Justification and Approval (J&A) for HVAC Chiller Procurement
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition, establishing a Brand Name Class J&A for HVAC chiller purchases by the Air Force Installation Contracting Center (AFICC), 772 Enterprise Sourcing Squadron (PKD), Tyndall Air Force Base, Florida. The acquisition covers HVAC chiller purchases from October 1, 2024 through September 30, 2029, with anticipated demand of approximately 1,654 units (chillers at least 17 years old by 2029). The Government uses this procurement to standardize HVAC chiller manufacturers across 87 DAF installations to reduce Total Cost of Ownership (TCO), improve training efficiency, enhance cybersecurity, and support small business distributors. The acquisition is justified under FAR 6.302-1 (Only One Responsible Source), as DAF policy requires each installation to select and maintain an approved HVAC chiller manufacturer brand to achieve standardization objectives that cannot be met through competitive procurement of multiple manufacturers.
The J&A documents that standardization has reduced HVAC manufacturers from 142 to 127 as of 2024, with 12 bases achieving 80% standardization and 81 installations standardized on specific manufacturers. Key benefits achieved include centralized training program funding (380 maintainer seats filled since FY21), increased cybersecurity capabilities, improved mission reliability, reduced parts inventories, and 92% of chiller purchases now directed to small businesses (increased from 73% pre-standardization). AFICC conducted a Category Intelligence Report in 2018 and posted an RFI/Sources Sought notice on SAM.gov on December 12, 2023 for 15 days, receiving two industry responses supporting standardization as a best practice. The preceding J&A was approved in August 2019. The document was coordinated and approved by multiple Air Force officials including the Senior Contracting Official (July 8, 2024) and the Deputy Assistant Secretary for Contracting (July 23, 2024), with final approval from the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics on an unspecified date in 2024.
