If able to, you can reuse the speakers, microphones, or any cables currently in use, they are operational.
6. Does the AV contractor’s scope include the installation of conduits and raceways?
Should be able to utilize the existing drops and pathways from Control Rooms to
Training Rooms. If you think or are sure they are required based on your site-visit then yes that should be included in your quote.
7. Are there any existing conduits or raceways that can be reused for this project? Yes, all of them.
8. Should the proposal include ongoing maintenance for the AV system? If so, what level of service is expected (e.g., routine inspections, emergency repairs)? The facility will accept a standard 1-year maintenance & warranty for the system. Unless a product defaults to an included 2-year warranty plan, which would need to be indicated. Any ongoing maintenance/support outside of the standard 1-year warranty will require a separate maintenance contract will be solicited after the warranty period has expired.
9. Could you kindly provide a list of existing devices that will be reused for DGMC?
VGA Cable connection/drops from 2 Control Rooms to 4 Training rooms. Unless the addition of the HDMI connection requires a new cable/connection wall drop. CAT-6
Drops from 2 Control Rooms to 4 Training Rooms. JBL Speakers and the two microphone systems in the 4 Training Rooms that feed back to the 2 Control Rooms, if able to work with new Operating System.
10. Could you share the make and model of the existing control room software?
CAE Healthcare Learning Space (2012/2013?). CAE Healthcare bought out by Elevate.
The system runs on an Apple Hard Drive/Tower w/built in remote IP address/access, and external monitor recording capability. The simulators are not required to be directly connected to the Operating System, just the ability to record the vital signs via VGA or
HDMI connection.
11. Please provide details regarding the make and model of the existing ceiling-mounted and wall-mounted cameras.
(HD) Axis P5534 60Hz, P# 0314-001-03

14. For the 48” UHD monitors, what is the required operational time? Should they be designed for 16/7 or 24/7 operation? The monitors are for viewing the training sessions, so they need to be operational during training/recording/play back. They can get used possibly for 8 hours a day 5 days a week at a maximum.
15. Are there specific resolutions, frame rates, or audio fidelity standards required for recording and playback within the simulation center? See PWS Section 3.1.3
16. Can you clarify any specific requirements for integrating the new AV system with existing
IT infrastructure or standalone operation? System to be standalone, cannot be connected to the Military Network. Operating System/Tower/Memory Bank needs to be access by external laptop/tablet via remote IP access for playback.
17. Should the new AV system accommodate any future scalability, such as adding more cameras, microphones, or control stations? We would like to be able to have future satiability with the ability to replace items for repair in house if needed.
18. Is there a preferred or existing wireless protocol (e.g., Wi-Fi 6) for devices that may need to connect wirelessly to the AV system? The remote connection should be through its own remote internal IP address/access. The system can have WiFi capability, but it would not be going through the Military Network. The Sim Center has AT&T Internet that could be activated for use by the vendor for troubleshooting or operating system updates by the Sim Center. We would like to locally remote access the storage and videos to be able to pull them and view it in another location if needed. (Watch it in the classroom after training is complete).
19. Are there any acoustic or environmental considerations (e.g., soundproofing, lighting) that should be factored into the AV system design? No.
20. What are the maximum acceptable noise levels for operating AV equipment in the medical simulation environment? We should be able to control volume. That being said the maximum level for noise is 85 decibels before hearing protection is required. The
Operating Systems Tower/Main Frame would be housed in Control Room 1 (1A618) where the Sim Staff will be working from.
21. Are there any constraints or requirements regarding power redundancy for critical AV components? Not applicable as this is on normal power and not in direct patient care.
The facility has its own backup generator system that the AV system would be plugged into.
22. Is there a need for a backup power solution (e.g., UPS) for uninterrupted AV operations during power outages? The facility has generator power as back up. The AV system would be plugged into the facilities main outlets connected to the backup generators. No back up power is required.
23. Are there existing power and data drops sufficient for the new equipment installation in all specified locations, including ceilings and walls? I would assume, not aware of what new system is being utilized for replacement.
24. Beyond the provided user guide, what level of post-installation training is expected for the staff (e.g., basic operation, advanced troubleshooting)? Yes, basic operation & trouble shooting. There are 3 staff members in the Sim Center.
25. What is the expected warranty coverage for the AV system, including labor and parts?
See PWS Section 5
26. Will there be an expected Service-Level Agreement (SLA) for system downtime or emergency repairs post-installation? Not applicable as we will use the warranty and if for some reason, we require a lot of repairs or foresee issues we may request for a separate, standalone service contract to cover those issues.
27. Are there any blackout dates or times during which installation cannot occur due to operational requirements at the medical center? The Sim Center would be blocked off for training during the installation process once the dates have been given. We cannot control unforeseen exercises by the Medical Facility or Base. If installation dates are given during a time the Sim Center is required to be utilized by the Medical Group and or
Base, we would relay this to our leadership for their guidance. We are unable to and not authorized to release training or exercise schedules to the public.
28. What are the specific requirements for personnel vetting and credentialing for ongoing maintenance visits after installation? See attached Travis Air Force Base Security
Requirements September 2024, subject to updates.
