PRE-SUBMITTAL MEETING

To facilitate a comprehensive understanding of the scope of services and expectations for the

Taxiway M Reconstruction Design, a pre-submittal meeting and site visit will be held on Wednesday, August 20, 2025 at 10:00 am, at CVG Centre, Admin. Offices, 77 Comair Blvd., Erlanger, KY 41018.

During the pre-submittal meeting, KCAB staff will provide an overview of the scope of services and expectations of the project and will address questions. The meeting will also provide an opportunity for prospective prime and sub-consulting firms to network. Attendance at the meeting is STRONGLY encouraged.

1.3. BACKGROUND

Taxiway M between connectors M1 and M3 has seen a significant change in operations in the past few years with the addition of new cargo operations. The current pavement section was designed for a smaller, lighter fleet mix than currently utilizes the taxiway. Its current section is only 14" of concrete while new concrete sections from recent projects are 21". This pavement continues to deteriorate and has reached the point of requiring complete reconstruction. Previous attempts were made to extend its life, such as a 2" asphalt surface overlay, but those are failing. The most current pavement report is attached as Attachment 1.

Also, as part of this project, South ARFF has been experiencing pavement distress on its ramp and parking lot. As the work elements are the same, it would be beneficial to address these areas during this project.

1.4. SUBMISSION OF SOQS

Responses to this RFQ must be submitted electronically through KCAB’s online bidding system which can be accessed at https://procurement.opengov.com/portal/cvgairport. Select the project titled

Taxiway M Reconstruction Design (Invitation #25-054-RFQ) and follow the instructions for submittal.

The completed and signed proposal (together with all required attachments) must be transmitted and received through OpenGov no later than Thursday, September 11, 2025 at 2:00 pm Eastern Time (ET).

Proposers should allow for sufficient time to upload and transmit all required information. Proposer is solely responsible to ensure its submission is transmitted prior to the due date and time. KCAB will not accept submissions after the due date and time and is not responsible for any error in transmission including but not limited to power outage, internet connectivity, unauthorized access, etc.

Individual submittals will not be read in public or available for public inspection until after an award determination has been made.

1.5. RFQ QUESTIONS

KCAB is not bound by, and proposers may not request or rely on any oral interpretation or clarification of this RFQ. Therefore any questions regarding this RFQ are encouraged and should be submitted electronically using the Question and Answer tab of this RFQ on KCAB’s online bidding system, which can be accessed at https://procurement.opengov.com/portal/cvgairport.

Questions received on or before the Deadline to Submit Questions in the Schedule of Events will be posted on the Question and Answer tab of this RFQ on the bidding system per the Schedule of

Events. Answers to questions from any proposer will be available to all proposers.

All communications regarding this solicitation must only be through the Questions and

Answers section of the RFQ or through the Contract and Procurement Administration

Department. No communication is to be directed to any other KCAB personnel unless otherwise instructed by the Contract and Procurement Administration Department. Failure to comply may result in the disqualification of proposer’s submittal.

1.6. ADDENDA

In the event it becomes necessary to revise, change, modify or cancel this RFQ or to provide additional information, addenda will be issued to all recipients of this RFQ.

1.7. SCOPE OF SERVICES

1.7.1. Scope of Services

The Kenton County Airport Board (“KCAB”) is seeking qualified consultants to provide engineering design services and construction administration for the complete reconstruction of Taxiway M from

Taxiway M1 to Taxiway M3 at the Cincinnati/Northern Kentucky International Airport (“CVG”). This section of Taxiway M is heavily traversed by commercial and cargo aircraft due to its proximity to

Runway 9/27. An asphalt surface was paved over concrete pavement in the past to prolong its use, but it's become a maintenance burden. The project involves the removal and replacement of existing pavement, installation of new lighting, and necessary drainage enhancements to ensure compliance with the Federal Aviation Administration (FAA) standards and the airport's operational requirements.

