About this file

This document is a Project Activity Scope for the FALCON Project, which is part of the Foreign Assistance Leveraged for Cybersecurity Operational Needs federal grant opportunity. The FALCON project aims to establish a reservoir of commercial cybersecurity capabilities that the U.S. Department of State can draw upon to support U.S. allies and partners in preventing, responding to, mitigating, and recovering from cybersecurity incidents.

The Project Activity Scope outlines the assessment of the incident or problem, project objectives, budget estimate, expected activities and milestones, monitoring and evaluation, and project design logic model. It requires the recipient to complete various sections, including providing a summary of the incident, project objectives, a detailed budget estimate, and a monitoring and evaluation plan. The project aligns with the Department of State's Cyberspace and Digital Policy program (CFDA 19.665) and the Digital Connectivity and Cybersecurity Partnership (DCCP) pillars.

ANTICIPATED COMPLETION DATE_________________________

This Scope of Work is based on CDP’s initial or problem statement and the recipient’s initial assessment and response. Recipient will complete this PAS and associated budget and submit to CDP for final review and approval. Recipient agrees that the approved PAS will effectively become an amendment to the award and will report on both financial and programmatic progress in the required quarterly reports as an individual project and combine the financial data for the overall Federal Financial Report (SF 425) quarterly financial reports. *Please note that in exigent circumstances, CDP may temporarily postpone the required submission of all but the assessment narrative, project objectives, and proposed topline budget.

1) Assessment of the Incident or Problem – [Recipient completes this section]

Be sure to include, a) a summary of what is known and unknown; b) an assessment of the severity and impact to critical systems; c) the risk (from a technical perspective) to US or regional security; d) the capacity of the affected nation to remediate without USG ESF support; e) a preliminary analysis of damage and prognosis; and f) a preliminary assessment of beneficiary country needs and their ability to sustain efforts.

2) Project Objectives – [Recipient completes this section]

The project will be accountable for achieving the project-specific objectives listed in the table below for <beneficiary>. The recipient will be required to report progress updates including any issues, obstacles, or challenges that the project may have experienced each quarter and how they recipient addressed those issues. The recipient also will be required to report against the approved indicators listed below.

5) Monitoring & Evaluation [Recipient completes this section and the FALCON Monitoring and Evaluation Plan] Description of how the project will be evaluated by the recipient in coordination with CDP. To be included in this section is a projected timeline for completed activities and an evaluation of effectiveness, best practices and sustainability assessment.

6) Project Design Logic Model – See attached Template. [Recipient completes this section]

This project will contribute to the following strategic goals:

Bureau Goal 1: Advance cyber and digital policies that align with U.S. national interests and foreign policy objectives.

· Objective 1.1: Deepen relationships with existing U.S. allies and partners, forge new partnerships, and engage with a range of countries to advance a common vision for the Internet and digital technologies.

· Objective 1.3: Identify, enhance, cultivate, and develop strategic engagements across the private sector and multistakeholder communities.

· Objective 1.4: Increase secure and open digital connectivity and access to the Internet.

The project aligns to the following DCCP pillars(s):

Pillar 1: Build Connections by promoting investments in secure, diverse, and resilient ICT infrastructure.

Pillar 2: Advance an Open, Interoperable, Reliable, and Secure Internet by promoting inclusive, rights-respecting, multi-stakeholder models of internet governance and pro-competition, pro-innovation digital economy policies and regulations.

Pillar 3: Grow Global Markets for U.S.ICT goods and services, especially high-quality, interoperable, secure ICT equipment, software, and services.

Pillar 4: Enhance Cybersecurity by increasing adoption and implementation of cybersecurity best practices.

Key Terms and Definitions

Activity: A specific action or process undertaken over a specific period of time by an organization to convert resources to products or services to achieve results.

Evaluation: A systematic and objective assessment of an on-going or completed project, program or policy. Evaluations are undertaken to (a) improve the performance of existing interventions or policies, (b) assess their effects and impacts, and (c) inform decisions about future programming. Evaluations are formal analytical endeavors involving systematic collection and analysis of qualitative and quantitative information.

Goal: The higher-order objective to which a project, program, or policy is intended to contribute.

Impact: A results or effect that is caused by or attributed to a project or program. Impact is often used to refer to higher level effects of a program that occur in the medium or long term, and can be intended or unintended and positive or negative.

Inputs: Resources provided for program implementation. Examples are money, staff, time, facilities, equipment, etc.

Monitoring: Monitoring provides an indication of progress against goals and indicators of performance, reveals whether desired results are occurring, and confirms whether implementation is on track. In general the results measured are the direct and near term consequences of program activities; whereas evaluations document the achievement of outcomes and results and, in some cases, the value of continuing the investment.

Objective: A statement of the condition or state one expects to achieve.

Outcome: A results or effect that is caused by or attributed to the project, program, or policy. Outcome is often used to refer to more immediate and intended effects.

Outputs: The products, goods, and services which result from a project or program.

Performance Indicator: Performance indicators measure a particular characteristic or dimension of a project’s outputs or outcomes. Outputs are directly attributable to the project activities, while outcomes represent results to which a given program contributes but for which it is not solely responsible.

Program: A set of activities or projects that are typically implemented by several parties over a specific period of time and may cut across sectors, themes, and/or geographic areas.

Project: A project is a set of planned and then executed activities identified through a design process, which are together intended to achieve a defined result, generally by solving an associated problem or challenge. The term project does not refer only or primarily to an implementing mechanism, such as a contract or grant. A set of projects makes up the portfolio of a program. A project evaluation is often carried out within the framework of a broader program.
