About this file
This document outlines the disqualifying criteria for installation access at Travis Air Force Base, forming part of the security requirements for vendors attending a site visit for the DGMC Simulation Center AV System Upgrade project. The criteria consist of 11 specific disqualifying conditions that would prevent an individual from gaining installation access.
The disqualifying conditions include: suspected terrorism links or affiliations; inability to verify identity; previous installation access bars; active law enforcement wants/warrants; convictions for espionage, sabotage, treason, terrorism, or murder; presence on federal/state watch lists; firearms/explosives violations; convictions for serious crimes including sexual assault, armed robbery, drug distribution; engagement in anti-government activities; multiple felony or violent misdemeanor convictions within 10 years; and extensive/systemic criminal behavior showing consistent arrests or convictions from age 18 onward that would pose an unacceptable security risk.

I. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.
J. Within the past 10 years, the individual has been convicted of 2 or more felonies, or, 2 or more violent misdemeanors, or 1 or more felonies and 1 or more violent misdemeanors.
K. There is reasonable basis to believe based on an individual’s extensive and systemic criminal behavior, that issuance of an access credential poses an unacceptable risk to the installation/mission. Extensive criminal behavior is a large amount of police arrests and/or convictions from age 18 to present. Systemic criminal history is a consistent interval of police arrests and/or convictions from age 18 to present.
