About this file
This document is a project proposal from the CVG Airport Authority for the Taxiway M Reconstruction project (PMWeb #1432), focusing on a critical infrastructure improvement at their airport. The project scope includes full reconstruction of the taxiway mainline and shoulders between connectors M1 and M3, addressing airfield signage, adding centerline lights, and rehabilitating the South ARFF (Airport Rescue and Fire Fighting) ramp and parking lot. The project is scheduled to begin design in Q3 2025, with design completion in Q1 2026, bid process in Q1 2026, and construction starting in Q2 2026.
The total project budget is $1,681,000, with cost breakdowns including $1,350,000 for design, $100,000 for design review services, $150,000 for contingency, and $80,000 for force labor. The project aligns with the airport's strategic plan to support cargo development and operational excellence, addressing pavement deterioration and operational needs. The current taxiway section is only 14" of concrete, which is insufficient for the current fleet mix, and previous maintenance efforts like a 2" asphalt overlay have been unsuccessful. The project aims to improve airfield infrastructure, maintain cargo operations, and ensure quick emergency access for fire and rescue teams.

Alternatives
The alternatives to a design and reconstruction project of this section of TW M include: 1) Maintain status quo and perform continued maintenance/spot repair of the pavement as required,or 2) limited rehabilitation including mill and replace the current top surface of asphalt and/or increased asphalt thickness to maintain proper operations for FBO and Cargo operations.

Related Projects
Taxiway M and M1 is a common route for air traffic for both DHL and Amazon to RW 9/27. Repairs to TW M would impact the operations for our south Cargo ramps as access to the RW 27 threshold would be only through Taxilane N and Taxiway S without a crossing of runway 9/27 at Taxiway D prior to turning onto Taxiway K to reach the departure end of Runway 27. There will also be a period of time where access from Taxiway S would be required to take Taxiway J and J1/K1 to depart from runway 27 as access to Taxiway M1 would be impacted.
Strategic Plan 1, Fuel Performance via Operational Excellenceand Master Plan Goal to Support/Enhance Cargo Development: Taxiway M reconstruction will help meet the current and future air cargo operations as well as GA operations out of the FBO. Additionally, this segment of Taxiway M is currently offset 600 ft from the runway 9/27 centerline and reconstruction in this location will meet the future airfield needs.

Business Objectives: The goal of this project is to allow for continued operations on Taxiway M, a taxiway vital for movement around Runway 9/27, as well as rehabilitate the pavement at South ARFF to allow quick access to Runway 9/27 in a case of emergency and the rest of the southern airfield.
Project Value/ROI: Taxiway M is a primary route for FBOs and cargo aircraft. By maintaining their access to Runway 9/27 we're ensuring their continued business partnership.
By maintaining the South ARFF pavement, we'll be ensuring that our fire & rescue teams will have quick access to any incident, thus strengthenging the trust our airline partners have with us.
Organizational Impact
Project Approach
This project will go through a design consultant RFQ selection process followed by the scope and fee negotiations. Once the Designer is on board the project design scope and bid schedule will be developed. The design process will include 30, 60, 90 percent design reviews which will allow communications with stakeholders to identify and coordinate design impacts, while reducing risks and impacts associated with construction. With the completion of the design the project will be put out to bid. The engineers estimate of probable construction cost will be utilized to validate the bids received prior to awarding the construction contract. The anticipated schedule is to have design started after the Q3 appropriations, take the design to bid in Q1 2026 and construction starting in Q2 2026.
Taxiway M Reconstruction PMWeb #1432
Current Situation/Background Information
Taxiway M between connectors M1 and M3 has seen a significant change in operations in the past few years with the addition of new cargo operations. The current pavement section was designed for a smaller, lighter fleet mix than what currently operates on it. Its current section is only 14" of concrete while our new concrete section is 21" on recent projects. This pavement continues to deteriorate and has reached the point of requiring complete reconstruction. Previous attempts were made to extend it's life, such as a 2" asphalt surface overlay, but those measures are failing.
South ARFF has been experiencing pavement distress on its ramp and parking lot. As the work elements are the same it will be beneficial to address these areas during the Taxiway M project.
Project Definition
Project Scope: Full reconstruction of the taxiway mainline and shoulders between M1 and M3. Address airfield signage and add centerline lights as necessary. Note that this is the only section of the full length of Taxiway M that doesn't have centerline lights.
Rehabilitate South ARFF ramp and parking lot.

Notice to Proceed
Known Risks & Limitations
This segment of Taxiway M is currently offset 600 ft from the runway 9/27 centerline and reconstruction in this location will meet the future airfield needs and help maintain airfield cargo operations. Ongoing communication between FBOs and South ARFF will need to be maintained during the duration of this project.
Wheels Up will be impacted by the work on Taxiway M. But as they 2 taxiway connectors to their ramp from TW M, we'll easily be able to phase the work so that they have access to the rest of the airfield.
We'll be able to block off areas of construction at South ARFF so vehicles will still be able to traverse through the area.
Proceed with design and construction of this project.
