About this file
This document is a Request for Application (RFA) for the Foreign Assistance Leveraged for Cybersecurity Operational Needs (FALCON) project, issued by the U.S. Department of State's Bureau of Cyberspace and Digital Policy.
The FALCON project aims to establish and maintain a reservoir of primarily commercial cybersecurity and technology capabilities that the Department of State can quickly deploy to support U.S. allies and partners in preventing, responding to, mitigating, and recovering from cybersecurity incidents. The project is funded under the Cyberspace and Digital Policy grant program (CFDA 19.665). Eligible applicants include 501(c)(3) nonprofits and for-profit organizations.
The RFA indicates that while training elements may be required, the focus of FALCON is on rapid deployment and tailored solutions to address vulnerable networks or incidents, rather than extensive preemptive training. The Department of State is open to clarifying questions from potential applicants, as demonstrated by the response provided in the document.

Thank you for your question. The State Department provides cybersecurity capacity building in foreign partner countries around the world. Many of our implementers do provide preemptive trainings within those countries. However, FALCON is intended to deploy quickly and flexibly to networks that CDP already assesses to be vulnerable or have experienced an incident or crisis. FALCON implementers should be able to build relationships, tailor solutions, and clear networks with minimal advance notice. While training elements will be required – for example, helping the foreign partner country to understand what went wrong, what solutions may be most appropriate, or what processes should be in place to restore services and return to regular business operations – they are not the focus of what FALCON is designed to provide.

You don't often get email from malcolm.west@thrivedx.com. Learn why this is important
To whom it may concern, We have reviewed with interest the NOFO for FALCON and wish to ask the following clarification question:
"The focus and structure of the proposed activities are very much framed around incident response and as part of such a response, there will often be an element of training required. As it is widely recognized that preemptive training results in fewer attempted attacks, becoming incidents that then need to be addressed. Therefore, would you look favorably upon an application from a training provider who would focus more on training? We would anticipate identifying the type of foreign organizations that FALCON would support and provide them with preemptive training to improve their cyber robustness and reduce the likelihood of them being involved in an incident."
We look forward to your response and ultimately to helping you address this important topic.
