1) Attachment 1, Post Assignment 17, Tulare. Point 26 says security officer can provide his/her own relief for breaks. How is this possible when Point 23 says there shall be no eating or drinking at posts?
Point 26 states “Security Officer can provide his/her own relief for breaks and lunches, but must remain on the premises.”
Point 23 states “Eating, drinking, sleeping, smoking, reading of personal material, and making personal telephone calls will not be allowed while on duty at post.”
The officer cannot leave the site but when breaks are taken the post shall be occupied by a relief guard.
2) Exhibit 1, Post 17, Tulare. The schedule indicated an 8 hour shift and an 10.5 hour shift. How is staffing handled with breaks, overtime, and travel by the current contractor?
This is the responsibility of the current contractor and is proprietary information.
3) FedBizOps posting 8/18/10. I’m confused over the Past Performance Questionnaire. Does the IRS want the offeror to send the questionnaire to the referenced contracts, received the completed questionnaire back and enclose it in the Past Performance?
Addressed in Amendment 0006.
4) PWS 4.15. “The request for background investigation and completed forms shall be submitted to the COTR 40 days prior to employment.” A five-day transition does not provide enough time to comply with the 40 day requirement. How does the IRS plan to accommodate this requirement. When is the expected award date for the contractor to be able to begin the hiring, training, qualifying, physicals, to allow the contractor to provide a list of employees for the COTR to start the background checks.
The Contractor shall provide to the COTR, one Form I-9 Employment Eligibility Verification, and one Form 13340 Disclosure and Authorization Pertaining to Consumer Reports Pursuant to the Fair Credit Reporting Act for each contractor and subcontractor personnel proposed to work on the premises under this contract. Cases will be opened via ABIS by COTR (using basic information – name, date of birth, place of birth, home address, telephone number and applicants email address). Applicants will be invited into ABIS via email by Personnel Security to complete their NBIC background application electronically. Applications will be transmitted electronically and hard copies of the signature pages will be mailed or faxed to NBIC with original signatures. The request for background investigation and completed forms shall be submitted to the COTR within 2 days of being awarded the contract. Contract guards cannot began work until background clearance has been attained from security, this also includes all guards hired after the award of the contract.
5) At Fresno, during the walkthrough we noticed a safe in the Butler Building. Does this safe belong to the incumbent contractor, as was sort of implied by the tour? How many sites in the Fresno currently use safes for the storage of weapons.
See PWS 4.2.5
The Contractor shall provide safes/vaults for the storage of firearms and ammunition for each location where firearms are issued or exchanged. Safes/vaults must meet Agency requirements and be approved for the storage of firearms and ammunition. The COTR is responsible for approving the safes/vaults prior to usage… 6) Please clarify if the above referenced bid for security services has been cancelled. It is unclear as to if the whole solicitation has been cancelled.
The solicitation has not been cancelled. Attachments to Amendment 0005 were cancelled and reposted the next day.
