About this file
This document is an Airfield Pavement Management Program Update for 2025 focusing on Taxiway M East at Cincinnati/Northern Kentucky International Airport (CVG), prepared by the Kenton County Airport Board. The related state and local contract opportunity involves soliciting qualifications for Taxiway M Reconstruction Design, with a pre-proposal meeting scheduled for August 20, 2025, at 10:00 am in Erlanger, Kentucky. Proposal questions are due by August 27, 2025, with answers posted by September 2, 2025, and final proposals must be submitted by September 11, 2025, at 2:00 pm.
The pavement assessment reveals a comprehensive analysis of the taxiway's current condition, documenting 382,000 square feet of concrete taxiway and 144,000 square feet of asphalt taxiway, with significant distresses including linear cracking, patching, and spalling. The Pavement Condition Index (PCI) results indicate the surface is currently in good or satisfactory condition, but maintenance efforts will need to increase to prevent significant deterioration. The Pavement Classification Rating (PCR) is 540/R/B/W/T, with 10 aircraft in the fleet mix exceeding this rating, particularly the B737-900 and B767-200, which represent the most critical operational considerations for the reconstruction design.

Pavement Condition Index (PCI) Results The PCI values shown below for Taxiway M east are in either Good or Satisfactory condition. During the PCI survey, the results of extensive airport maintenance efforts were observed since the previous PCI survey was conducted in 2022. Due to this effort, the PCI results appear to be good; However, while preserving the immediate life of the pavement to ensure safe aircraft operations, the maintenance efforts required maintain this area will continue to increase and the PCI values will begin to significantly drop in the future without a rehabilitation or reconstruction effort due to the significant amount of distresses that include linear cracking, patching, and spalling on concrete areas, patching and cracks on asphalt areas, and extensive block cracking on the shoulder areas.

Pavement Classification Rating (PCR) Results The PCR for Taxiway M is 540/R/B/W/T. There are 10 aircraft in the fleet mix used that exceed the PCR. Most have relatively low annual departures, but the two most that have the highest annual departures are the B737-900 and B767-200. Those two aircraft are reflected in the red spike in the graph below.
