About this file
This is a time extension request document submitted by Walton County Engineering to the Florida Department of Transportation regarding the South Walton County Multi-Use Trail Project (Grant #453227-1-54-01). The project, known locally as the Mack Bayou Road Pedestrian Improvements Phase I, involves constructing an approximately 10,845 linear foot multi-use path from Monarch Drive to Harborview Road in Santa Rosa Beach, Florida, including milling and resurfacing of the existing roadway. The project is currently in the design phase at 60% completion and has been subject to schedule delays. Walton County has requested a 12-month time extension, with the new completion target date of October 31, 2025. The original contract duration specified 180 days for substantial completion with an additional 30 days for punch list items.
The delay in project advancement stems from coordination efforts between Walton County and a nine-acre private development parcel within the project limits. The developer's existing Development Order required construction of a 5-foot sidewalk along the property frontage; however, Walton County has been pursuing an amendment to allow the developer to construct an 8-foot multi-use path in lieu of the narrower sidewalk to ensure design consistency throughout the corridor. This amendment process through the County's Planning Department has extended the design timeline, subsequently delaying the construction schedule and procurement activities. The project is funded through a State Funded Grant Agreement with the Florida Department of Transportation and requires contractor pre-qualification in multiple work classes including drainage, flexible paving, grading, and sidewalk construction. Bid responses are due February 25, 2025, with liquidated damages assessed at $2,667 per calendar day for failure to meet completion deadlines.

Good Morning Maria & Meghan, Please see attached the time extension request for the following grant project. The project status and reason for delay is provided as follows:
1. 453227-1-54-01 South Walton County Multi-Use Trail Project Current Status: : This project is currently under design (handled under the County’s TWO called Mack Bayou Road Pedestrian Improvements) at 60% plans development.
Reason for Delay: There is a nine-acre vacant parcel of land located within the project limits that currently has a Development Order approval from the County. The DO stipulated that the Developer construct a 5’ sidewalk along the frontage of the parcel to meet minimum Land Development Code requirements. In an effort to avoid a segment of narrower path in the final product, the County has been coordinating an amendment to the DO with the Planning Department to allow the Developer to construct their portion of an 8’ multiuse path in accordance with the plans Walton County is currently designing in lieu of the 5’ sidewalk shown in their DO. A preliminary agreement has been reached and the amendment is currently going through the County’s process to reflect this change and properly account for the cost associated with the wider multiuse path. This process has delayed the design effort. The funding contract with the Department is for the construction and CEI phase of this project. Therefore, since design has been delayed, the schedule for construction activities and procurement has also been pushed back.
Extension Length Requested: 12 months (due to extension options, we choose October 31, 2025)
Please let me know if you need any additional information. Thank you so much for your assistance in this matter!
