About this file
This is a Technical Specifications Addendum document for the CVG Centre Roof Replacement & Fall Protection project issued by the Kenton County Airport Board (KCAB) in Kentucky. The project involves design-build roof replacement in an occupied public building with the replacement of four existing roof types: modified bituminous membrane roofs, ballasted single ply membrane roofs on tapered insulation, and associated roof systems on varying structural substrates. The scope includes removal of existing satellite dishes, site restoration, fall protection installation, and lightning protection restoration. A pre-bid meeting and site visit was held on August 21, 2025 at CVG Centre, with questions due by August 26, 2025 and answers posted by August 28, 2025. Bids were required to be received by September 4, 2025 at 2:00 pm. The prime roofing contractor will serve as the single point of responsibility for all work elements including roofing replacement, fall protection systems, and lightning protection work.
The technical specifications detail roof replacement methodologies for EPDM and modified bitumen assemblies, with new roofing to meet ASCE-7 wind uplift requirements and polyisocyanurate insulation to achieve R-value 30. Unit pricing is required for drain replacement, wood blocking per board foot per inch, and wet insulation replacement per square foot per inch. A 20-year full system warranty with no dollar limit is mandated. The project includes professional safety engineering design services provided by LJB Inc., encompassing site investigations, structural analysis, construction documents with Kentucky PE stamp, and construction period services including three site visits and commissioning/certification. The design phase is anticipated to take four to six weeks upon authorization, with additional design services subject to change orders. Cost estimates and submittal reviews are included in the construction period services scope.

The proposed solutions are based on a site walk that occurred on August 5, 2025. We expect minor modifications to the solutions based on more detailed field observations and information obtained from the original building design drawings. Any major deviations from the layout may result in additional scope of work or a change-order.
By abating this list of fall hazards identified in the fall hazard risk assessment, CVG will be greatly reducing the roof fall hazard risk at CVG Centre.
Scope of Work – Design Services The scope of work during the design process will include the following professional safety engineering design services:
Review available reference drawings for these areas.
− LJB will review the existing building drawings obtained to date and will request any additional drawing information that is needed.
Complete site investigation
− Perform the field work necessary to design the fall protection solutions.
Conduct analysis of existing façade access stanchions. LJB will require roofing be cut away to see stanchion connections at multiple locations before design can take place.
Load testing may be needed depending on structural connection type.
− In the event that the stanchions themselves are not adequate, LJB will design a replacement system to provide the required façade access coverage.
Complete the abatement design.
− Finalize the layout and details for the planned method to achieve compliance with current OSHA regulations (effective January 2017).
− Complete the structural engineering design for the fall protection and façade access solutions.
Perform a structural analysis for the components supporting these abatement elements to determine if any overstress occurs as a result of the new work.
Develop construction documents with PE stamp for the state of Kentucky.
− The drawings will contain sufficient information to produce shop drawings for the fabrication and installation of the new fall protection systems where applicable.
− Where appropriate, such as with a standard swing gate, manufactured items will be denoted with a specific product.
− Where roof penetrations are required, LJB will provide a flashing detail for repairing these penetrations to maintain existing roof warranties.
− The drawings will not show detailed information regarding the existing conditions in the area.
− LJB will provide a cost estimate for the installation of the complete design.
Conduct review meeting with CVG personnel.
− Design comments will be discussed in this meeting.
− Updated construction documents will be provided based on the comments discussed, if necessary.
The start of the project will include a design kickoff meeting with CVG and LJB representatives. Additionally, LJB will participate in scheduled design meetings with CVG throughout the design process.
Scope of Work – Construction Period Services
Construction period services are important to ensure the installation is in conformance with the design documents. It provides the commissioning, also sometimes referred to as certification, that the project is completed, and the fall hazards are abated as planned.
This scope will include the following professional safety engineering services for CVG Centre.
Attend pre-construction meeting for the project.
− LJB engineer familiar with design documents will participate in the pre-construction meeting.
− Review design documents with the selected contractor.
− Discuss any existing conditions the contractor has observed that may impact the proposed abatement installations.
− Address any questions related to the design documents.
Perform submittal reviews.
− Contractor to submit fabrication drawings and product layout drawings with specifications.
− LJB will review for conformance with the design documents and provide a response in a timely manner.
− LJB will evaluate proposed alternatives that provide equivalent protection for conformance with the design intent.
Provide written responses to contractor Request for Information (RFIs) and other questions as they arise.
− Contractor to submit RFIs to LJB for review and to receive a written response.
− As needed, LJB will coordinate discussions to address any questions or concerns.
On-site review to verify the installation conforms with the design documents.
− Based on both phases being installed by a contractor as one project, we have included three (3) site visits at various stages of completion including a final punch list on the last visit. Additional site visits may result in a change-order.
− Where there are connections that require penetration in the building envelop, LJB may conduct an on-site review prior to the work being covered by roofing, flashing or other materials.
Prepare a commissioning record
− To document that the fall hazard risks have been abated in accordance with design intent, LJB will provide a certification and commissioning record for the installation.
For any active fall protection systems, this record will serve as the certification documentation and document the design, fabrication, installation, and use of the systems.
− The record will include:
» Brief summary report providing an overview of the project and results
» List of any outstanding non-compliant items and the plan to resolve them
» Description of the owner’s project requirements
» Basis of design
» As-built design documents
» Fall protection product submittals
» Test procedures with results (if applicable)
» Issues log
» Records from on-site visits and meetings
» Use and rescue procedures and training documentation
Fee & Schedule Based on the outlined scope of work, LJB proposes to provide these professional safety services for the fee outlined in the table below, including expenses.
