About this file
This document is a Project Performance Management and Evaluation Plan for the FALCON project, which is a federal grant opportunity funded through the Department of State's Cyberspace and Digital Policy program (CFDA 19.665). The plan outlines the scope, objectives, and performance indicators for the FALCON project, which aims to establish and maintain commercial cybersecurity and technology capabilities to support U.S. allies and partners in preventing, responding to, mitigating, and recovering from cybersecurity incidents.
The plan includes a detailed indicator table that lists the project objectives, activities, output and outcome indicators, data sources, baseline values, and annual targets. It also describes the performance monitoring and evaluation procedures, including roles and responsibilities for data collection, data quality assurance, and the potential for independent third-party evaluations. Finally, the plan provides a risk analysis and mitigation strategy for the project.

DCCP Pillars supported From the list below, keep the pillars this project supports and delete the rest.
1. Build Connections by promoting investments in secure, diverse, and resilient ICT infrastructure.
2. Advance an Open, Interoperable, Reliable, and Secure Internet by promoting inclusive, rights-respecting, multi-stakeholder models of internet governance and pro-competition, pro-innovation digital economy policies and regulations.
3. Grow Global Markets for U.S.ICT goods and services, especially high-quality, interoperable, secure ICT equipment, software, and services.
4. Enhance Cybersecurity by increasing adoption and implementation of cybersecurity best practices.
Part 2: Indicator Table
To help think through what is necessary to adequately monitor the project and account for results, complete the table below. For each indicator, provide its name/title, the project objectives and activities that the indicator relates to, whether it measures an output (direct, tangible results from executing an activity) or an outcome (what we achieve from completing the outputs in terms of changes to laws, behaviors, norms, etc.), the data source (how data will be collected), baseline values if known (where we are starting), and any target values per year or quarter or the PoP of the project if know (the desired value for the output or outcome).
To complete the below table, consult the DCCP Indicator List and the Indicator Selection Guidance to select appropriate DCCP indicators. Project-specific indicators not identified in the DCCP Indicator List will also likely be needed. All indicators should be included below and reported on in every quarterly report, even if some indicators have “0” results for several quarters.
Note: The award recipient will work with the State Department to finalize indicators, including some that will be required by the Department.

Provide a narrative explanation describing how project performance will be accounted for, including:
• Roles and responsibilities for collecting data (including the use of sub-contractors, if applicable)
• Further explanation of any data collection methods described in the indicator table, if necessary (e.g., use of specific tools or surveys typically employed by organization)
• Procedures for ensuring data quality and security, including the use of software or other methods
• A description of any evaluations that would be conducted by an independent third-party
Part 4: Risk Analysis
