About this file

This document is a time extension request from the Florida Department of Transportation (FDOT) for the South Walton County Multi-Use Trail Project, with Contract Number G2R99. The current agreement is set to expire on October 31, 2024, and Walton County is requesting a 12-month extension until October 31, 2025. The project is currently at 60% design stage and is being handled under the County's Transportation Work Order (TWO) for Mack Bayou Road Pedestrian Improvements.

The primary reason for the requested extension involves a nine-acre vacant parcel within the project limits. The County is coordinating with the Planning Department to amend a Development Order, allowing a developer to construct an 8' multi-use path instead of the originally planned 5' sidewalk. This coordination has caused design delays, subsequently pushing back the construction and CEI (Construction Engineering and Inspection) phases of the project. The funding contract with FDOT is specifically for the construction and CEI phases, so the design delay necessitates the time extension to maintain project continuity and alignment with the original project scope.

Good Morning Maria & Meghan, Please see attached the time extension request for the following grant project. The project status and reason for delay is provided as follows:

1. 453227-1-54-01 South Walton County Multi-Use Trail Project Current Status: : This project is currently under design (handled under the County’s TWO called Mack Bayou Road Pedestrian Improvements) at 60% plans development.

Reason for Delay: There is a nine-acre vacant parcel of land located within the project limits that currently has a Development Order approval from the County. The DO stipulated that the Developer construct a 5’ sidewalk along the frontage of the parcel to meet minimum Land Development Code requirements. In an effort to avoid a segment of narrower path in the final product, the County has been coordinating an amendment to the DO with the Planning Department to allow the Developer to construct their portion of an 8’ multiuse path in accordance with the plans Walton County is currently designing in lieu of the 5’ sidewalk shown in their DO. A preliminary agreement has been reached and the amendment is currently going through the County’s process to reflect this change and properly account for the cost associated with the wider multiuse path. This process has delayed the design effort. The funding contract with the Department is for the construction and CEI phase of this project. Therefore, since design has been delayed, the schedule for construction activities and procurement has also been pushed back.

Extension Length Requested: 12 months (due to extension options, we choose October 31, 2025)

Please let me know if you need any additional information. Thank you so much for your assistance in this matter!

Regards, Anna Hudson, P.E.
