the “awarded contractor” can have two weeks to gain the uniform information and outfit vehicles. It is recommended that the awarded contractor use a sign-up sheet for gaining uniform sized at roll-call or the location where the officer signs in for duty.

58. Section 7.3.2 states: “The Contractor shall provide Additional Guard Services (AGS) as requested. AGS ordered during a twelve (12) month contractual period can average and may not exceed 2,000 hours (maximum) and the negotiated hourly rate for the base period and option year's one through four shall remain the same.”

We are in agreement and don’t see this as a question.

59. Section 8 covers adjustments. If the facility is closed, by declaration of a holiday by the President, or by inclement weather, electrical failure, or for other reasons, are deductions made to the contractor’s invoice?

Common practice is the guard never leaves. Unless there is a major emergency that would “require” him to leave then the hours would just be banked. The payment for the month would not change but the hours would not be deducted from contract hour balance for that period.

60. Specifically in the event of a President-proclaimed holiday, is the contractor reimbursed as if there were no holiday (and thus obligated to pay staff who would have been scheduled to work that “day” as if they worked?

The IRS sees this as another CBA Issue for Fresno and for Ogden, if they are not working they do not get paid.

61. Para 4.11.1 states the contractor shall be responsible for parking fees and/or arrangements for security officers at certain downtown posts where parking is not available. Can the IRS provide the posts where parking is paid by the contractor and the current fees or provide a point of contact where that info can be obtained?

Fresno – at this time we were able to negotiate them using IRS parking for free, however, this is the responsibility of the bidding contractors to contact the city government of Ogden to obtain this information.

62. Post 4B: You state that relief is required for these posts; California Labor Law states that a break is not required if the total time worked per day is less than 3.5 hours; it appears that this post’s duration for both officers is only 3.0 hours. If these posts are combined with other posts and the total exceeds 3.5 hours, then the relief would be charged to the other post but not to both. Please clarify why a break would be required for these two officers?

Fresno: This post goes provides breaks for fixed posts.

63. Please confirm that no relief is required for posts 17 – 31

Fresno: Confirmed. These posts are “always on duty” posts.

64. Note: The Fresno CBA has yet to be distributed; if there are more than 10 holidays authorized therein, then 250 day multiplier for 5 day posts would change to a lesser number if the 5 day posts are not staffed on the additional holidays.

Fresno: The Union gives 2 extra paid holidays at the end of the year to all guards. The actual numbers change each calendar year – but the total number of hours to be covered for a given post are what is to be covered.

65. Will the Government provide the required time period for Guardmount?

Fresno Response: This is covered by the contractor.

66. Will the Government provide a roll-up of estimated walk times between posts at each facility to aid the contractor in pricing?

Fresno Response: Approximately 5-6 minutes.

67. What is the specific level of clearance required as listed in SOW 6.5? Is it a Secret clearance or a Public Trust requirement?

Fresno Response: Moderate Risk.

68. To assist the contractor in pricing the number of weapon storage containers required will the Government furnish the number of weapon issue sites for Ogden, UT?

Fresno Response: There are a total of 5 Fresno sites that would require weapon storage containers.

69. SOW 3.15 “The Contractor shall ensure that all Contractor employees maintain a near appearance in accordance with DHS FPS Policy Handbooks PBS P 5930.17C, Chapter 22, Grooming, Uniforms, and Awards.” Please provide this handbook and detail which type of uniform is required.

DHS FPS Policy Handbook has been eliminated from this contract. Please refer to Federal Protective Service, Security Guard Informational Manual for guidance. Manual posted on Fed-Biz Ops.

70. What is the standard or average Guard Mount time for each site

Average guard mount time is seven (7) minutes to and 7 minutes from (14 minutes total).

71. What is the standard or average Walk time from the weapons issue point to each post by location?

Average guard walk time is seven (7) minutes to and 7 minutes from (14 minutes total).

72. SOW 5.14 “Guard office and office equipment, as available and as deemed necessary” Is an office with office furniture available at each location Fresno, CA and Ogden, UT? Is Internet connectivity provided by the IRS?

Internet accessibility is provided. Internet is paid for by the Contractor. Contractor is provided an office with furniture and cabinets.

73. Can the IRS provide a seniority list for determination of vacation requirements?

Provided upon request after contract award.

74. Should actual work days in each calendar year be used for determination of productive hours? Exhibits 1 & 2 calculate hours based on a 52 week year, but do not decrease hours due to holidays or, in the case of mon-fri posts, for the number of workdays in a specific year.

Post assignments have specified annual hours

Productive hours are set hours.

75. Exhibit 6 & 7 - Are incumbents who are hired on required to go through all hours of initial training?

Training would be required for all guards.

76. Can the Project Manger and Contract Manager, in addition to the Administrative Aide, be allowed to perform Administrative Duties? The Contract Manager cannot be in Ogden and Fresno contemporaneous, therefore, wouldn’t it make sense to allow the P.M.(who is physically located at each site) and the C.M., both the ability perform Administrative Duties (change, update, fix work schedules, payroll & timecard processing/corrections, schedule training/testing, calling in personnel to cover posts, sick calls, QC, etc…)?