29. Are there any additional security requirements for equipment storage or access during installation? Once equipment is delivered to the 60th Medical Group, it would either be housed in the Logistics Warehouse and or delivered to the Simulation Center for storage. During the installation process all equipment my remain in the Sim Center in locked rooms.
30. Are there site-specific requirements or restrictions for waste disposal or removal of the existing AV equipment? The existing AV equipment will be turned in to MEMO which
Mr. Daniel Dettwiler is the POC.
31. What specific types and levels of insurance coverage are required for this project (e.g., general liability, workers’ compensation, automobile liability)? You need whatever your normal company insurance is. If for some reason one of your installers needs urgent medical attention they can be treated here, but after the treatment is completed, a bill will be sent for reimbursement of the expenses.
32. Are there any additional endorsements or certifications required, such as naming Travis
Air Force Base or the 60th Medical Group as additional insured? No.
33. Should the contractor include options for extended maintenance agreements beyond the initial warranty period? No as we don’t usually pay for extended warranty. If maintenance/support is an issue as discussed in a prior question we would get a maintenance contract to cover this requirement after the warranty period is up otherwise we would just do a one-time service request to diagnose and repair an occasional problem.
34. What is the expected duration of the maintenance period post-installation, and what specific maintenance services are required (e.g., routine inspections, troubleshooting, repairs)? This would be addressed by the warranty for product/installation.
35. What is the payment structure for this project (e.g., Net 30 terms, milestone-based payments, or lump sum)? Net 30, See FAR 52.212-4(i)
36. Are there any provisions for partial payment upon delivery of equipment or completion of specific phases of the project? N/A
37. Does all AV equipment and components need to comply with Trade Agreements Act
(TAA) requirements, and if so, are there specific countries or certifications to consider during procurement? As this is a HUBZone Small Business Set-Aside, TAA does not apply per FAR 25.401(a)(1).
38. Is the contractor responsible for electrical work, such as installing new power outlets or managing the power infrastructure for AV equipment? This should be what we call a turnkey project so if any electrical work is required the vendor should quote that as this should all be function when installed and not waiting on the facility to provide anything. I don’t recall us requiring any additional outlets when we had the site-visit, so I am not certain where this question comes from.
39. What is the allocated budget for this AV system upgrade, including both equipment and labor? The budget/Government estimate is considered Source Selection Information and shall not be disclosed.
40. Are there specific licenses or certifications required for the contractor or their personnel
(e.g., AVIXA CTS, electrical licenses, or other trade-specific certifications) to perform work? All subcontractors such as an electrician should be licensed.
41. As referenced in the statement of work documents, there is an additional request for an
HDMI line mentioned on Page 11 under Control Room #1 (1A618): "HDMI line to be added to the VGA drop." - Could you kindly elaborate on this request? Specifically, could you provide more details about what is required and the intended functionality of this addition? Currently there is a VGA drop within both Control Rooms at each workstation that connects to a VGA connection in the 4 training rooms. They are currently used for Video feed of the patients’ vital signs from the Control Rooms off of the simulators monitor to the Training Rooms. The system also feeds into the Learning Space system and records the viewing when recording training in the Training Rooms. Requesting an HDMI drop to be placed within the same drop as the VGA or a drop installed next to the VGA drops in both Control Rooms, Workstation 1 & 2 and the 4 Training Rooms.
Current monitors work on a VGA connection. Future “vital sign” monitors most likely will be of HDMI connection.
42. Sections 2.4.2 and 2.4.3 (moving and removal of equipment). Can this be done one week prior to the installation? If need be. The Sim Center would need to know the dates as soon as possible to cancel and or move courses. A month heads up would be appreciated.
43. What is the use case for the large monitors at each control station? The large monitors are for viewing by the Sim Center staff during the training sessions, since there would be multiple camera angles being recorded as well as the vital signs. Also, evaluators & or students can be in the Control Rooms viewing the live or playback training sessions.
44. Section 3.2.7. What video will be traversing these 4 links? Current Learning Space towers have an Apple Hard Drive that stores the videos from the rooms assigned to them. We currently could remote access the towers for playback of previous training sessions and or live viewings of training sessions. Requesting the same capability for remote IP access.
45. Confirm the Laptops will be contractor provided and there are no Government Furnished Equipment computers or laptops. 2 Laptops or Tablets would be requested separately through our Systems Office, either straight out purchase or on a loaner system. Again, they would connect via remote IP address/access to the AV Operating System tower/mainframe.
46. Volume control for Paging speaker is listed in section 3.2.6 as a part of the control station. Is a manual, wall mounted volume control in the simulation room acceptable? Wall mounted or tabletop, which we currently have, will work for us.
47. What Brand of Manikins are in the rooms Expectations to pull in event logs?
Currently we utilize:
- Laerdal: SimMan 3G, SimMan ALS, & SimMom
- Elevate (CAE): Apollo Pre-Hospital
- Coming in Spring 2025 – Gaumard: Obstetric Victoria Expectations are for video & voice capture of the medical staff working around the simulator and the vital signs monitor reading/display captured by the recording system as well.
48. Do you anticipate integrating other Part Task Trainers to the Videos (such as Video Laryngoscope or Sono-Sim)? No future plan at this time or requirements to do so.
49. Please confirm which rooms are hard ceilings which cannot be drilled in to. They all can be drilled into.
50. Can the site drawings be provided in SolidWorks format? No