The planned improvements are critical to maintain operational efficiencies and enhance safety measures on the airport’s airside infrastructure.

In addition, the South ARFF station ramp and parking lot has been experiencing pavement distress.

Rehabilitation of the pavement will be included due to its proximity to Taxiway M and similarity in work elements.

The reconstruction of Taxiway M will consist of the following tasks:

A. Pavement Removal:

o Complete removal of existing asphalt and PCC pavement in specified sections.

o Disposal of removed materials in accordance with local, state, and federal regulations.

B. Pavement Replacement:

o Design of new pavement section that can withstand current and forecasted fleet mix.

C. Lighting Installation:

o Installation of LED taxiway lights in accordance with FAA Advisory Circular 150/5345-46 and applicable local standards.

o This section of Taxiway M currently doesn't have centerline lights. CVG wants to have them installed as part of the reconstruction.

o Replace existing electrical cables and support structures as needed for the new lighting system.

D. Drainage Improvements:

o Assessment and reconstruction of drainage features to enhance water runoff management.

o Installation of new inlets and drainage pipes, adhering to approved civil engineering practices.

E. Marking and Signage:

o Apply new pavement markings compliant with FAA AC 150/5340-1, including taxiway centerline and edge markings.

o Install new regulatory signage where required in compliance with FAA advisory circulars.

The above services fit within the five general project life cycle phases which are generally described below to assist proposers in better understanding KCAB’s expectation of work by phase.

1. Preliminary Phase: This phase involves those activities required for defining the scope of a project and establishing preliminary requirements, including but not limited to the following: perform necessary surveys, geotechnical investigations, field investigations, architectural/engineering studies for design considerations. The goal of this phase will be to provide KCAB with options that balance operational impact, construction schedule, cost, and design life.

2. Design Phase: This phase includes all activities required to undertake and accomplish a full and complete project design consistent with all applicable code, regulations and specifications, including but not limited to the following: attend and conduct design meetings with KCAB and applicable stakeholders to obtain information and coordinate or resolve design issues, and prepare detailed plans and specifications, cost estimates, construction phasing and schedules.

A quality control program is required to be in place for the duration of the design and construction. The

Consultant must provide its quality control program for approval prior to beginning the design. Quality control reports must be submitted with each milestone submittal.

2a. Environmental Phase: The Consultant must provide KCAB all applicable environmental project information for KCAB to complete applicable environmental documents and coordination. At the option of KCAB, the Consultant may be required to submit and coordinate the environmental documentation with the FAA and any other applicable agencies.

3. Bidding Phase: This phase includes activities including preparation of Consultant’s probable construction cost, answer all requests for information (RFI’s) from prospective bidders, attend and present at the pre-bid meeting, prepare addenda, evaluate bids, and provide a cost analysis/comparison as part of the written recommendation regarding the award of the bid.

4. Construction Phase: This phase includes all basic services required after the award of a construction contract, including attending and conducting the pre-construction conference, review and approve contractor submittals including shop drawings, inspect the work in progress for adherence to the project documents, prepare daily inspection reports, review contractors’ pay requests recommending payment, track Disadvantage Business Enterprise participation, prepare change orders and/or supplemental agreements, conduct quality assurance testing, observe and review performance tests required by the specifications, conduct final inspections, and prepare punch lists.

5. Close-out Phase: This phase includes the preparation of final record drawings. Record drawing submittals must include electronic CAD files in accordance with KCAB CAD standards and a PDF of the record drawing set. Consultant will be responsible for preparing and providing the Asset

Commissioning Data Tables (to be provided by KCAB) for all assets being commissioned, decommissioned, or modified. These requirements define the overall set of data and information to be collected and provided by the designer/contractor to KCAB as part of all design/construction projects.

Consultant is required to prepare all applicable permits on behalf of KCAB throughout all phases. KCAB anticipates the use of federal and mixed funding for the project under this RFQ. The project may also be accomplished during the course of multiples grants.