Yes, the Project Manager, Contract Manager and the Administrative Aid, may perform Administrative duties. Yes, the Contract Manager will have to share his/her time between the Fresno and Ogden Site. The intention is to prevent any “armed” guard from performing administrative tasks.

77. THE PWS requires the contractor to do the following within 5 days:

Existing guards to qualify with a 9mm on the new Federal Pistol Course

Take and pass the IRS written test

Take and pass the new medical exam

Take and pass a drug screen

Go through the IRS orientation

Additional training as needed

Have all contact required duty equipment and uniforms fitted, delivered, and in use

Have all contract required equipment (Vehicles, Carts, Computers, etc) purchased, outfitted, and delivered.

There will be a 30 day transition period in order to facilitate these needs.

78. This is a very hard time constraint. Since the current officers have to continue to provide security while this transition is ongoing, can additional time be allowed for the transition such as 30-60 days?

There will be a 30 day transition period.

79. Request clarity of terms and which key personnel require each? resumes for proposal. The PWS defines a Contract Manager and a Project Manager and the Ogden Post Orders lists the lead Supervisor a Captain as the Contract Manager. Is the desire of IRS to have an overall Contract Manager for the Contract and a Project Manager for each location? Are we to submit with our proposal resumes for

Resumes should be submitted for the Contract Manager (shared for each site), Project Manager (one physically located at each site). Shift Supervisory positions will be selected after award of contract and approved by COTR.

80. The proposal includes a prime contractor and a subcontractor do we need to submit three (3) past performance documents for each or three total?

Yes, if applicable three past performance documents should be submitted for the prime and the sub.

81. Candidates submitted to the IRS for clearances are they adjudicated favorable or do they receive some other clearance and if so what type?

The awarded company personnel will be submitted. Temporary clearance will be provided in the interim by the COTR for managerial positions. Security Officers will not be allowed to work on the contract until Moderate clearance is received favorably.

82. Is there a specific height weight requirement or standard that the contractor must adhere to?

See Medical Standards in PWS, weight must be proportionate to height.

83. Regarding the Evaluation Criteria – will a competitive range evaluation process be used?

Refer to F. Price under Clause 52.212-2.

84. Exhibit 14 calls for a 4-wheel motorized scooter or cart. Can this vehicle be electric, or is there a requirement that this be a gas vehicle?

Fresno - No specific requirement listed. This vehicle is to be used 24/7 to rove the Butler Campus parking areas.

Ogden – Not Applicable.

85. What are the monthly parking costs per vehicle?

Fresno – At this time there are no charges to the contractor for parking at the downtown locations. However, parking is becoming scarce. In the event parking becomes an issue and the contractor is no longer allowed to utilize free IRS parking the contractor will need to pay for public parking. Internet research may be utilized to research this subject.

Ogden – Currently N.A. in Ogden.

86. Paragraph 3.8 of the PWS states in part, “If the Contractor retains prior officers who worked for the incumbent contractor, the initial training is required.” Does this refer to all training to include basic, IRS provided orientation and weapons training? In other words, all incumbents must be totally retrained? Please clarify.

According to 3.8 yes, all must be retrained.

87. Do all posts requiring relief also require a separate relief officer on all shifts and also weekends and holidays, or can the hours with minimum activity be self-relieving?

Activity does not dictate post requirements as outlined by IRS. No post listed as requiring relief, is self relieving. Therefore, a relief officer must be provided as stated in the PWS.

88. The conflict that arises comes at page 36 of the PWS, Phase-In, which requires that “the offeror shall provide a plan of accomplishment demonstrating projected schedules for acquiring the follow prior to start up: (a) required licenses and permits; (b) staffing, (c) equipment; and (d) training.”

a) Does the Phase-In period begin on the day the contract starts and for up to 90 days and managed by the incumbent contractor?

Fresno – Procurement to respond. Yes, the phase in period begins the day of contract award and will not be managed by the incumbent contractor. There will be a 30 day transition period for the contractor to have all requirements in place.

b) Is the Offeror expected to coordinate the plan of accomplishment with the incumbent prior to submitting it as part of its proposal?

No the plan of accomplishment cannot be coordinated with the incumbent contractor prior to submitting as part of its proposal.

c) Does the Offeror prepare its Phase-In plan of accomplishment based on its own phase-in experiences and without reference to the incumbent contractor requirement above?

Yes based on its own phase-in experiences, which shall be clearly defined.

89. Phase-in Transition: For the Phase-in period, please define:

i) Start day –

Fresno – contract award date.

Ogden – Concur

ii) Number of days

Fresno -30 day phase in

Ogden - Concur

Fresno New contract awardee.

Ogden – Concur

v) Is the Phase-in period part of (within) the Transition Period?

i) Start day

ii) Number of days

iii) Key actions to occur during the period

iv) Responsible party: Incumbent, New Contract Awardee, and/or Both
